uh picking a fight tonight that's a good thing at least that I'm aware of at this point we're glad that you're all here um clerk would you please take the role mayor Harkey here vice mayor Ellis council member ancas presid council member Poston council member Orlando here member Harris here and council member Hawkins here so mayor we owe you a little bit explanation on that that's okay please uh we we were telling the uh representative uh really be Willoughby how you enjoy and have an awesome experience with banging the Gabel so she went back and got us a bunch of gabble just so we could share in your uh pleasure thank you representative Willoughby for hosting us during this week how did it it you know what mayor it did great we're gonna do it every week well that caught me by surprise I must say I got you very fun all right moving on U I think our gaveling portion is done you guys can help me gble out at the end too please will so uh our invitation tonight is brought forth by Pastor Roy cherion International Assembly of God Church is Pastor cherion here I didn't see him oh there you are sir and our Pledge of Allegiance by council member inas Pastor good evening we moved from Chicago to Chandler in 1997 those days our children used to say let's go back to America today the great city of Chandler has turned into one of the leading cities in this great nation it is because of the god-given vision to the leaders of this great city today I'm representing the community and acknowledging the wisdom and guidance God Almighty has given to our honorable mayor Kevin hary and all the council members we pray that every decision you take today and in the future will be guided by Almighty God may God continue to direct you our esteemed leaders to make this city as a role model for the nation Nobel Prize winner San suuk Kai said you should never let your fears prevent you from doing what you know is right John Wesley said do all the good you can by all the means you can in all the ways you can in all the places you can at all times you can to all the people you can as long as ever you can may God protect all the citizens of this city from every evil May many more businesses move into this city and make it their home may this city be known as the safest Community for our citizens to live freely Psalms 46: 1 and 2 says God is our refuge and strength always ready to help in times of trouble so we will not fear when anything comes against our Us in verse 11 says the Lord of Heavens armies is here Among Us God Almighty is our Fortress may God's love and evening that's usually we do so our first schedule appearance is proclamation of disability awareness month if I can have uh Tom Fay and members of the mayor's committee for people with disabilities please join us and I do want to thank our our uh disabilities commission for putting on the fun run today uh council member Inus and I were able to cheer on hundreds of uh students from cusd uh all that did a fundr run it was an amazing experience so we're deeply appreciative of the work that you guys do and you're lucky council member we only have one Proclamation today whereas more than 133% of adults and children who live and work in Arizona communities have a disability and whereas individuals with disabilities are valued contributing members of our community and have the right to achieve a self-determined and valued lifestyle and whereas the strength of our community lies within its inclusivity and empowerment of these individual so every person regardless of ability is afforded equal opportunities rights and respect and whereas it is our Collective responsibility to Champion the rights of people with disabilities fostering awareness and understanding of the challenges they face to create a more inclusive and accessible society and whereas through education advocacy and collaboration let us work together creating a community that recognizes celebrates and empowers the abilities of all now therefore for I Kevin Harkey mayor of the city of Chandler Arizona do hereby Proclaim March 2025 as National disabilities Awareness Month Tom would you like to share some words thank you mayor uh I myself I'm Tom uh but also with the Chandler Mayors committee for people with disabilities we are proud to recognize the following award recipients uh the first is for student students of the year uh the first is Jordan Moy Jordan attends Payne Junior High School he has participated in Unified sports including football basketball track and soccer he is known throughout the community and at church as big hug he even hugged a complete stranger at a car wash and the man admitted he was feeling down he says because Jordan sat next to him asked if he was okay and gave him a hug he turned his whole day around congrats Jordan [Applause] our next student of the year sves chandran sves are you here there we [Applause] go harves is attending Grand Canyon University for a b Communications in human relations and interpersonal communication he has worked very hard to succeed in college in spite of his significant challenges GCU has names of ours to the president list for academic performance sves actively participates in Arc meetings he contacts members of Congress to raise awareness about disability issues and urges the members of Congress to take