good evening and Welcome to our Chandler
city council chambers we have three
separate meetings here tonight the first
one is a public housing authority
meeting meeting that uh in which we
serve as Commissioners the second is our
regular meeting of which many of you are
here to be recognized and we get to
share in your awesomeness and then we
have a study session of which we review
different items and then we'll be voting
on those particular items on Thursday so
with that I would like to call to order
our public housing authority commission
regular meeting
and clerk would you please take the role

is our regular meeting tonight of
which we have two items approval and
then an annual um uh type of uh
assessment cert certification process uh

opportunity I pray you would fill our
mayor and City Council Members with
wisdom and
unity Lord we live in a time of much
division but I pray that it would not
overcome and control this Council as
they make important decisions that
affect the people of Chandler I pray for
calm discussions and fair and impartial
outcomes also Lord God I I bless the the
poor in our city and help them to over
to get the resources they need to thrive
help them to overcome whatever is
keeping each one bound to a life of
struggle and addiction and to escape
their poverty and finally Lord I pray
that you will bless our police and help
them to work their help their work not
to become
burdensome their work can be difficult
and dangerous I pray you would protect
them and help our city to be known as a
place of peace and prosperity with very
little violence or crime Jesus you said
the greatest commandment is to love the
Lord God with all your heart mind soul
and to love your neighbor as yourself I
pray we we would all do this and I pray

members of city council we do have four
Employee Service recognitions this
evening and for the first I would like
to invite our Public Works and utilities
director John Canon to come forward
thank you may and council tonight I'd
like to invite Charlie Australia forward
uh to receive his 20year service

recognition Charlie Australia's Journey
with the city of Chandler began in
August of 2004 marking the start of an
impactful career dedicated to
maintaining and enhancing the city's
Water Management Systems initially
serving as a wastewater treatment plant
operator Charlie quickly developed a
solid foundation in Wastewater processes
which paved the way for his transition
in 2008 to a well maintenance technician
in this role he became responsible for
overseeing all of Chandler's aquafer
storage and Recovery Wells within the
City by 2013 Charlie's commitment and
expertise led him to become a senior
utilities mechanic where he continued to
thrive at the air water uh at the
airport Water Reclamation facility
contributing significantly to its
operational
success Beyond his technical prowess
Charlie is also known for his work ethic
and willingness to support his peers
always ready to lend a hand he Embraces
teamwork and goes the extra mile to
ensure that projects are completed
successfully his passion for the
mentoring of the next generation of
water workers reflects his commitments
to fostering a skilled Workforce in the
community
as a valued member of Team Chandler
Charlie Australia exemplifies the
qualities of a dedicated public servant
and a true asset to the city of Chandler

mayor and Council for our second service
recognition I'd like to call upon and
also welcome to the CIO Channeler our
new director of development services

Snyder mayor and Council it's my
distinct honor and pleasure to recogn
recognize 10 years of service for JA
vapi jaica please come
[Applause]
forward I think I supposed was supposed
to say ja not J so my apologies
so J was hired as the city's GIS manager
in August 2014 at that time the gis team
was spread throughout several
departments and one of her main
priorities was to help the city dig out
of a backlog of 800 plus asol plans
which in our world is a big deal and
that was a big backlog she took a
project that should have taken several
years and helped lead an effort to get
it done in six months which was an
outstanding
accomplishment and then with the city
management goal of taking GIS to the
next level she led an effort in
restructuring the gis group in 2019
creating three specific Focus areas this
new structure has facilitated an on
ongoing list of GIS innovations that the
city of Chandler has the right uh to be
proud of this new structure has
facilitated uh the introduction of asilt
submissions into our permitting system
and also created a long list of
dedicated GIS maps on the city's website
which are benefit to Citizens customers
and Property Owners she also helped
develop a a dashboards of performance in
2020 and then also uh introduced mobile
GIS applications in 2021 in 202 2023 JN
are small But Mighty team assisted by
the information technology department
successfully migrated uh Ark map to arcj
Pro which again in our world is a very
big deal uh this year is no exception as
uh she is helping to lead a 3D digital
twin and rjs urban uh implementation uh
to date we have over 500 layers of JS
data within our Enterprise database
again a huge accomplishment ja thank you
for your 10 years of service it's
amazing to see how far you and your team
have taken the city and we look forward
to seeing what you're going to do in the
future and also this is also a shout out
if you're interested in GIS I want to
learn more about what GIS is uh please
join us for National GIS day in November
and there'll be more information to come
about that so congratulations to JF

