commission meeting with uh an an action and then we will have a regular meeting of which many of you were here for the recognition part and a and a and a smaller agenda that is usually uh the second reads of materials and then we will have a study session so we love it when audiences uh stay the entire time but we understand if after the after the regular meeting and um in in which many of you will be recognized or here for somebody else that we understand that if you desire or want to leave although we don't understand why because we think everyone loves our meetings but uh thank you all you for the opportunity to pray on behalf of these men and women people that have been given a role by your providential hand to guide and guard in the government of our city and I pray God that by your grace and for your For Your Glory and Honor that they would do that role well according to how you will allow them to thank you for the shoulders upon which they stand and the rootedness in which Chandler is founded and we thank you for the way that they reach Innovations of a big word for us as a city and I'm grateful for the way that they share a common Vision towards that end Lord may you guide them guide them providentially protect them may they have peace both outward and Inward and I pray this in the name of Jesus Christ amen amen please join me pledge alance allegiance to the flag appearance tonight way of service Rec recognitions Proclamation and other recognitions I'd like to invite council member Ellis to join me out front city manager please proceed with our service recognitions thank you Mr Mayor members of the city council we do have five Employee Service recognitions this evening and for the first I would like to call forward our chief of police Sean Dugen good evening mayor I'd like to um ask and invite Carol spenza to come forward to celebrate her 10 years of service with the city so in November of 2013 Carol embarked on her journey at the Chandler Police Department commencing in the record section where she earned a reputation for her unwavering commitment to customer service and collaborative spirit in 2017 she embraced the new role as the management assistant to the chief uh from her ve very first day working in the chief's office I was impressed by her ability to connect with people both employees and citizens alike and her Dee rooted commitment to our department uh this commitment came across in so many different ways from her work ethic her customer service her volunteering and of course her sense of humor which some get and some don't but I've always appreciated and then for two and a half years she continued to embody professionalism and Excellence while I had the privilege to work alongside Carol and rely on her in so many so many ways and then in 2019 Carol achieved another career Milestone by being promoted to the position of field operation supervisor and during this time she played a pivotal role in and Staffing during coid and protests and orchestrated several very successful vaccination efforts in partnership with the fire department and then in 2021 Carol was promoted to police field operations manager her Visionary mindset and collaborative approach have elevated her advision and she continues to exemplify exceptional leadership Carol pinises our Department's Mission with her signature phrase how can I help this attitude has made her a go-to person for colleagues as she fearlessly tackles Challen es with unwavering determination teamwork and perseverance so Carol thank you for 10 years of dedicated service to the police [Applause] depart mayor and Council for the next two prese presentations I'd like to call forward John sefon our community services director good evening mayor council Mr city manager I'd like to invite down Timothy basy Timothy is the standard of what library services should be he goes above and beyond to help patrons in every aspect of the field whether it's giving a book recommendation answering a question about circulation or showing what can what we have to offer at the makery Timothy is always there he never hesitates to offer a co-worker in need even when those co-workers happen to be his new supervisors Timothy is always there to answer questions to help guide to a solution his knowledge experience and patience prove Paramount when helping to build services like the libraries makery into something absolutely great Timothy is a fantastic representative for the city of Chandler and we're very proud to be able to be on team Chandler with him Timothy thank you for a decade of service to the Chandler [Applause] community right back and now I'd like like to recognize bring down Jean Reynolds this is a really good one originally hired as Chandler's first historian Jean Reynolds was given the responsibility and to to research our City's history from pre-statehood through the 21st century she knew a few people from pre-statehood but she doesn't really convince everybody that she was there Jean developed to the McCulla Prince house in its original version as a small City Museum and Visitors Center she was appointed coordinator of the events and initiatives during Chandler's 2012 Centennial year under the communications and public affairs department and over the past eight years Jean has worked as the programming manager for the Chandler public library and in this role she has provided oversight structure and support for the wide range of library programs across the entire system in her 20 years with the city of Chandler Jean has shown a passion to serve the Chandler