recognitions and
and consent agenda that we will be
talking about and then on Thursday we
will be voting on these particular items
so welcome everybody if any of you are
here as part of our service recognitions
and we're glad to be engaged with that

uh so next on our agenda tonight is
scheduled public appearances and council
member Harris please join me out front

so for our first service recognition so
let me turn this over to our city
manager thank you Mr Mayor members of
city council we do have five Employee
Service recognitions this evening and
for our first recognition I'd like to
call up our assistant chief of police
Dave Ramer to make his presentation

Danny Stein will you please come forward

police officers from the Dallas area
Danny Danny has been a dedicated
employee to the Chandler Police
Department for the past 10 years
and this time she has served as a school
resource officer
a hiring Detective
and currently as a sex crime Detective
Danny Stein has shown time and again
that she's willing to do what is needed
for the Chandler Police Department the
citizens of Chandler and her current
role as a sex crimes detective Danny has
developed a reputation as a hard-working
Dependable teammate who is respected by
her supervisors and her peers
Danny has earned the respect in every
position that she has held for a host of
reasons but there are three that stand
out
her positive attitude her hard work
herself with service

I'd like to call up Micah Miranda our
acting development services director

I have the pleasure of recognizing these
recognizing Nick recedo for his 10 years
of service to the city of Chandler Nick
was originally hired in 2013 as a
building inspector to subsequently been
promoted to building inspector
supervisor
during that time he has achieved 28
building excuse me 28 building
certifications this is a testament to
his commitment to ongoing education and
keeping the city of Chandler residents
and businesses safe Nick really
exemplifies what it means to be a
Chandler employee he demonstrates our
core values on a daily basis while I
haven't
um work with you closely for just well
I've only worked through closely for a
short time but what's become apparent to
me is
how he genuinely cares about his job he
cares about doing what's right for the
people of Chandler making sure we have
safe structures he's doing with his
family if you want to give a shout out
to your family go for it but just back
from vacation and really really excited
to continue to work with them he has a
bright future in the department and I
want to congratulate him on his
accomplishments and thank him for being
a part of Team Chandler thank you for
everything

thank you it's an honor for me to
recognize Jill Baker
Caleb come on down

in 10 years at Chandler Public Library
Jill has been instrumental in developing
Youth Services children in teen
programming and early literacy spaces
she has worked at three of the four
Chandler libraries as a supervisor
programmer librarian in charge and more
when they say more I assume she's
probably cleaned up a few things
she was always the first person to step
in if another librarian needs time off
or programming help or assistance at the
front desk
she is calm in crisis
and very good at getting to know our
customers and finding answers to their
questions and oh boy do they have
questions
she has written and received grants for
Library services and helped to
facilitate grants with others she offers
her time and talent to many projects
like our now famous story walks and
brings a wealth of knowledge about
School Readiness and children's
literature to our staff and patrons
Jill's dedicated to the work that we do
throughout the library system and is a
great asset to team Chandler Jill thank
you for your decade of service to the
Chandler community

recognition will be from Kim Moyers our
cultural development director

Council I'd like to call up Elizabeth
Olsen

Lizzy has greeted guests at Chandler
museum for the past 10 years she heads
up the Museum's visitor Services by
working the front desk for the past two
years when visitors were asked in a
survey what the what the museum did best
the top answer was staff members make me
feel welcome this is largely due to
Lizzie's warm personality and
willingness to connect with the visitors
she is a true team player supporting
other staff members in their projects
and tasks jumping in to help whenever
needed and always making sure that
everyone is recognized on their birthday
Lizzie also serves as the museum store
manager and runs the Museum's rental
program she was instrumental in getting
both new programs off the ground over
the past few years each day Lizzie
brings a positive attitude a smile and a
willingness to learn thank you for your
service to the museum and to Chandler

recognition tonight I'd like to call
forward our presiding City Magistrate
Alicia skubin
good evening mayor council I'd like to
welcome and have us uh have Alexis Nolly
come up and join us Alexa

mayor and Council uh judge Alexa nollie
it's my pleasure to recognize her 15
years of service with the city of
Chandler judge nollie started her career
with the city as a prosecutor in 2008 10
years later in 2018 she was selected to
serve as our courts commissioner
quickly because of her wonderful work
ethic and her ability to adjudicate
cases she was promoted to judge one year
later
so in 2018 she has served she served as
our judge and she has been a judge with
us for the last four years
uh as a personal note judge nollie
enjoys spending time with her husband
who is here today
um they have three children uh she loves
all things Disney cheers on the Sun
Devils and has a a hobby of visiting
national parks around our country also
she has a very special trip planned this
summer with her family and extended
family to visit Germany um her father's
Homeland so it's a very special
opportunity to go back and reconnect
with family there
uh judge nollie has been a wonderful
addition to the court and we are so
proud to recognize her for her 15 years
of service to the city thank you

we've got a couple of very exciting uh
other recognitions tonight so first we
have our neighborhoods USA Awards and
for our City and golden neighbors events
so if I could have Leah Powell our
neighborhood program staff members of
our neck neighborhood advisory committee
and for our city board members any of
you all want to come on up let's just
have a big party up here