mayor and Council I actually have the
privilege of doing the next two service
recognition since they're members of our
executive team and at this time I'd like
to call up for his 10 years of service
recognition our Communications and
public affairs director Matt
berdick and uh before I read this really
nice writeup we have here I I was a
little confused when we heard that Matt
was gonna hit 10 years because we've
discovered some evidence that he's
actually had a side job this entire time
as you can see on the screen
um apparently he's been the coach of
UCLA
basketball this entire time uh so those
that are not in on this joke the left
side is actually Mick Cronin the head
UCLA men's basketball coach and the
right side is Matt berdick and uh I
don't know I think it might be the same
person you you you be the
judge um thank you Matt for putting up
with this inside joke that keeps running
over here but mayor and Council I'm
honor this evening to recognize Matt
berdick our Communications and public
affairs director for his 10 years of
service to the city of Chandler since
joining our team in 2014 Matt has been
instrumental in shaping and elevating
Chandler's Public Image and Community
engagement efforts throughout his tenure
Matt has demonstrated exceptional
leadership creativity and dedication to
keeping Chandler's residents informed
and connected his strategic Vision has
modernized our communication channels
embracing digital platforms and
Innovative Outreach methods to ensure
our city initiatives services and
accomplishments reach all segments of
our diverse Community Matt's commitment
to transparency accuracy and Community
Focus messaging has been pivotal in
maintaining Chandler's reputation as one
of Arizona's most desirable places to
live work and play his collaborative
approach has fostered strong
Partnerships with local media businesses
and Community organizations amplifying
the city's voice and impact Matt's also
a longtime Chandler resident where he
raised his two successful children
children with his wife Laura and as we
celebrate Matt's 10 years of dedicated
service we look forward to his continued
leadership and Innovative contributions
to our bright future thank you Matt for
always being calm Under Pressure a
consistent voice of reason and a
compassionate leader and colleague we
are so fortunate to have you
here there she is

but certainly not least I'd like to
invite Nikki Tapia our diversity Equity
inclusion
officer to recognize her 25 years of
service she's only 29 so I don't know
how this
happened mayor and Council today we
celebrate Nikki tapia's extraordinary
25-year Journey with the city of
Chandler a Chandler native who started
with the city part-time as one of our
earliest Co students through Chandler
High School back in
1996 and then transitioning to her
full-time role by
1999 Nikki's dedication and Leadership
have been pivotal in her rise through
several promotions culminating in her
current position as our Dei officer over
nearly three decades Nikki has been a
driving force behind advancing Dei
initiatives within Chandler her tireless
advocacy for both internal and external
Dei efforts has been crucial in
identifying and addressing the needs of
our community and our city staff these
efforts have led to impactful changes in
programming and events fostering a more
inclusive and Equitable environment for
all Nikki's commitment to bridging
conversations between diverse Community
groups has been instrumental in
providing resources and financial
support to enhance Community programming
and events under her leadership Chandler
became the first community in Arizona to
establish a formal Dei strategic plan a
testament to her Visionary efforts to
cultivate a more inclusive community
Community earlier this year Nikki was
honored with the prestigious Latino
leader award by the council for Latino
workplace Equity one of only 25 honores
in the entire country this recognition
is a testament to her Leadership
Excellence and her commitment to
supporting and leveraging Latino talent
in addition to her role as Dei officer
Nikki serves as a city liaison for the
human relations commission and is act an
active member of various Community
organizations including the Board of
Trustees for channel Children's Medical
and D and the board of directors of for
our City Chandler her involvement
underscores her dedication to making a
positive impact in our community Nikki
your 25 years of service have enriched
Chandler and advanced our mission to
create a more inclusive and thriving
Community we are immensely grateful for
your vision kindness and unwavering
dedication to your hometown you have
made Chandler proud and we look forward
to your continued success in your
impactful work thank you