community and to help enrich our residents's quality of life she's proud to raise her children in Chandler and to be a part of its development and of course to help document its history now jeene congrats on your 20 years of service to the city of Chandler you're almost halfway to retir wait one more one more mayor and Council for our final two presentations this evening I'd like to ask Micah Miranda our economic development director and acting development services director to come forward good evening mayor and councel for our first recognition I'd like to invite kimbery James up come on James get up here so Kimberly has worked with us for 20 years um this is a special one for me Kimberly is part of my team and uh she's always been there for me and supported me and it's just an outstanding member of Team Chambler so so happy that you've spent 20 years with the city here so as a stalwart in our tourism office for two decades Kimberly deserves the highest accoes for her exceptional dedication and Leadership her unwavering commitment and boundless enthusias Have Been instrumental in shaping the success of our tourism Endeavors her ability to adapt to ever evolving tourism landscape and devis Innovative opper Innovative strategies has ensured our continued growth and prosperity under her leadership our hotel gross revenue receipts have grown from 28 million in 20 in 2003 to 147 million in the last calendar year with tax collections growing BuyBacks her profound understanding of the industry coupled with a warm and welcoming Persona has not only created memorable experiences for tourists but also fostered lasting relationships with partners and stakeholders in recognition of Kimberly's outstanding 20-year tenure we extend our heartfelt gratitude for her valuable contributions and on a personal note thank you for being an amazing person in teamate thank you on your 20 years of service all right our second recognition is Jason tiller another 20 years service provider where is tiller there he is so Jason started his career with the city as a planning intern while attending ASU following graduation he was employed full-time as a planning research assistant man Josh what can we do about this um where was I he was employed full-time as an ASU planning research in 2003 with a strong work ethic and commitment Jason Rose through the ranks to become a GIS technician in 2007 a GIS analyst in 2019 and a c senior GIS analyst just this year in its current role is senior GIS analyst Jason supervises the gis maintenance team focusing on utility GIS data his dedication and positive approach contributed to the success of many GIS projects that are highlighted throughout the city such as the wallmount aerial maps at various facilities in recognition of his contribution Jason was awarded the employee of the year in 2018 just Rockstar all the way around um whether it's recruiting for the department softball team and if you haven't played with him be careful um you can swing a bat um uh or GIS day or migrating critical GIS software you can count on Jason's enthusiasm and Leadership to make a positive impact Jason thank you for all your hard work and contributions to team Chandler so much of the work you do goes on in the maps we see and your ability to express data and communicate through GIS is phenomenal so thank you very much and thank you for 20 years thank you mayor and Council that concludes our service recognitions this evening thank you city manager next we have a proclamation uh pride month can Edward shraer come down and join us where as the city of Chandler believes in working together with all members of our community to facilitate open relationship providing safety dignity and a welcoming environment for our residents and visitors and whereas the contributions made by our lgbtq community enhance our City's diverse history and culture including Chandler pride festival which provides a safe space and celebrates the City's lgbtq community whereas the city of Chandler remains committed to treating all people with fairness and respect and whereas we invite our community to take part in Pride day in Chandler on Saturday November 18th 2023 now therefore I Kevin Harkey mayor of the city of Chandler to hereby proclaim the month of November as pride month Ador would you like to share some words thank you very much mayor and Council I just want to say something really simple I think it's really important that we acknowledge support and make space for the LGBT community so thank you so very much all right Stacy put us where you want us for a photo two Rose we know this anybody else anybody else photos thank you all and next we have uh some recognitions by the Chandler Exchange Club uh we could have uh Mark whttiger and other exchange club members here of which I believe you are are you still a member hoping I wasn't getting in front of myself there all right um go ahead Mark you've got uh we've already talked then we can come up maybe afterwards if you want to give out the awards and then take a single picture with everybody afterwards everybody okay microphone there sure we can hear you okay R if you want to come here if this can hear me that's fine um I'm with the Exchange Club of Chandler we're a community service organization uh we're part of a nationwide Network that's been around for over 110 years uh one of our programs of service is americ is americanism and under that we promote appreciation of the benefits that ACR to us as citizens of the United States under that we take time to recognize and honor our veterans and