Council thank you for everyone who has
come is here this evening we're very
proud to bring back two awards from
neighborhoods USA that is a National
Organization and staff submitted an
application in early winter and then had
to go present on our programs when you
get at when you're actually become a
finalist you have to go and present on
your program and the judges Grill you on
the question so we're very proud that
for our city day which is in its 12th
year won a first place award
um and across thank you
and that is in the Neighborhood
beautification Award category and again
we competed against a number of other
cities for that I want to call out again
this was our 12th year we have it over
1300 volunteers that participated this
last year they completed 54 projects I
want to do a special thank you to our
top three sponsors which were Home Depot
sure in Sherwin Williams and the Avi and
they were our top three sponsors as well
as many others so thank you very much
for that and then another very special
program which is only a year old that's
our golden neighbors program and it what
I wanted to share with this is that
there's a very special story that most
people don't know
Priscilla as part of her application
process when she was going through
interviewing for her position we gave
the candidates a task that they had to
come up with a new idea and do a
presentation to the interview committee
Priscilla proposed golden neighbors so I
want to recognize her for that
Innovation and creativity and I want to
thank the mayor council and City
manager's office for creating
environment where staff can flourish
with their ideas and be able to pray in
such an award-winning program now that
program took second place in just the
one year over 278 residents have been
served 367 kids have been given out with
11 events some top sponsors I want to
recognize there is Amazon who really got
the problem kicked off with a large
donation Resurrection Street Ministry
which has been at each one of those
events and Salvation Army so thank all
of you for what you do and the
neighborhood advisory committee for
supporting these programs throughout the
year and a special thank you to staff
willia come in this picture and I know
that for our city programs I think
everyone have Council has attended
different ones of these and we're so
excited to see us being nationally
recognized as a best practice so thank
you for our city thank you Neighborhood
Services Community Services you guys are
all amazing

we have Mr Hussein who has Chandler
police concerns Mr Hussein uh please
come to the days uh state your name and
address for the record and you have
three minutes so uh when the light turns
yellow you please start to wrap it up
when it turns red
time to be done Mr Hussein good evening
and the council members and ladies and
gentlemen who are present here I'm here
as a public service we have a beautiful
city we have a beautiful state we have a
beautiful country and I would like to
leave it better than what we got and
there are a few issues that I brought to
the attention of the council last year
in October
and that needs some serious attention
because there are a few people
in any society that are not
working towards betterment of the
society they are termites to the society
and is our responsibility to make sure
that we fix that problem and uh
fortunately we had a beautiful city and
then you recognize all the nice people
and there are always few people that are
not uh perfect to give you an example
I was arrested last year and charted
seven felonies
illegally and I had to run through the
state I mean state legal system for
about a year
my family suffered and I suffered and I
spent two days in the jail
and the state finally dropped the case
to give it just for the case I'd like to
just kind of go over a few things that
happened uh I own a ranch about a
million mile two miles from here I had a
disagreement with this with a person who
called in a false report to China police
of horse neglect I had horses in my
house these are my children the horses
belong to those those uh boys police
came 10 days later to investigate the
standards police policy is anyone
causing a report they come in within 24
hours I call the City of Tempe Chandler
Gilbert and everybody else police came
10 days later and two detectives came I
invited them to come inside they were
rude and threatening and then I
interviewed the officers who came to
investigate those people had no
knowledge of horses they didn't own the
horses they didn't drive they didn't
ride any horses and then they made the
decision that my I was neglecting my
horses and they came at four o'clock
they went to the court got an arrest or
they got a warrant at nine o'clock at
night and the RS wanted clearly stated
they're here to uh come during the
daytime and then they came at 11 o'clock
at night same night
and then they arranged for a lot of
people 20 police officers and uh the
Arizona farm services and the people to
pick up the horses the many other
agencies and they picked up my horses
and then they took it and I feel it was
a planned conspiracy that they planned
for 10 days and they showed up by my
house with full intention to arrest for
no reason my horses were perfectly fine
there was absolutely nothing wrong with
the horses they took the horses the
state did not want to prosecute me so
they issued a letter of uh disposition
so the city of Chandler a week two weeks
later submitted 100 160 page report
of fabricated lies
the first thing they did was they
replaced my horses with a dying horse
replace the evidence and then they lie
about everything in there saying that
there were no water and it's a detective
and I approved everything your your time
is up can you please wrap up
all I'm asking for is for the city of
China to investigate as to what happened
and who's responsible for it and
you pay me for my horses and compensate
me for whatever the thing is and uh in
addition to that I would like the city
of Chandler to train their employees
that they're getting paid our tax
dollars to serve the public thank you
and I expect the police officer to do
the same thing 99 people do that one or
two people don't do that and it is our
responsibility thank you thank you sir
council member Stewart thank you Kelly
can you give me
um the background on this story in a
separate briefing and and the report
from the the county attorney on this
case please all right happy to do so sir