uh next up we wanted to recognize one of
our mayor's youth Commissioners Olivia
louu
Olivia
[Applause]
hey just coming off the Olympics uh
tonight we have the opportunity to
recognize a very talented and
accomplished Chandler team Olivia Lou is
a Junior at Hamilton High School a
member of the mayor's youth commission
and has just won two gold one silver
silver and one bronze medal at the 2024
American artistic roller skating
national championships in my home state
Union
[Applause]
Missouri Olivia competed against 300 top
skaters from 36 different clubs Across
the Nation and came out on top making
Chandler proud We want to congratulate
you on this exciting accomplishment do
you have anything you would like to
add thank you mayor it's such a huge
honor to be here and ever since I
started skating at the age of four I've
spent countless hours in skates pushed
through Falls and risen to the challenge
more times than I can ever count so
standing here with these medals tonight
is with two gold one silver one bronze
is from the national championships is a
dream come true but each medal is not
just a win for me but also a story of
support and incredible dedication from
my family coaches and everyone who
believed in me and speaking of which I
have to give a big thank you to my
family and coaches you've been there for
every early morning practice in every
tough competition always encouraging me
and keeping me going when times got
tough you're my biggest support system
and definitely one of the reasons why
I'm here today I also want to give my
deepest appreciation to Alexis our
amazing mayor youth commission leader
and mayor in Council for promoting
Sports and young athletes like me in our
community it means so so much to be
acknowledged and supported in my efforts
celebrating this journey with you all
tonight is such a big honor and will
motivate me to strive in excellence both
in the rink and in everything else I do
whether in the commission and in life in
general uh thank you so much once again
for this incredible
honor thank
you and so is that your father and your
brother yeah all right very
good and I understand your brother is is
also the going to be the newest member
honor mayor's youth commission joining

all right and uh Chief Chapman is coming
up for a no I'm sorry third is the
recognition for Maria Andrade
meritorious conduct award if Chief
Chapman would come on up and join
us this is an exciting story
uh good evening can I have um officer
sto come up here as well uh I want to
talk about Miss Erica Andrade here and
being recognized for the motorious
conduct award uh from at this city
council meeting motorious conduct award
is awarded to a non-employee of the
police department for a duty related Act
of outstanding performance that
exemplifies the mission and goals of the
Chandler Police Department on June 3rd
of this year there was an attempted bank
robbery at the establishment where Miss
Andrade Works she was working when she
saw the subject approach the bank
wearing mask gloves jacket and pants she
observed him approached the building and
thought something is not right
fortunately the suspect dropped
something which caused her to act in a
moment and lock all the doors preventing
him from entering the establishment and
keeping herself and the 10 employees of
the bank safe Maria's alertness or I'm
sorry Erica's alertness and ATT tenness
were noted in all interviews conducted
by Officer Stover and his teammates she
protected herself and the employees due
to her quick actions I ask officer
Stover to come up and be a part of this
presentation as well because I have said
Chandler is a special place with special
people tonight we get to recognize one
of our special people and I thank
officer Stover for taking the time to
recognize her for the selfless action so
congratulations

