June 29th regular city council meeting
we're glad to be here tonight we only
have one meeting
and I would like to call that to order
so clerk please take the role mayor
Harkey present vice mayor Orlando is

councilman proston here we have a quorum
question all right thank you
um our invocation tonight will be led by
Pastor Nathan messler Pastor messler are
you here
our indication tonight will be led by
council member Christine Ellis and our
pledge by council member Poston
council member
let us pray Heavenly Father we thank you
tonight for your presence in this room
we as that your Holy Spirit be with us
as we come here to do the business of
Chandler may you Enlighten us and give
us the guidance that we need to do your
work here in this earth we pray that we
will be in accord in the same Accord as
we move forward we pray that those who
have come here to get resolution done
that they will be favorable for them and
in so father we pray that your son Jesus
Christ will always be with us in Jesus
name we pray amen amen
and on this Fourth of July week please

Council we have the opportunity to
review the consent agenda several items
were were talked about and we were had
our questions answered would anyone like
to pull any item to action for any
reason on consent
seeing none I do have one speaker card
related to
the consent agenda so I'd like to
invite up Mr lidman
and uh
Mr Libman you have up to three minutes
if you'd start with your state your name
and address and when that turns yellow
if you have not been done please wrap up

Drive in this the Orange Tree
Subdivision I sent an email in support
of agenda item nine that I trust you've
all had a chance to read in 1979 the CD
agreed to and became a party to the
tri-party agreement that allowed a
corporation to own and maintain a
regional stormwater retention basin for
the orange tree and tier adoption one
subdivisions
this agreement was destined to fail over
time and in fact this agreement has not
played out well for our city and our
neighborhoods
agenda item 10 before you creates a path
to correct and supersede the failed 1979
agreement
I'm fairly certain no members this
Council lived in Chandler when the
tri-party agreement was approved back in
1979.
tonight as members of the Deus you have
the opportunity to become a part of
Chandler history in a good way
by taking the path to correct a mistake
that was made in 1979 by approving
agenda items nine and ten thank you for
your consideration of my comments
council at this point

maybe I propose the notion that I moved
to approve the constant agenda of the
June 29 2023 meetings regular meeting
items 1 to 41.

Council next on our agendas we have one
action item which is the 2324 console
budget amendment and I'd like to invite
Stephen Turner to give a brief
presentation
that if any council members would uh
like to get a little further information
you guys are missing the best part
yeah early Fourth of July
Mr Turner all right thank you American
Council um I'll be briefing my comments
tonight but wanted to talk briefly about
our policy procedures surrounding our
budget amendment and talk a little bit
about the process and how we arrived at
the final proposed budget uh budget
amendment list we have in front of you
tonight
so these funds are used to have a
beneficial impact on the community or
city operations they can be used to fund
projects or programs that didn't make it
through the budget process
and they obviously support the city
council's Focus areas at the beginning
of the process beginning in May
staff provided you all with a list of of
Staff recommended items to be considered
as potential budget amendments
and as I met with you individually you
all had the opportunity to also suggest
your own projects or programs that I
went and turned and investigated with
different departments to see how we
could add that to our city operations
a new policy this year was that
um in order for a budget amendment item
to appear on this uh recommended list to
you all tonight there needed to be
support from at least two council
members
and city council has the option to vote
on them all as a as one unified slate or
both on the projects individually and at
the end of this city manager has the has
the responsibility to assign the
different projects or programs to
specific departments to carry out the
various operations
so that's the policy and procedures
surrounding the different budget
amendments and we'll move on to the the
list we have two different slides we
have 23 items I believe in total here's
our first slate of items you can see on
the left hand side we have the list of
the budget amendments the assigned
departments the amount for each
particular budget amendment and the
amendment sponsors
so with that I'd be happy to answer any
questions about NES specific project or
the or the process involved yeah Steve
just keep being um just some brief what
are the parameters around the Trap
neuter and release program in terms of
people feeding
um
feral animals and our parks are just
kind of tell me the the scope and
parameters of that particular one yes Mr
Mayor thank you
um so this is really an expansion on our
current Pro program we have to Target
some specific areas where we have seen
um uh some problems with feral cats and
it's really designed to provide
education about some of the strict
parameters we have around this program
regarding to feeding and um and the
trapping and neutering of these of these
animals and and they're returning on
these animals and this is specifically
in a neighborhood council members in
cenus for example so it's not a
city-wide thing and um and and if people
see or have any questions if someone is
just randomly feeding cats at parks they
should call the city and and we'll take
care and address the issue that's
correct okay thank you all right um