Council next on our agenda tonight or a
number of study items uh that have been
that are consent items that have been
called in
uh the first one is by council member
Harris requesting a presentation and
discussion
on item number six having to do with
Sunland asphalt and construction
uh for the Boston Street improvements
and
who's going to be making that
presentation all right Kim Moyers

Council the items before you this
evening are for the Boston Street
improvements in downtown these
improvements will start at the
intersection of San Marcos place and go
west to California Street
there we go those improvements include
the repaving of Boston Street The
Pedestrian crosswalk improvements the
widening of the sidewalks to the north
east of Oregon Street into the south
west of Oregon Street Ada improvements a
ride share drop-off area and parallel
parking that will be on the north north
side of Boston Street
timing is important in the downtown we
typically do all of our projects in the
summer time when the downtown's a little
bit slower
so once Council approves the item we'll
spend the next two to three weeks
executing the contract determining the
Baseline scheduling and doing the
permitting we anticipate the work
beginning in mid-july and ending in
November
this project will be phased we will not
do any complete street closures so one
side of the street or the other will be
open at all time and because we work so
closely with the businesses to try to
have the least amount of impact as
possible oftentimes the project will
take a little bit longer because we are
making sure that we can get to those
businesses we'll work with each of the
businesses for their own individual
needs sometimes that's signage sometimes
that's drop-off areas whatever it is
that they need we'll work closely with
them to make sure that that they're
satisfied
and then while uh the project is slated
to end in November there is a 30-day
cure period of the new asphalt before we
can strike so the project will actually
be finished a little before that
but we'll open up the street and during
those 30 days we'll be able to utilize
it and then they'll come back the
contractor will come back to stripe it
and that project should take somewhere
between three and five days
this is a project that has been in the
uh council's CIP budget for several
years so the downtown businesses are
very aware that this project is coming
we have had two downtown public meetings
with um the downtown stakeholders
particularly those that will be impacted
by this project
we've had communication through the
downtown Chandler Community Partnership
e-blast and their every other month
stakeholder meetings and we've made
personal phone calls and had meetings
with the with the affected business
owners
we've also contracted with Theresa
mcinen at Mac Pro many of you know her
she's been in the downtown community for
decades the business owners know her
very well and she works with the
contractors to make sure that
um
we're listening to the businesses
we do have a public meeting set for this
Thursday at 9 30 a.m even though we
don't have all of the sequencing in line
we thought it was important to reach out
to the businesses let them know what
next steps are let them know what's
coming and then we'll get back a hold of
them yet again before the work starts
and then that exact same presentation we
will present at the stakeholder meeting
for the dccp on Tuesday uh June the 20th
at 9 00 a.m I also want to mention that
the dccp has let us know that they will
up their communication through social
media to try to help Market these
specific affected businesses as well so
while we know that any construction
project is just disruptive will work to
make it as least impactful as possible
and with that I'm happy to answer any
questions you may have councilmember
Harris yes um thank you for that
presentation just had a couple questions
and I wanted to make sure everyone
understand you know this Project's gonna
go on for 210 days and that construction
is always one of those annoying factors
um but I wanted to know about
um the traffic in terms of the walkable
community in terms of getting to our
businesses because we have
um there's a lot of businesses right
there and many people I can walk that
path how are we going to make sure that
pedestrian The Pedestrian walkway is
made readily available for those that's
trying to get to those businesses there
yeah through the mayor councilmember
Harris
the nice thing is this work is done in
Boston street we have Colonnades all
throughout the downtown so we will
always have a pedestrian fare through
for anybody coming to the downtown we
encourage everybody to park in the
parking garages as you know so it will
affect the parking specifically on
Boston Street but it will not affect any
access into any of the parking garages
or your walk to any of the downtown
businesses and there will be signage to
guide and direct there's going to be new
signage up to let people know this is
the best place to park this is the best
place to walk those type of signage
through the mayor councilmember Harris
the downtown businesses like their
signage and we will put up as much
signage as they would like
all right and then um lastly you said
that this project is to complete
November of 2024. correct 23 23 this
fall okay all right and then this is my
final question
um in terms of how we communicated to
the overall public are we making sure
that we're putting this in our
newsletter are we working with the
communications team just um because the
downtown businesses may be abreast and a
prize on what's going on and how to talk
to their customers I just want to know
did we put out additional information to
the rest of the city to make sure that
they are a prize and that they know that
they're down their beloved downtown will
be going through some construction to
help better for them through the mayor
councilmember Harris we absolutely will
do that we haven't done it yet because
the project hasn't started yet but once
we have we work very closely with
Communications and public affairs as
well as the dccp to get the word out we
will have some traffic
um that traffic cones that will lead you
into the direct the right direction in
um but we'll make sure everybody knows
that the downtown is still open for
business all right well thank you so