and our uh last special appearance or
item is a proclamation for drowning
impact awareness month if Jessica
Chamberlain battalion chief Blas Miner
and officer Noah duer could come up and
join
us whereas drowning is the third leading
cause of accidental death worldwide and
Valley communities have seen more than
100 water related incidents and 49
deaths so for this year expecting both
affecting both children and adults and
whereas prevention is crucial ensuring
layers of protection are in place
designate adult supervision where
children are in or near Water Place
barriers such as fences and locked doors
participate in learn to swim and CPR
classes and have non-swimmers wear Coast
Guard approved life jackets and where
whereas drowning hazards exist in as
little as 2 Ines of water from household
buckets bathtubs and toilets to rivers
lakes and backyard swimming pools and
whereas Chandler and our surrounding
communities must remain Vigilant year
round as drowning and water related
incidents occur beyond the summer months
especially amidst back to-school
distractions and whereas recognizing the
profound impact of drowning on
individuals families and the community
allows us to mobilize as a community to
implement water safety prevention
education resources and activities to
prevent such tragedies now therefore I
Kevin Harkey mayor of the city of
Chandler do hereby Proclaim August 2024
as drowning impact awareness month and
encourage all Chandler residents to
commit to water safety best practices
connect and support to one another and
be vigilant around bodies of water all
year long all right would one of you
both of you like to
speak thank you
mayor um so unfortunately the drowning
rates this year in our County are higher
this year than they were all of last
year so we um need like Aquatics fire
police we partner together for what are
you doing we've efforts into the
community we've given away over aund
free life jackets we've partnered with
Chandler housing with Ian we've given
over 120 free swim lessons to those kids
but our swim instructors have delivered
over 7,000 swim lessons year-to date
this year um we're currently working
with the YMCA they just got a grant we
want to encourage people um into
swimming lessons and they have free
swimming lessons currently going on we
never want cost to be a barrier for
someone learning how to swim you
mentioned the ABCs of water safety adult
supervision is key is number one those
other protections are in place in case
that adult supervision fa fails so a
fence around the pool buys you time and
then if you learn how to swim and no CPR
that also AIDS in preventing drownings
so thank
you we just had a popup event but we are
aiming next year to do a water safety
event every month and then also some
Community class is for CPR
so thank you appreciate
it I will say something um I'm not I
don't usually use a lot of words but
this is a community effort this is not
just police fire and Aquatics this is
every uh person that lives in the city
of Chandler and Beyond um this is
something that none of my firefighters
uh or the firefighters across the the
State of Arizona want to walk into um
walking in a backyard having some uh
parent hand hand you them their child uh
is not a pleasant experience and and
Carries On with all the firefighters so
it doesn't just affect obviously the
individuals or families that are
affected but also the First Responders
that are there the lifeguards that are
on duty um it affects us all so this is
something that we would like to correct
we we fully believe that every drowning
is preventable uh so we want to get the
message out and we want to thank the
council and mayor for their support and
getting us those free swim lessons for
the
community let's take a picture

one of our community leaders Roy Tatum
in audience but I just wanted to let
everyone know that I'm excited that the
election is over and I thank God that
everyone came out and supported and we
have to continue to stay civically
engaged it's always good for us to get
engaged
um when we use we activate our vote so I