our First Responders so that to that end tonight we would like to recognize two uh First Responders because they are out there every day helping keep our rights safe so that falls under what we do under americanism um from the fire department i' we'd like to recognize Captain Whitney um he he was brought forth uh as a nominee because of his dedication and commitment to the department and in addition he has also done a lot of work with the cadet uh program here in Chandler so much so that he has reorganized it and has become a model for the cadet programs throughout the the state do all yeah we'll do okay um from from the Channer excuse me from the Cher Police Department we would like to recognize officer du uh if he could come forward uh and Mrs Jew as well as with Captain Whitney he has also uh shown a great deal of dedication and commitment to his department and to the community at large and similarly while um Captain Whitney worked with you through the cadet program officer du works with the school resource officer program uh and has also had an impact at the state level so these two candidates have very similar um qualifications and that they give back to their community and reach out and our ambassadors to the youth that may may come into the forces in the future so we'd like to recognize and thank you uh not only for ourselves but on behalf of the citizens of Channer thank you for all you do for the community we'd also like uh to ask Chief Dugan to come forward as well Chief Dugan um on the the um your your pending retirement coming up we would also like to take the time to recognize you and thank you for your 37 years of dedicated service here in the Maricopa County area but especially for the 10 years that you have served as the chief of the Chandler Police Department so we'd like to recognize you as well [Applause] so in it in addition we recognize that not only only the recipients serve in sacrifice for the community but their families do too to that end we have some uh roses for um the spouses of the candidates tonight thank you so much for the [Applause] time okay okay thanks chief and we have one more recognition tonight this is the CIS po Foundation if we can have Freddy lardi come on up and uh and the as well as the the team so I was at C po about a month ago as they were working on a project with Boeing uh retrofitting uh children's cars you seen the little plastic Jeeps that normally a four or five or whatever year old would make and they were retrofitting these to serve cerebal paly kids and um Freddy had told me about their most recent acknowledgement which is for the robotics team being first place in the United States and fourth in the world for an international Robo sub competition so uh I I thought it was certainly worthy to have this team come up and um and we want to honor you and uh when I have groups like this come up it it it eases the the questions of my heart that says uh what's tomorrow looking like and we have brilliant Engineers that are coming up from this all girl team that will uh be ascending into places of leadership and uh and who knows where so we're so excited to everybody up and uh before we take froto Freddy would you like to introduce everyone and say whatever else you'd like to well just a real quick um 2019 we were here for a very similar award we were also first in the US third in the world so we kind of dropped just one one place um so this is an interesting thing that the number one Collegiate level underwater robotics team men or women is is from Chandler for the second time in the United [Applause] States I'm just gonna pass this really quick because I think it'll go faster I'm Freddy lardi CEO of the foundation my name is Dan Frank and I'm one of the founders and mentors for the team I am Maddie molar and I am a part of the team Desert Wave I'm Katie BOS Dave and I do some of the software on the team I'm Brianna Ash and I work on the mechanical team I'm Mike aavo and I'm the vice president and Chief Financial Officer for hello my name is Andrea skover and I work with software hi my name is Paulina I'm the electrical lead hi my name is Jac cast I'm on the electrical side hi my name is litzy and I am part of the mechanical and electrical team hi my name is Glenn py and I'm the business operations director at CC P [Applause] Foundation all right this is definitely two rows she saying very [Applause] much good job team that concludes our announcements proclamations and recognition part are Council part of our um uh study session we've had a number of items that have been called in for briefings or questions may may I make a motion I need to make a motion for the agenda oh thank you so much yes that's what I do yes what you do Straight mayor I move uh to approve the consent agenda of November 6 2023 regular meeting items one through four second all right got a comment we have my Council keeps me online so we have a motion and a second uh Council from council member Stuart thank you mayor and uh on item number four yeah previous uh meeting I had voted no against the um rate increases on these things I talked with staff uh at at probably nauseum they're probably tired of hearing from me as it relates to marrying our budget to this investment our infrastructure it's important that we continue to support this and continue to move forward so be voting yes on item number four and changing my vote from previous weeks thank you thank you council members Stuart seeing no other comments Council please vote motion carries unanimously all right thank you council with