my state of the downtown address which
we also mentioned this just a few days
ago and had many of our our business
owners and attendees there Council any

my favorite thing through the mayor

called in item number eight by vice

presentation or just have a question
just a short presentation it's a really
great project here all right short

good evening mayor vice mayor members of
the council just to give you one more
I'll get the presentation out
wonderful
for you tonight is plh 2334 Goodyear
Canal Historic Landmark designation
a request for Historic Landmark
designation for the Goodyear Canal which
is located south of Ocotillo Road on the
west side of Basha Road
I'd like to talk a little bit about
tonight about not just the canal itself
but also the community that it served a
little bit about the impact that it has
had on the larger city of Chandler uh
Goodyear yesterday and a little bit
about about Goodyear tomorrow
with that the story starts in 1898 with
David Fairchild a U.S department of
Agriculture employee who has sent out
commissioned out by the federal
government to get seeds that could grow
in the American southwest one such seed
that was brought back was Egyptian long
staple cotton
this picture depicts David Fairchild on
the left and on the right Dr AJ Chandler
this is on Chandler's rancid Ranch it is
evidence that Egyptian cotton grew and
Chandler this led to a cotton boom
within the 1910s that saw a lot of
cotton ranches coming up all across
Chandler where cotton was not only grown
but also processed
this piqued the interest of these of the
Goodyear Tire Company and their
subsidiary the Southwest cotton company
which was incorporated solely to
purchase land within the Southwest they
Identify two sites Litchfield out in the
West Valley and Goodyear in the East
Valley
a little bit by way of historical
background in nineteen
Seventeen America joined the great war
effort World War one and Egyptian cotton
was embargoed thus the cotton that was
used for the production of tires was no
longer able to be sourced from Egypt
thus they had to find a domestic source
and it was right here in the city of
Chandler in the purple it depicts the
land that the Chandler improvement
company leads to the Southwest cotton
company approximately 12 sections in
blue is the Goodyear Canal that was dug
in
1917 and then the community was built
subsequently
this is perhaps the best preserved image
showing a bird's eye view of the
historic town site Model Town of
Goodyear one can see from this photo
that it was a relatively improved
Community it had tree-lined streets it
had a theater it had a Mercantile
storage General Store for all of your
your daily needs it had four school
buildings and a plethora of residential
buildings largely split between the
labor side and then the executive side
where a lot of
company workers from the Goodyear Tire
Company lived
this image depicts the Goodyear store
this is actually the current location
although the building is much larger now
of the Basha headquarters along Basha
road and it actually goes deeper than
that the for this is actually the store
that I can Eddie Basha in 1932 leased
out as their first grocery store from
there they grew the chain into the
basket chain that we all know and love
today
this is the Goodyear School Circa 1919
with some children playing I'll draw
your notice to oh I apologize
draw your notice to some of the
architectural features that are really
prevalent through the entire Model Town
including these Breezeblocks these
projecting parapets and these uh this
window trim it's very consistent through
the entire town it had somewhat of a
vernacular
this is another image looking at the
four school buildings unfortunately
these have been demolished since but
were certainly a fantastic example of
the type of architecture that the town
exhibited
here we see an image of the residential
part of the Town kind of the more Upper
Crust area
and again from a different angle again
standard width sidewalks running water a
hose and a spigot this was really a
community this wasn't just a set of
buildings that came up in one night this
was a place built to last
this is the Goodyear Hospital building
it actually still stands today and is on
private property owned by the Bogle
family this certainly would be a
candidate for future preservation
efforts
um although Goodyear was a collection of
buildings and roads and streets it was
more than that it was also a community
serving
a wide variety of peoples these are
images of school-aged children actually
class photos ranging from 1919 all the
way up into the late 1930s
there was also a variety of slices of
life one could find a good year
everything from workers to ladies
getting ready for a night on the town
presumably these are Goodyear Executives
to Immigrant families coming for the
agricultural boom that characterized the
1920s within this Valley
this is an image of Goodyear in 1949
it's clear from this photo that it it
exhibited a very high degree of impact
on the local landscape it actually had
an impact further out one can see some
remnants of the Agricultural
characteristics of South Chandler
this is a United States Geological
Survey map of the larger East Valley
area
and zooming in this is Chandler in
particular
um one can see that the real line does
this kind of goofy curve there that's
Arizona and germane
and you can actually see the scar of
that in our landscape today this right