action to improve the lives of people with disabilities and their families congratulations Jordan and cves on being 2025 students of the year pict [Music] [Applause] next we're gonna uh honor the educator of the Year Erica [Music] [Applause] Marsh Erica is a cusd teacher at Ryan Elementary Erica has been working with our specialized moderate to severe need population for the last 20 years Erica's love of teaching is evident and the energy and enthusiasm she brings to her instruction next page you can often find her singing dancing and enacting stories with puppets props and voices to make her class accessible and engaging for her students she has ensured that including her students in the general education community at Ryan is the norm she has developed an an educational presentation about how to engage with her students by teaching her campus about our students she has removed the unease when encounter in differences open communication for questioning and learning and help to build acceptance and understanding in our community all the staff who works with her learn so much from her uh she's quite quiet and calm her quiet and calm leadership she improves all those around her without ever accepting praise or thanks she truly is a gift to our families and our school thank you Erica and congratulations on being awarded the educator of the year our next person to be honored is the volunteer of the year Ali anal [Applause] W Alli volunteers as the advocacy director for Landon's Legacy it's a chanler based nonprofit profit since 2024 consistently goes above and beyond to ensure that the needs of those with disabilities are met she doesn't just identify areas for improvement she takes action prime example is her initiative to install a disability swing at Fox Crossing Park after witnessing children unable to safely enjoy the playground this swing now allows children of all abilities to play together fostering a sense of belonging and inclusion furthermore Ally has proactively engaged in the stakeholders and challenge schools to address safety concerns for students with disabilities ensuring a more inclusive and supportive learning environment for all Alli truly embodies the spirit of volunteerism dedicating her time and expertise without any exceptions of the award driven by a genuine love for children and a belief in their limited his potential [Applause] [Applause] employer of the Year Sarah Clark MOD Pizza Sarah is the manager of the pass Year Linda Chandler M pizza location she's an exceptional manager who supports and encourage all employees and has helped employees with disabilities become valued members of The Mod Squad employees enjoy working there knowing that they can rely on Sarah to treat treat them fairly and with kindness one of Mod's employees participants in participates in Special Olympics in last year Sarah organized the day in support of the upcoming Special Olympics Bose Bachi Regional competition that's a sport I got it all right she and the rest of the staff decorated the restaurant with Olympic rings flags and Banners they made a cake and everyone wore teen t-shirts that Sarah had handmade on the day of competition they provided free pizza to the athletes Sarah is a very special person and very deserving of this award thank you Sarah and mod pizza and congratulations on being awarded the employer of the year [Applause] congratulations uh this is a new category this year too disability Ally of the year it's brand new and uh it's blast [Applause] Miner oh Chief BL leadership was instrumental in making the Chandler Fire Department government a certified Autism Center a designation that reflects their commitment to specialized training this initiative ensured that First Responders are equipped to respond appropriately and compassionately to autistic individuals during emergencies B his role in the fire department Laz is a passionate Advocate through the IM project an organization focused on spreading awareness about substance use and providing essential resources for education and Recovery his involvement in this project reflects his drive to break stigmas around disabilities and addiction connecting individuals with the support they need BL has consistently demonstrated his commitment to Foster fostering understanding and creating positive change his dedication to education and awareness serves as a powerful example how leadership and advocacy can transform communities his efforts continue to make Chandler a more more compassionate and inclusive City for all its residents thank you blast and congratulations being awarded 2025 disability alley Ally of the year congratulations to all the award winners [Applause] [Music] all right working through here so we've given the disability Awards next we have the 2024 and 2025 cease designations if Stacy southernland Nancy Baldwin John Mesa sergeant LOL and Lieutenant de podesta can come on up [Applause] the city has now received its cease recertification for 2024 and 2025 building upon the certification earned in 2023 C stands for cities empowered against sexual exploitation provides training and resources to local governments in the fight against human trafficking and Chandler's partnership with CE plays a crucial role in creating a safer more informed community and highlights are ongoing commitment