that let's adjourn our regular meeting and enter into our study session that's twice in a row you've had to catch me there so no no keep me straight council at study session we do have a number of items that have been called in uh first is item number two by uh vice mayor looking for a presentation with our library bookmobile and and uh director John sepon thank you mayor council members uh vice mayor thank you for calling this on in because it is really a good story we go from underwater robotic Subs to uh the future of bookmobiles bookmobiles and Tech mobiles did I get this right this are seeing it nothing better than a picture so during the 23 24 budget process you may recall that Library staff had brought forward on submitted a decision package for the purchase of a mobile Library Chandler's not new to mobile libraries we remember them from the days uh which was approved with that Capital project so we're now seeking approval to proceed with the contract as well as the associated budget Appropriations so uh to complement the delivery and the project itself it is expected to take about 18 to 24 months to construct and uh we look to uh have a full contract amount of 63451 interestingly enough this is funded both with the uh fund from the Intel contribution from their development agreement as well as a $135,000 contribution from our friends of the chanon public libraries so they have been absolute great supporters our existing staff have already been assigned to this project as you know our library Services go well beyond the walls of our four library locations they will be begin to continue in this path once the mobile is with us as well the library leadership is working with neighborhood resources and its building box platform to identify those communities within Chandler uh that have low Library patronage and may need our services most so we're already beginning that research and that analysis and we're already already targeting some of those areas as well the bookmobile will offer both multip multiple mobile technology classroom program space as well as a small traveling collection uh where anybody can put a book on hold and be able to pick it up at a park around the corner anywhere that we have that on the schedule parking will be done here uh not far as part of a new capital Improvement as well so we'll be able to have this really really close and for I'll do my very best to answer any questions but if I also have to call a friend Shel kusich our senior Library manager is in the LI in the lobby here it's in the library she's here yeah in the library she's taking all those pictures thanks mayor thank you Mayor John and relle thank you very much this is a project long time coming I know readon Chandler is involved with hope hopefully you get readon Chandler involved because they that's one of their uh strategic Visions for Chandler so um Joanie was very excited to hear about this and of course she'll be reaching out I guess just figure how coordinate this get books for that other activities so it fills two really needs um certainly appreciate it but real quick this will be summer hours as well right Our intention is to have this year round year round okay and and weeks will vary depending upon the events or activities that are going on it will make a presence for sure excellent thank you mayor thank you John thanks Council M Harris yeah I wanted to make sure that um there was a couple things I thinking about was making sure that we partner with Leah um with our neighborhoods because this would be like a great game uh particular thing to go out to some of the communities and um work with some of the neighborhood associations and then um maybe maybe this could be the beginning of the Dare program coming back to the city of Chandler with our officers just saying thank you going retro wow R retro all right seeing other comments and and to those in our audience um who perhaps were here for item number 30 which is the uh amending the city code chapter 14 of our animals I'm moving this item to action which means that we'll be discussing this on Thursday uh that will also give people the opportunity to make comments and weigh in on that so rather than treat these separately and Council reiterate themselves where just going to handle all of that on Thursday so if you're here for that you will have an opportunity to speak as part of the agenda or tonight you would not our next item called in uh item number three by vice mayor Orlando um tree inventory Orban Forest management plan John sepon thank you mayor members of council uh another great story because there's no better place to read a book than under a nice big tree so this too you may recall from our decision package process with a budget uh we brought this forward through the parks and mate Operations Division the need for contractual Services uh for the abilities to do a tree inventory and urban forestry management plan this one-time funding and the contract approval or the action for the approval with Arbor Pro uh is it is Arbor Pro is the best valued candidate selected after an exhaustive RFP process they will also provide a tree inventory data and the collection as well as the software necessary for us to better understand our resource and our assets along with that will be the urban Forest management plan specific to our southwest soran desert and the ways that we can maintain what we have and improve upon what we have this information based upon what we already know uh we pl we figure there are between 20,000 and 25,000 trees just on our uh