here is an image from the 1950s where
it's a little bit more apparent but if
you look closely you can actually see
that rail line scar running today
characterized by those lot lines
that I've spoken a little bit about
Goodyear of the past I'd like to talk
about Goodyear today it's much like the
rest of Chandler it has seen massive
development since its Inception it's
almost unrecognizable from the past but
that being said if you look close enough
there are Shadows of the past things
like this lateral canal and this is
snetiger park right here following the
same exact lateral sidewalk
among other things things like the
fascia building being right where again
the the Goodyear Mercantile store at
least by I can edibash in 1932 stance
but that being said perhaps the most
poignant example of a preserved
improvement from the town is what made
it possible it was an agricultural town
after all and the single Improvement
that really characterized the community
was the canal
this is an image of the canal late 1930s
in this image it is bifurcating then
Alma School Road originally Goodyear
Street today known as Basha road we can
see that it has those same palm trees
that is it is characterized by today
and it actually still circulates water
circulates water for the Ocotillo
Management Group to circulate their Lake
water system as well as serving to
irrigate standard Park
unfortunately in recent years the canal
has fallen into some disrepair but that
being said in this year the city
retained ownership of the canal 100
ownership after some complex tidal work
we worked very hard to to figure that
one out but now that we have 100 percent
ownership we are working on a
maintenance plan and maintenance has
actually already been executed the North
or the South side of the canal has
already begun to be cleaned followed by
the north side and there's a plan to
repair maintain and maintain into the
future this wonderful historic resource
so with that this is the proposed
Landmark District boundary in red the
blue is just to give context for what
would have been the historic town site
from a building perspective
and with that staff finds that the
Goodyear Canal meets the criteria for
designation as a landmark under the
city's historic preservation program
finding that it has maintained its
historic context that is related to
people or events significant to the
history of the city of Chandler and that
is an example of a unique Improvement
not found otherwise within the city or
even truly in abutting communities
so with that historic preservation
commission and planning and zoning
commission recommend city council
approve the Historic Landmark
designation for the Goodyear canal and
with that Mr Mayor vice mayor members of
the council I conclude my presentation
I'd be happy to answer any questions
vice mayor thank you very much for the
historical lesson appreciate it thank
you um yeah so you answered one of my
questions I was concerned about the
maintenance because I do drive by there
are a lot of who live in that area and
that should be completed by when
through the mayor Mr vice mayor I
believe the first phase is going to be
completed in the next couple of months
that's kind of getting all the debris
out and starting to repair the major
cracks I don't have an exact time on the
final restoration but it is in effect
right now the important thing is you
have money in the budget for that and I
guess did you did answer the other
question I had about actual sole
ownership of that area
um so the other thing and I chat a
little bit today with the city manager
as well is something I think we would
would really top off to what you're just
talking about as an historical marker of
some sort maybe at both ends of the the
canal that maybe give a brief history
and again just to recognize that this is
something unique and a treasure to to be
utilized because you know we've had a
few folks that want to chop the trees
down we had a lot of issues down here
and I think if we make it pretty
prominent that no this is a historical
monument uh we certainly appreciate that
so hopefully you can find some money in
the budget if not uh city manager write
your check absolutely Mr Mayor weissner
we actually have some allocated funds
for solely for historic preservation
that we could utilize to erect such
markers perfect
the other final question go back to that
slide of the designated area
um what and I understand about the canal
but what are we doing with the blue here
I don't I'm a little uh go ahead through
the mayor Mr vice mayor the blue is
simply an illustrative purpose of what
was historic Goodyear potentially in the
future that could be something like a
Conservation District to recognize it
but the only action that is requested of
council tonight is in the red
and I know one last comment I get I know
the uh uh the bastard organization is
moving their facility I think there's a
grand opening next week sometime I think
Wednesday or next week right yeah you
know this week yeah or this week you're
right that's right Wednesday
um so one of the things we want to do is
work with them obviously on what their
plans are in in that area and hopefully
they could you know we could look at
some creative ways of keeping the
historical nature of that site yet allow
them to have the right to develop to
redevelop it so hopefully we could get
some good we have some good ideas to
share with the family I'm sure they have
some ideas as well absolutely thank you