uh Council we do have one unscheduled
public appearance
um uh really related to the less so I'd
like to invite Paula McCall to come on
up Paulie of up to three minutes uh
unscheduled we cannot engage you but if
there is any further questions or
information necessary we'll conduct
we'll direct staff to uh to further
um interact with you so if three units
state your name and address okay well I
could have spoken earlier but I wanted
to speak after the vote
um because as you know I'm Chandler
resident mom business owner and also
founder of semicolon Society Chandler
based non-profit and you just approve
the consent agenda and item 31 included
funding for non-profits such as
semicolon Society
and I wanted to thank you for that and
for doing that
um we are we are just a year old and we
are focusing on providing chandler-based
events and activities and presentations
and information and resources to our
community with an emphasis on mental
health awareness and suicide prevention
so um you by by approving that you have
allowed us to continue to work with that
we try to provide regular events for the
community and continue this mission in
building Suicide Prevention awareness
and mental health awareness in our
community so I just wanted to thank you
because really as a small non-profit we
rely on stuff like this I know some
larger nonprofits have multiple sources
of revenue and we're still figuring it
out so I really appreciate
um passing that and I wanted to
personally invite everyone to our
upcoming events on July 27th we have a
back to school event at burst of
butterflies on September 10th we have
the first ever Downtown Chandler Suicide
Prevention Day vigil and Gathering at
the community center and then in October
we start us parent education series at
the Chandler ASU Innovation Center so
please join us thank you
it's city manager we make sure that all
the dates that she mentioned that you'll
get those to us we will greatness
all right next on our agenda is current
events and I will start
so we had the opportunity this just a
few days ago to do a ribbon cutting for
uh really a a celebrated Global country
company that's been doing work like
building the Santa Fe radio
railroad 125 years ago to Hoover Dam to
as well as Intel in Ohio there will be
the contractor Bechtel we're excited
about their new office that's here and
closer to the Chandler Fashion Center
this facility will serve customers in
semiconductor batteries and Battery
material center Chandler continues to be
a top destination for tech companies
offering a business friendly climate and
a world-class labor force so we're
excited to welcome Bechtel to Chandler
secondly as you know Fourth of July is
around the corner and we've already seen
the the pop-up stores on the at a lot of
Corners around our city
and many of you will be taking time out
to either head out of town or
celebrating the 4th of July here I said
this I think no actually I don't want to
give away my my fourth of July
announcement so I can't tell you how
many hot dogs are consumed annually on
the 4th of July but if you watch my uh
Monday minute you will find that bit of
trivia
it'll change your life and make you say
whoa I think I'm quitting hot dogs
but we do want to wish everyone a safe
and enjoyable Independence Day please
make sure to keep your pets
um safe and please help us Chandler by
being thoughtful to the the noise that
fireworks can't create especially
illegal fireworks and its impact upon
our pets and upon our vet says you have
your celebrations
many struggle with noise on these
particular things I I know I have a dog
that does nothing but cringe for a week
here now as we just get these sudden
shots of of uh illegal fireworks going
off and but even more important are
those who have served our country and
and and some still struggle with the
impacts of PTSD and and those sudden
noises will get them so you can find all

and lastly
Fourth of July fun facts this year marks
the 247th anniversary of our nation's
Independence and
many maybe all of us will be up here for
the 250th celebration two council
members have elections between them so
we're rooting for them
so
so some fun facts related to the
Independence Day to commemorate
Independence Day in 1778 while the
Revolutionary War was still ongoing
George Washington issued double rations
of rum to his soldiers who were still
fighting
I don't know what a rash it is but a
double rush and
sounds a double
and something that I always found
fascinating to political
Rivals and adversaries but lifelong
committed friends John Adams and Thomas
Jefferson both died on July 4th and uh
they they were steadfast friends that
their their kin their their Fellowship
ascended and transcended politics and
don't we all want more of that today

Mexico playing against Haiti soccer is
going on and so may the best team win
tonight and I know it's going crazy last
time they played we lost by one and
tonight we want revenge and so the teams
are at it right now as we speak
everybody I know is in the match they're
calling me from all over the U.S wants
to know why I'm not at the match but I
told them that Chandler comes first and
here I am sitting here so thank you to
everyone who goes to the match tonight

team oh it's not televised it's not
televised and it's it started since 4
30. yeah
councilmember Harris it was more like an
hour thank you for finally getting to be
there
no I um my only announcement and I don't
even
um we celebrated Juneteenth it was
amazing
um the residents came out and supported
and that was a pretty cool event uh and
we had multiple events that weekend
uh we've seen hundreds of people come we
did we crowned Miss Juneteenth pageant
we talked about that at our Monday
meeting but on Saturday we had culture
music in the park and everyone came out
and they was dancing having a good old
time and I was yeah there there it is oh
they look at councilwoman Ellis and
Angel what was he doing like he was like
doing all kinds of dances
oh Lord are you saying look at my shoes
Angel got some nice shoes on uh that's
that's what you guys missed if you
didn't make it that's what you missed it
was really cool very inspiring and just
a good time for people to connect in the
community come together
um with that being said thanks that's
all I have
customer ever posted no announcements
tonight mayor he's kind of hard to
follow every time this week right
I'm gonna come up with a laundry list
next time
I'll tell you remind me next time it