areas that we manage now uh under Parks and Recreation so with that the um information uh that we will be seeking will include the quantities the species the locations the overall health of each of those trees as well as any recommended uh maintenance activities that would occur this will be a balance between uh this uh added uh budget that was done with this year's budget but also supplemented with $40,000 from a grant that we received through the department of fire and Forest from forestry and fire management so that will enable us to fund the tree inventory the tree asset management software system as well as that management plan uh we anticipate that arbit Pro will begin this work right after the first of the year and take about a quarter so they'll be able to get a lot done in a small amount of time where our one Urban Forester would not be able to accomplish but what he can during his regular work time I also have Jeff Larson senior manager uh with the parks division here in the audience if there's any further questions that I might not be able to answer my sir yeah John thank you very much long time coming um and this is more than just a plan obviously once we determine where trees are then there's going to be some back fill in certain areas of the city that may be lacking additional trees so it's a bigger picture when we do these tree plantings at least it gives us an idea a strategic intent where we have to go to be able to improve the the shade structures is that correct mayor vice mayor absolutely it's one of the probably the best aspects of this undertaking this plan is the fact that each of those trees will be geolocated and put into a database through GIS that we'll be able to use it will leverage with some of the other platforms that we're using we talk about the building blocks that Leah Leah's group is using now to better understand our neighborhoods shade is just as important tree growth is just as important to the infrastructure of a lot of our neighborhoods so not just what inventorying what we have but through this assessment we'll be able to identify where we need to be if that's helpful right thank thank you Mayor John I wanted to say I got you next I I did want to say I want H thank you for the Arbor Day event out in uh veterans Oasis Park on Saturday and I know that we handed out a number of trees to our residents that the whole event was uh was well received are are we still handing out trees or is that a one- day event Jeff one day that was a one day event with our partner uh from Treeland Nursery uh but they're they are they were a great partner for that event and they do have trees available for tree land okay so we were offering that as a one-day event but trees obviously are available all the time so very good council member Ellis was that was the question I was gonna ask because I couldn't make it at the at the at the event so I wanted to know that uh can I get a a tree I mean sure go to Tree Land Tre bu one council member let's go to Tree Land we'll get a tree how's that well through the city through the cities I'll have to buy it so when he got horn for free I I showed up there council member we can't make an exception council member uh we do plan through through some of our additional funding uh to do continued education and continued events like this it was a really big hit as the mayor mentioned uh the public really loved the fact that they could get a two and a half to three gallon tree uh it's a it's a small tree it will take many years but uh the that that opportunity you know there's no better time to plant a tree than 20 years ago or today uh so that that's something that from a programming standpoint and and really a huge shout out to uh to Jeff Larson and a lot of his vision in creating the position and the program uh it is the type of Legacy type of uh project that we see right in as a city that has already an amazing asset uh in our Arbor space uh this this type of programming and public education is what it's all about thank you great any other Co questions or comments no one wants to touch it after that yeah so so uh Ryan I did put those cedar logs in the uh at City Hall so uh or if you could let Ryan know that uh for future Coast or whatever I did bring back uh uh some cedar logs for him so excellent very good thank you all right you could try planting one of my Cedar Logs but uh item number nine vice mayor gree license agreement with ubiquity Arizona and Michael Miranda I believe you got this one for a presentation Micah real quick um you the labor we talked earlier today um I guess my question is we have about six or seven vendors maybe more coming down the pike and they're putting in these the fibers and infrastructure um do we have a a plan to be able to say excuse me suffering from a little bit allergies here do we have a plan that says um these are the areas that are like our trees I guess these are the areas that we've covered these are areas that we we need more coverage I mean what's the I guess the guiding principle here through the mayor vice mayor so you're correct there are approximately half dozen different fiber Telecom providers throughout the community and we're getting pretty well Diversified throughout um all parts of the city with ubiquities plan they intend to focus on the northern half of Chandler so Uptown Chandler the surrounding neighborhoods and with that there's going to be a lot more um competition within the market for our residential utility providers as well as our private businesses so again do we have a a a plan in place