still continue to put water through it

markers and especially I love to see

know that's a well-traveled area for

council member Stewart this is his
favorite presentation the Christmas tree
is this Tumbleweed tree is his favorite

members of the council my name is Karen
Bishop I'm the Community Development
senior program manager with neighborhood
resources and I'm here tonight to speak
about agenda item number 17.

the home investment Partnerships program
is actually a program with federal funds
that's utilized to preserve and increase
the supply of affordable housing
opportunities for households with low
and moderate income
home ARP funds are also federal funds
they are additional home funds that we
receive through the American Rescue Act
and the purpose of those funds are to
provide homelessness assistance and
Supportive Services
Maricopa County is actually the lead
Agency for receiving home funds for
Maricopa County they actually
established the home Consortium which
the city of Chandler is a participant of
and the purpose of the Consortium is to
promote Regional and collaborative
strategies to address affordable housing
needs within Maricopa County
home activities within the city of
Chandler that have been completed to
date you can see here on your slide
there are three types of activities that
we have focused on to date and those are
in increasing home ownership increasing
affordable rental housing and also
support for a tenant-based rental
assistance program
with the execution and Adoption of
resolution
5700 this will enable the city to
actually receive additional home dollars
and home art dollars that have been
previously presented to this Council
um and in recommendation of its planned
use
the table actually shows the outline of
how those home and home art funds will
be distributed and for what type of
activities as well
as you can see the home funds will
continue to support activities that we
have previously conducted within the
city of Chandler and the home ARP funds
will support new construction of the
Villas on McQueen
with that I'm happy to answer any
questions you may have
thank you mayor my first question is I
know this is America County Consortium
yes what is it that we are going to be
able to do for them once we build these
houses are we able to only take people
from Chandler or are we going to allow
Maricopa County to place anyone they
want in those houses once their bill so
let me clarify Maricopa County actually
receives all the home dollars for
Maricopa County as a Consortium member
we receive an allocation of the total
Grant award so it's formula-based
funding so we along with other
Consortium members receive a portion of
those funds based on the criteria that's
set out so what we need to do because
Maricopa County actually receives the
home funds from HUD we have to execute
an intergovernmental agreement to
actually receive the funds directly from
Maricopa County
that was my understanding but I just
wanted to make sure that we understand
that these funds are specifically for
Chandler correct not for other cities
where other people will come to live
here after we build those houses correct
it is solely within any activities that
I have spoken of are directly within the
city of Chandler thank you so much thank
you mayor vice mayor thank you mayor um
as no secret to you that we're under a
lot of pressure for affordable housing
um this we had a few other projects
earlier this year late last year we've
had some projects now which this is all
good you know two four six we'll take
we'll take as many as you know we could
we could gather
um so I guess my question is the a
couple of things uh Newtown I'm very
familiar with them obviously they buy
and they try to get home ownership do
they have the two homes in in inventory
right now
or are they going to be purchasing them
later on through the mayor vice mayor
we actually have plans to execute a
development agreement in the near future
we have to first execute an
intergovernmental agreement with the
county and then we will be executing a
development agreement with Newtown and
their performance measures stipulate in
this IGA that they need to provide a
minimum of two homes with the funding
were awarded appreciate that
then arms say the Family Foundation I'm
not familiar with them and I apologize
are they going to be purchasing homes
and rehabbing them and then rent them
out
correct through the mayor vice mayor uh
yes it will be a very similar process
only it will be to increase affordable
rental housing versus increasing home
ownership so they will go through a
similar process they will acquire the
property they will rehab the property
and then they will actually have that
property be occupied by tenants they
will maintain the property and maintain
ownership of that property
so I guess my question is that a
non-profit or do they do they make a
um uh I don't say a profit from this or
how does that work I'm not familiar with
them and I'll tell you what what do we
do is not to waste time can you get us a
briefing sheet on what the arm how that
works the business case on that one
really concerned I want to I have some
questions on that one absolutely and
then the tenant-based rental assistance
the 32 households is that in addition to
the stipend we give a renter I mean a
current landlord or will there be new
um okay my concern is about rental bases
that we we have a x amount of renter or
landlords that are willing to accept
rental-based assistance will this be on
top of the minimum we normally give as a
supplement or is this all brand new
through the mayor vice mayor are you
referring to the um
landlord incentives that the city is
also providing this is an addition then
so hopefully we can entice 32 additional
landlords to rent to
um a rental-based assistant program
right additional or expanded they might
those same landlords might have
additional units that might open up and
we could then fill those perfect one
last question again this was this is
important that we we drill home that we
are looking for affordable housing
because you know we're under a lot of
pressure
from a lot of stakeholders in our
community particularly the state
legislator and these are good programs
that we could show that we are doing our
fair share of this activity as a local
entity right um the six units
for new construction to build some
McQueen that's the project we're doing
now but this is additional six units on
that same project or somewhere scattered
or something else no it's it's actually
six units as part of that overall
project so
um another Amy Jacobson has come to you
all and presented on Villas at McQueen
the overall project is a multi-million
dollar affordable rental housing project
she needs a number of different types of
funding sources this is just one of many
funding sources contributed to the
project okay so that's that'll
contribute to about six units of being
built is what you're saying not six
additional units correct we have to
identify for HUD how we will provide
impact with the additional funds that we
received and this is the calculation
that we came with perfect
so question for me is I know during
covid we pulled together
a couple forums and then invited uh
landlords to come and talk to them about
our program and I know there was some
success with that are we planning on
doing similar measures and able to
expand or extend our reach to cover
these vouchers as well what's our
thought or plan I know the it seems like
pricing is stabilized a bit but what are
the plans that we have are planning to
have to
um further uh grab some landlords for
these tenant-based rental assistance
mayor we have recently just had a
landlord incentive recognition program
just recognizing those landlords who
have been participating and encouraging
other landlords within this community to
participate as well and we anticipate we
will be conducting that on at least an
annual basis going forward okay good
council member Ellis how many vouchers
do we have still available and how many
people do we have in waiting lists with
vouchers who have not received housing
and that I will refer to Leah pal that
is more in her Bailey way yes thank you