congratulations to St on his first night

you so much uh council tonight as I as I
tried to say and was rightfully
interrupted by council member Stewart
thanks for keeping me online we did have
a few items that are called in of which
we'll be voting on um first one council
member Stewart has gotten the answers
that he wanted on item number one the
only one talking on that item number
four also called in by council member
Stewart has to do with the achen
gardener Construction contract for
gazelle metal Park John septon you're
gonna give a brief
presentation good evening mayor and
Council uh forgive me did you say
brief
yes excellent well the aen gardener
Construction contract for gazelle
Meadows Park has been something of a
multi-disciplinary approach multiple
projects multiple departments and it's
one more example of how team Chandler
meeting your uh vision of the Strategic
initiatives is making our neighborhoods
a little bit better every single day so
gazelle Meadows Park is an 8.4 acre par
neighborhood park located at 500 North
exitor Drive exitor street that is
between Galviston and
Erie and we have a very uh old picture
of the aerial here for your enjoyment
but the park itself was developed as a
retention Basin back in
1985 and park amenities were added in
'92 I remember that day that year here
in Chandler the existing amenities
include uh shaded playground Remada open
space and a lot of turf uh lighted
walking paths or roller blading paths
roller skating paths and of course a lot
of landscaping
as we focus on the new improvements the
project will include a new lighted
basketball court additional playground
equipment additional shade additional
picnic ratas outdoor exercise equipment
Skate Plaza additional parking spaces
updated Landscaping new site Furnishings
including a chilled drinking fountain
picnic tables and trash cans the
addition uh of this project will include
maintenance improvements such as
irrigation repairs and improv Turf and
plant conditions as well as Ada
improvements
as you know um I think I put this on my
first slide uh Community engagement has
been a very very important part of our
process on all processes if you will we
went through a series of presentations
and Civic engagement at the contego
event as well as in-person public design
charettes uh in
2022 we did an online presentation and
Survey with some great response as well
as a specific stakeholder group in early
of February 23
in uh March of 23 the Parks and
Recreation board saw this uh Improvement
project and they endorsed it and then
city council neighborhood subcommittee
reviewed this in August of 23 and with
some of the Incorporated changes uh and
design areas insect specifically a drop
off Zone along exitor there so with
approval I'm going to roll through some
of these examples of the layouts of the
projects just so that you can have these
imprinted in your minds
and the exciting uh playground actually
back in 2017 the playground was a
community build Mary you remember
that and this will add on to that space
and a robust amount of the uh static
shade and shade shade shade can't get
enough of
it I know we don't want to be named as
the shadiest city in Arizona but you
know the
fits and of course we have the uh
landscape that I don't know where we're
going to get those
trees maybe Jurassic something Jurassic
Jurassic
mosquit and a nice shot there of the
basketball court Mar you might remember
too when we were doing Vita Park uh a
lot of the neighborhood was looking for
basketball opportunities so we finally
get to uh deliver with a with a
basketball court this is a skate plaza
and if you look closely enough Mary will
appreciate this too that is a commuter
bike a commuter commuter bike uh on a
skate plaza probably won't perform very
well however uh I think the gist is or
you get the gist of uh having this
multi-wheel multi-function roller skate
skateboard bicycle little Plaza it's not
a skate park but a nice place for the
kids to go and then as mentioned the
parking area to towards the north uh
will provide for those uh folks that are
cruising over but um will likely uh be
closing as the park closes as well so
with that I'll do my best to respond to
any questions that's m thank you John I
appreciate the presentation a couple
questions you know when uh construction
will start and approximately finish and
um is there a timer on the basketball
just for the neighbors and and noise and
things like that is there certain park
hours yeah our Park does close at 10:30
okay uh so with that and obviously from
a a safety standpoint it's nice and wide
open and very well patrolled but with
approval uh will begin this fall for
construction with completion in about
240 days so early next
great thank you John that nice just
wanted to um ask you I didn't I didn't
see it but it may be lurking there but I
just wanted to make sure we have
something for our pets um you know a pet
container I don't know just we're animal
friendly forward Community just want to
make sure that there's going to be
something there for our pets mayor vice
mayor every single one of our Parks has
an opportunity for for you to clean up
after your pets yes so we have obviously
the walking in the open space there's
not a off leash zone so we encourage
everybody to to use our Parks walk their
dogs on their leash and obviously clean
up as well and we provide those special
trash cans and uh dispensers as well and
we're going to have plenty of signage to
let them know to keep their dog on the
lease right lot of signage thank you and
the dogs read them well additional
questions comments John I just wanted to
say too I I do remember the when we had
that citizen input for that Pock up
pocket park and at that point it was too
small to put in a basketball court but I
I remember city manager was there and
many of the others and and said that we
would fold this into this design so this
is uh going to be well received and I I
know that community in particular is
very excited about that basketball cour
indeed thank you thank you
sir uh Council our last item called in
was called in by council members incus
Ellis and Stuart which is a presentation
from 23 police on site clinician
Services Chief
Chapman good evening again mayor and
councel uh I'm happy to uh talk tonight
about the contract for CPR which will
provide Chandler Police Department
maintaining its status is one of the
most Progressive uh agencies when it
comes to officer well-being uh and and
their overall health uh as I have talked
to the men and women of the department
they have an incredibly important job uh
there's no more important job than their
families who they go home to at night
and this career has a beginning and an
end and we want to make sure when that
end comes that they are well cared for
and they are balanced as appropriately
as they can be before they uh earn the
Twilights of their careers with their
loved ones so uh key aspects of this
contract coming forward uh for the men
and women of the department include
having an on-site clinician available
for face-to-face meetings access to care
through a public safety line dedicated
for Public Safety officers ongoing
counseling and medication management