so that we understand where the fiber is going yet there's some areas potentially well let me rephrase the question are there any areas in Chanel right now that have um a need for additional Fiers uh providers uh through the mayor vice mayor I'm going to ask Dennis to come up and probably answer that one in a lot more specificity on where those fibers routes are being run Dennis I'm just concerned about the city the whole city being covered obviously I know that's your role as well do we is that something that we were pretty comfortable with uh mayor council member Orlando the the reason why we're getting a big influx of several fiber providers is to fill in a lot of those gaps they're starting to move towards just deploying a lot of that fiber to the home throughout the city where uh a lot of the uh the providers originally focused in South Chandler or the newer neighborhoods as they were building them M and deploying fiber initially uh now we're getting a lot of fiber briders coming in and filling in the gaps of the older neighborhoods and things like that first and then expanding potentially also to add competition with the existing incumbents as well all right so you feel comfortable that we're gonna pretty much cover the area between the number of fiber providers that we have coming in we're going to cover most of the city relatively quickly okay so all right good in the next probably five years or perfect thank you council member poting um this is great that they're coming in but it's also disruptive to the neighbors to some extent do what do we do to try and mitigate that a little bit uh mayor council member Poston we have a a team who does plan review of all of their designs and then does a inspection of their work and works with the neighborhoods and the HOAs and the residents to make sure that when they're done anything that is uh impacted is restored to like or better conditions and do we ask that they notify the neighbors that this is happening or or or even try and work in conjunction with other projects so that it's not coming back to be dug up again and again yes mayor council member post that's a great question we have uh a number of projects going on in any given area at any given time and we do a lot of coordination with those projects development projects Capital Improvement projects and these utility-driven projects and we make sure that all those projects are the the plan reviewers that are looking at that are looking at all those projects and making sure they're working well together both through the design process and through the construction process so that helps make it when they get to construction it goes faster smoother for the residents and less impactful hopefully in the thank you thank you mayor and Dennis I have a question um with everyone seemingly descending upon us at once with u multiple companies how are we keeping up with the whole plan review process and um what's what's your Department's thoughts on on keeping up with the many other things that plan review also does to make sure that um our service doesn't lag or suffer to to others who are also engaging and developing in Chan sure mayor I'm I'm currently uh we're currently keeping up with the workload and as we're we're sort of entering the first phases of this with the providers that have already come through earlier this year uh we're working I'm working with my supervision to get some temp help to come in and start helping us with this initially and one of the things that uh we'll be doing is potentially putting forth a a a decision package to to potentially request some additional help to offload a lot of the additional labor that's coming so that should be coming to you in the next uh few months if it's warranted and how long related to that question how long is this bubble do you sense of a lot of these companies coming they're all doing it now obviously because of some federal dollars but is this a is this a a window of time of a of a couple years or how how are we doing what's your projective than that uh mayor the the providers uh the timelines they're giving us right now are about three to five years to do the entire city uh my personal professional opinion is there's Workforce challenges in that number one uh making sure the city staff can keep up with it but more predominantly what we see uh when we saw with the small cell builds and things like that are the there's only a a certain pool of contract labor out there to do both the design work and also uh the construction labor and the design work they've been bringing a lot of folks in from out of state so they've been able to crank that through pretty fast but the construction work tends to be a smaller pool and it's harder to get those folks in here that also know our local uh mag standards and things like that they're are able to do all of that work so that's where they tend to run into a little bit of a bottleneck and I would expect in realistic terms we're probably looking at more of a five to 10 year window rather than a three to five year window to actually complete the whole city with fber the council any additional questions all right thank you Dennis next item called in don't go anywhere Micah item number 15 called in by council member Stewart Ellis and cus and vice mayor a popular item I thought about calling it in but we already had so many people uh this has to do with uh infill incentive plan and District if you give us a a brief briefing and then there will be several questions yes um thank you mayor U so the item before you tonight