Choice vouchers we have 495 we still
have at least 2 000 people on that wait
list the tbra vouchers in particular we
currently have I believe almost all
maybe there's one voucher that
somebody's out looking for but those we
they tend to be filled we have a waiting
list it's people who are coming out of
typically our operation Open Door our
hotel program that are going into the
tenant rental assistance program because
of its design it's limited to 24 months
so the idea behind it's almost like a
transitional housing program so the hope
is that we will get somebody either to
self-sufficiency or onto a permanent
voucher by the time that 24 months is up
so we do always have a wait list for
that too because like I said it's kind
of a funnel the operation Open Door
program kind of acts as a funnel into
the tbra program thank you so much
really appreciate your team trying every
single way to feel those beds and find
those beds and put people in them so
that we can take advantage into this
homelessness issue issues really
appreciate your team thank you so much

thank you mayor um and Karen had a very
quick question similar to uh vice mayor
Orlando stating
um regarding the unit units for Newtown
similar question for
um save the Family Foundation have the
units been identified or selected for
those two single-family homes I ask
because considering the amount is
550 000.
um and the medium home here in Chandler
is just over 500 000.
through the mayor council member and CNS
it's a very good question it's one I
anticipated because when you see the
disparity and the dollar amount between
Newtown and Arma save the family
um it would call to question so unlike
um Army save the family which is a
non-profit arm of save the family of
Arizona
with Newtown when they're purchasing the
property they're actually getting some
proceeds back from that acquisition and
then they roll those proceeds into the
next acquisition so they're able to
actually leverage the dollars in a
different way than what arm is safe the
family can do in maintaining the
property themselves okay great and then
is there also a specific timeline as far
as when these funds need to be used or a
timeline as far as when they need to
have uh residents in those homes we are
aiming for completion on all of these
properties by 2025 to answer a earlier
question I believe that you have
mentioned and another council member
none of these properties have been
identified we have to first execute a
contract then we have to execute a
development agreement with each of these
entities and only then can they actually
put out for a search and make a purchase
contract with any of these properties

for a presentation is council member
Stewart on item number 19 related to the
2023 anti-human trafficking Grant fund
program
thank you mayor I just want to get a
quick briefing from assistant chief
Ramer on this
what the funds are going to be used for
I I think I can speak for uh council
member Ellis probably for all of Council
on mayor that this is a real high
priority for us to make sure that uh
human trafficking is is stop and it's
not going to happen in our city so when
I saw this come forward I wanted to find
out a little bit more about it make sure
we're doing everything we can thank you
absolutely thank you Mary Council
appreciate the opportunity and the
support that we've received
um this is speaking to agenda item
number 19. the Chandler Police
Department was awarded a grant through
Dima for just shy of 500 000 to assist
us in combating human trafficking
little background on our human
trafficking unit in 2015 we formed the
Yuma Traffic Unit investigate
individuals and groups who engage in
human trafficking everything from
prostitution uh to Illegal massage
parlors pandering exploitation of
children and so forth
and I want to highlight some of the
things that we've done year to date for
2023 we've hosted two multi-agency
Predator operations which led to 31
total arrests with over 70 felony
charges surrounding human trafficking
we've also completed several
prostitution stings that focused
strictly on John's that are soliciting
which have led to 25 arrests here today
we also partnered with other agencies in
an outreach program
to identify and help those that are
involved in prostitution with the goal
to get them help and to find the the
resources that they need to get out of
prostitution
happy to report that year-to-date we
have identified one individual that
we're able to successfully get out of
prostitution and back home in another
state
so this grant will help further these
types of operations going forward
there's four key areas that we're going
to focus in on using this funding will
help us to one pay current Personnel
overtime salaries associated with these
types of operations and future
operations
funds will also be allocated towards
Advanced equipment and supplies to carry
out safe and successful operations while
also collecting the necessary evidence
to prosecute these types of cases
funding will also go to Education and
Training specifically partnering with
the hospital staff who encounter they
often are the first to encounter victims
of these types of crimes and so the
training will help them to identify
those that are potentially victims of
human trafficking and then the last part
of our goal with this funding is to
assist our community outreach
specifically to the Latino populations
of Chandler one for awareness to
continue to build our relationship of
trust with the Latino community and
prevention of human trafficking
Chief thanks thanks for that briefing
and uh did you mention anything about
like working with the school districts
and helping
teenagers peer groups identify for each
other uh things that might be happening
I didn't mention that but but we do do
that actively through our school
resource programs and we'll continue to
to do that all right super thank you
councilman Morales
I had an opportunity to sit down with
the whole team uh from the unit and one
of the things that I was very impressed
with is the fact that
um you might be very small But Mighty
team and he's all over the us right now
helping and bringing in information and
taking information to and fro to make
sure that he's always relevant to what's
happening but I also looked at him like
he is a team of one and there was so
many uh cases that he has to deal with
and those cases are very gracious I mean
so hard on your mental health what is
being done to alleviate him and some of
the other members into that team I know
that we work with the Department on
mental health issues and and things like
that but with specifically with this
team what is being done for them
yeah excellent question through the
mayor to the council personnelas
appreciate that detective Russo is
amazing he is a uh just a standout
individual and he is recognized
nationally and actually does training
and seminars as a part of that
um so we are very aware of the the
trauma that's associated with work in
these types of cases so we have a lot of
mental health and wealth uh Wellness in
place to help identify that and a lot of
it's just having these honest
conversations with them
um the team is dedicated for four
currently we're absent three as you
noted we just did a testing process to
fill those roles uh staffing issues as
the council's aware has been an issue
for us as we move forward and find
different ways to alleviate that to help
overcome some of that we partner with
multiple agencies like the two
operations we mentioned and our Outreach
to identify those are involved in
prostitution so that increases the
people power as we run these types of
operations we also have other detective
units that are cross-trained and assist
until we can get the Staffing up to
where we want it to be in that specific
unit
yeah I totally we needed to take a
vacation alone yeah I think we all need