management and customizable trainings
spefic specific to members of the
Chandler Police Department uh while
there is a lot to work out with respect
to the hours we have uh graciously
accepted space uh at the fire academy to
have a private meeting room for the men
and women to go to so it's a a place not
attached to the police department uh and
we're going to be working out the the
hours because we have a little bit of a
scale to to manage with the 247
operation as you can imagine uh with
large of the uh organization as it is uh
but we are uh committed to to moving uh
this forward and we appreciate uh
obviously your consideration and and
response and assisting us with that I'm
happy to answer any questions let's
start with council member andus Ellis
and then Stuart and others conus thank
you mayor thank you Chief um I was
goingon to start off by asking what what
for more details on the actual services
but you kind of just laid that out for
me and answered that question for me and
a little bit within the hours is there
going to be a certain limit on number of
sessions or services or hours that one
officer individual is can be receiving
or have we not worked that out yet yes
the um through the mayor uh council
member uh incus that that will be worked
out as part of the uh specific
requirements of the contract uh but
certainly there will be a a threshold
once one of our members um um goes over
that threshold then the um City health
benefits will kick in so there will be
no laps in a continuation of coverage
thank you and then um is have you guys
laid out as far as how these services
are going to be accessed is it something
that they sign up online send an email
something to the phone is more private
uh through the mayor uh council member
Ellis we're uh and Cena I'm sorry uh we
are working through that uh right now um
Step One is uh finalizing this uh
contract to provide us the opportunity
to sit down and lay out exactly what
those parameters are but our our goal is
to have 247
uh access for the members of our
organization because we understand if
you're working at 3: in the morning you
still need somebody to contact so they
will have a 24-hour helpline um I just
don't know exactly what that's going to
look like in terms of face-to-face
Service uh for a membership 24 hours a
day okay I look forward to those details
coming once you guys get all that to the
contract thank you Council

Chief thank you so much for uh
presenting this evening
the first question that I have is
concerning clinician because I know that
it's a contract with a company as a
clinician myself in the mental health uh
Arena I understand that our clinician
are going to also manage medication
right you mentioned that as part of what
they're going to be how will that work
when we have different clinician that
are overseeing different medications
that were prescribed do you have any
idea if it's going to be if we person
that's seeing a clinician is going to
stay with that clinician because in
order for for you to feel all those
hours um that you will have to work with
different clinicians uh is it an idea
that for continuity of care that each uh
person will stay with the clinician that
they started with when it comes to
medication management do you
know through the mayor uh council member
Ellis uh I don't know the specifics on
some of those but to your point exactly
since this is a 247 operation uh we we
can uh figure that there will be a
variety of employees who will be helping
the men and women of the department you
know I do know in a medical setting
continuation of care is important and
consistency so as one thing that once we
uh sit down and get the contract
finalized we'll make sure there's an
ultimate point of contact who will be
responsible for uh the everyday um
Logistics of uh membership we're never
going to have have access to who's
seeing it we just want to make sure that
they are being well cared for and
there's consistent service so there is
going to be a variety of on-site
clinicians triaging employees and some
um over the phone as well but when it
comes to medication management um I
don't have the answers for what that
will look like
yet all right appreciate that thank you
well you can always get that information
to me because it's important medication
management is the key at this point um
to continue to make sure that people are
compant in uh their medication the next
question that I have is concerning
impatient uh services for example if
someone is being seen and the clinician
with medication management is realizing
that there is a possibility with this
person needs to be uh impatient for a
certain amount of time whether it's two
three weeks or maybe a few months are
are we in the contract will have bed
beds reserved at an inpatient unit where
we will not have to have our employees
wait in order for them to be impatient
but they can be transferred immediately
through the contract to be
served through the mayor council member
Ellis uh as I understand it we currently
have in existence a program where we
have special services allotted for
Public Safety in the event that that
would happen today we do have guaranteed
bed space and availability for for them
24 hours a day seven days a week
independent of this contract so this
would just complement anything that we
already have uh for our men and
women all right perfect thank you so

able to get a little bit more
information about the medication

continuing to invest uh the men and
women of the Force and and bringing