is amendment to our infill program uh one of council's strategic framework policy document Focus areas is r on Redevelopment in Phill so what we have before you is a series of recommendations to help uh redevelop our north south arterials primarily throughout North Chandler um as well as expanding the historic area of the infill incentive area to include downtown as well as West Chandler so through this amendment we've added a a handful of items on timeline incentives for public infrastructure improvements as well as um setbacks site design which will be in concert with our project Cornucopia so we have a a handful of recommendations here to really spur and Aid the Redevelopment in North Jam if we want we have a prepared PowerPoint for you all Council what do you need on that anyone need a PowerPoint or would you rather go straight to questions I'll go straight to questions I've seen start with council member Ellis did you call it all right thank you thank you mayor appreciate that Micah I wanted to thank you for all the work and your team um that you have put into this it's very important for us to realize that what we had before concerning this whole uh area was not working we were not enticing more people to come and want to do these projects and now that we we have broadened our Horizon and adding more to where we can go and how far we can go and how much incentive that we can give along the way that's really going to be more lucrative to some of the developers to come to the table so I wanted to uh tell you appreciate that thank you for working uh with all of us the subcommittee um that I was in you know we had the presentation before we were able to make some of the give you some of the input make some changes things and thank you for taking those changes in that in mind and then come back to us with something that's really um durable and feasible and really valuable for this city appreciate it thank you council member and um I be Miss not to recognize the economic development Advisory Board we took this before them as well as a subcommittee and got a lot of their feedback and there was a lot of nodding heads from the development community at that meeting and then to follow up with the council subcommitte really giv us some some tweaks you guys wanted to see and have that brought before you for consideration t i so really wanted to thank that sub commmittee and EAB also council member in cenis mayor I'm fine I was able to review uh the details and recommendations I'm up with this all right council member Stuart thank you Mayor Mike great job you know this is an example of something like proactive activity that uh your office has been doing for for quite a while and I think marrying Economic Development with uh Planning and Development like this is going to really bring big dividence for for the city I think not so much just for the business Community with reinen diviz people to to to invest in our community but with the neighborhoods that are surrounding some of these infi development programs I think it's going to enhance the quality of life for them um so I'm just grateful that your staff was able to put this together and bring this forward and this is exciting um this is an exciting event for a community of innovation like Chandler so thanks so much Vice yeah real quick michah great job thank you U I like to expand the area it makes more sense to including West Chandler and some of the Northern areas um the um the the cap the $250,000 cap is is that flexible because I'm wondering how I understand the the incentive that some of the stuff we can waiver adds up to additional dollars but how flexible in your mind is that well if you have to go higher so through the mayor vice mayor one of the things that we always have to be mindful of is the gift clause and and part of that um is open for negotiation we would have to coordinate uh not only on the economic development side but with legal to make sure whatever we're potentially giving out um isn't in violation of the gift clause and so I think there's an opportunity it just depends on the scale of the project and potential net benefit to the city yeah and obviously we have to be war of that out and that's duary responsibility um but again I just just want to make sure we do have some so I heard you say negotiation opportunities to be able to justify additional dollars is something that we could we could look at yes sir perfect thank you and if that was the case you would come back to us I assume so mayor everything that would come back as part of any incentives agreement would be through the council 100% additional questions or comments from Council all right thank you thank you uh next we got two more items item number 22 council member Ellis uh wanting a a brief briefing on the agreement with mayor Copa County Community College District assistant chief harus how are you sir I am well thank you for having me uh good evening mayor of council thanks for calling this um up for me to give you a briefing um what you have in front of you the resolution and corresponding agreement is a really a a reconnection of relationship that we have had with mirac Community College District for many years um this educational service agreement is that next iteration uh we've been doing this version for a while now and it allows us uh as Chann firefighters to provide um education which we do um all the time it's very valuable for us to provide Education and Training as well as um allow opportunities for our members to gain college credits and so this really bridges