authorizing the city of Chandler to
enter into an agreement to share cost
for the technical review of the SRP CIP
interconnect facility

yes just uh mayor and vice mayor tonight
I just give you a very brief discussion
about what this particular project is
and how it will benefit Chandler uh
what's before you tonight is an
agreement between Chandler and Salt
River Project as a continuation of the
phase one moving into phase two this
project is also participated in by other
water providers throughout the valley
and what it will do is provide design
and uh and further into construction
a interconnecting pipeline between the
Salt River Project system canals and the
central Arizona project canal and what
that does for Chandler is it will allow
us to move
certain types of Salt River Project
water that are in the Salt River system
into the central Arizona project canal
and then at a time when we do not have
water coming to us or an adequate Supply
from the Colorado River we would be able
to supplement water feeding our San Tan
water plant and therefore serve the city
with with potable water so it provides
us an alternative and builds our
resilience to supply the city of
Chandler with Equitable water as I
mentioned the project is multi-phased so
they're through phase one
this funding is for phase two which
includes the geotechnical work and kind
of the field work to determine the
feasibility of building this tunnel
between the two Canal systems phase
three will be environmental permitting
and then phase four would end in
construction uh it's I believe kind of
an optimistic schedule but they are
looking to begin Construction in 2025
2026. so probably with completion a
couple years after that so with that I
take any questions
may you you'd answer my question John I
just want to know what the time framing
was on this issue it is important to
make sure we add that redundant Supply
particularly with obviously the Colorado
River
Under Siege here for not having enough
to deliver uh it could go it goes from
this will go from cap to SRP correct it
was the other way around SRP to the
canal right now goes One Way correct
Uh current connect uh currently there is
already an interconnect from the central
Arizona project Canal to the SRP Canal
system and that allows us to bring
Colorado River water to our Pecos
surface water treatment plant where we
can treat uh this particular uh
connection will go the opposite
direction from the Salt River Project
system to the central Arizona project so
they'll have two one-way
mechanisms to transfer water Perfect all
right so 20 25 20 is 26 being optimistic
we'll see if we can make it happen yes
yes all right thanks John you bet thanks
John I got a question you just I didn't
have one until your last statement
um I I appreciate and always
recognize the need for redundancy but
there isn't the ability just with
pumping to use the existing Canal that
you mentioned is only a one-way it it
can't be turned into two-way through
some pumping mechanisms
uh mayor currently the system that they
deliver from the central Arizona project
Canal to the SRP Canal is is uh
uh there's quite a bit of elevation
difference between the central Arizona
project Canal to the the SRP system so
it's quite a downhill run
and so that system operates by gravity
so at certain times of the year or at
all times of the year they are
transferring water in that One Direction
so there wouldn't be the ability to go
both there's potential during different
parts of the year
that there'll be water needing to go
into one and out of the other so you
need two two different pipelines I
understand so this will also be at a
place where the SRP is higher than the
cap and therefore be gravity fed on that
as well it's our understanding today
through their through their studies that
the SRP being lower elevation they'll
have to build a pumping system okay and
a pipeline so they'll be lifting the
water to get it into the cap canal
okay

relation to my colleague the annexation
that I know of the annexation of

and another public hearing on adoption
of the
2023-24 annual budget and the 24 to 33
Capital Improvement project CIP and
setting of the property tax levies also
on Thursday we will
have immediately following the regular
meeting
will hold a special meeting to adopt the
budget so