that Gap so our instructors are able to deliver training courses and our members who take the training courses are able to get college credits free of charge so it's a wash agreement um it's resulted in about $80,000 of savings this this last year Alan in our paramedic education program and our fire academy for credits um we've mirrored over our engineer development class and our captains development class so that those those members who are are looking to gain knowledge um are also able to gain college credit so it's really valuable for us it's something that uh has been an excellent relationship and this is our opportunity to continue It Forward before our next paramedic education program begins thank you coun m any questions or comments yes I have a comment and question thank you so much this is really needed uh I I see the fact that we are branching in so many different areas and people are coming here to Chandler we bring in th those are needed we we need our five fathers to be very well educated in those areas in order for them to push through when they walk into someone's home lives can be saved very quickly and I think that's the part that I want to commend you guys for for always thinking ahead into saving lives when you come to the with these programs the second thing that I wanted to ask tell me a little bit more about the program because I'm hearing that we might get a credition or something like that in the future or we're looking into beefing it up more in order for us to be able to to be at the level of a a you know more graduate more people in that area perfect thank you for the question I think the mayor council so the paramedic education program Alone um is something that we've been doing I actually was a graduate of the first one that we held in 2006 um so we've been doing it for quite some time um it is a it is very rigorous program um and now us being able to give college credits not only in this program but in others really helps our members continue to uh to go after further education and that's something that we've we've strived towards as you know in medicine um paramedicine used to be a certificate now it's a two-year degree in most universities similar to to nursing and LPN and now Bachelors of nursing Etc so it's really important for us as a profession to continue to push education um this allows our members access to that so that's that's very important for us and we run a very rigorous uh program so we are going through um the final stages of accreditation we will be um the only Department um that has the full accreditation is delivering our our own paramedicine program Standalone that's important for us we want to be able to control um our future and we need param on every fir Tru so it's really important um that we're not reliant on anyone else to deliver that training that we can do inhouse um the same as a college or university would be able to deliver that that program so that's our goal and that's what we're working towards and this is another step towards that uh that end thank you so much that that's something that I really would want to encourage and support from our First Responders to another First Responders I think this is important for the city of Chandler taking us to the next level thank you thank you so much cther appreciate you any additional questions or comments for Keith all right thank you sir last time I'm called in item number 28 by council member Ellis our agreement with meropa County for home investment partnership program funds and and here we are good evening mayor and Council this item is actually seeking approval from City Council for an amendment to an existing IGA with Maricopa County who is the lead Agency for home investment partnership program funds the amendment includes several items um that we are proposing to change to that IGA first an allocation of additional programmed year 2023 24 funds to the city of Chandler in the amount of $442,000 726 to support new construction of the Villas on M Clean project additionally a reallocation of Home funds that were awarded in a prior year in the amount of $141,500 um that reallocation would go to support the tenant-based rental assistance program and extend the expenditure term and then lastly going ahead and revising the activity timeline for home arpa funds which are the home um funds that we receive through through the American Rescue plan and that also will be suppor in the Villas on the queen project I'd be happy to answer any questions Council melles thank you a couple of comments and then a question this is so needed right now because everybody's talking about affordable housing everybody wants us to move forward in those areas and we are doing that and this is the perfect example that when we marry uh the community what we have versus what county can offer then we can actually produce something a product that will really be very very helpful to those that we we serve U can you explain a little bit more how many in this project alone how many uh units we will have and uh how that's going to help us with our long line of waiting list that we have currently waiting for affordable housing so for the home AR funds that we have previously awarded there are approximately six units existing units um of the total 157 um and then for the home funds I believe that we put two additional units with the 400,000 as well well look at that we just increased the numbers thank you so much I really appreciate that thank you mayor council any additional questions or comments related Jane's got that I got