to combating human trafficking and sexual exploitation so we want to thank our employees who have made this certification possible and cease for their partnership Stacy you want to make some comments got well good evening everybody my name is John Mesa and I serve as the CEO and president of the Arizon anti-trafficking Network and I'm also a very proud uh Channel resident uh I'm honored to be here today to recognize the city of Chandler once again the city has met the requirements for the ceased designation through its commitment to annual retraining this recertification reflects the city's ongoing dedication to combating sexual exploitation and ensuring its Workforce remains equipped to identify and respond to trafficking crimes a special thank you goes to Mayor Harkey city manager Wright assistant city manager Willie the entire Chandler City Council especially the Channer Police Department their human trafficking unit for prioritizing this critical issue and inviting us out to celebrate this Milestone as the mayor says C stands for cities empowered against sexual exploitation and it's a program of aat designed to equip local governments with tools to combat sex trafficking to earn the cease designations cities must train at least 75% of their Workforce and in integrate the education into to the ongoing staff development sex trafficking is a reality in every community and it's an impact on victims families and society and cannot be ignored on behalf of the Arizona anti-trafficking Network it's my privilege to present this plaque in recognition of your efforts and let it serve as both an achievement and a reminder that fighting exploitation requires all of us working together with continued commitment we will move closer to Arizona where no one is bought sold exploited thank you very much you syst or would um all right I believe that concludes our our uh special appearances so we're going to go back behind the days as I'm walking I I do want to thank city manager uh for implementing this I think I came to you a couple years ago and uh I've heard about this at night of Hope which is coming up again and uh I'm really proud of our city achieving this and continuing to be as aware Vigilant and dutiful as we can so thank you okay before we um vote on our consent agenda we do have um one item that's been called in uh council member Orlando on item number two yeah mayor I don't want to Bel this but I do want to thank citizen Dwayne lman uh what we're doing here is naming a park in the bull moose Area North Chandler that has been lacking apart for as long as that organiz that Community has been around Dwayne I want to thank you very much for your leadership uh your patience and uh your your contribution working with the neighbors working with the city working with the developers and making this a reality so thank you very much sir um it just proves that one person can make a difference in their lives and everyone's lives around them Dwayne hats off to you my friend we still have a lot of work to do but we'll get there all right and um council member Poston you also had a question or an item that you had called in yes thank you mayor it was on item seven I just had a couple of questions for Matt berdick hi Matt thank you um so this item is on our digital advertising can you basically give a broad it's $400,000 it's quite a bit of money can you give us a broad view of what all will be served by this because it's under economic development but it's a little broader than that correct correct yeah a majority I there's a number of departments that use these um use this contract back our tourism uses it for a variety of different visit Chandler programs to promote our community to both um commercial travel business travel and local travel as well but then a number of other departments use it so for example we just had a budget work session and you talked about the budget survey we use it to promote Community participation in that survey we use it to promote fireworks safety and awareness we use it to promote um water safety and awareness and we also use it to promote a variety of different water coner a and um drought preparedness type program so there's a wide variety of uses of it um in today's media Market um spending uh is a necessity to capture attention with all the other things that attract people's attention on their phones um so we do a lot of different digital advertising and so essentially what this is is allows us to um compete in the media Marketplace for those for the attention of our residents to know some of these important things that are going on another program that we uh a onetime use that we did this year and followup to council's action in terms of the ordinances that were passed for brass knuckles and um unruly Gatherings we had a significant campaign that we did to educate our residents and our youth about those new ordinances and knock on wood we have not had um issues or incidents that we've had to uh respond to as a result of that but it's for uses like that that we want to make sure our community is aware of actions or programs that the city has and then about how many years have we actually been doing the it's kind of a pay-to-play world these days so how many years have we been doing this so far we've been doing this type of of uh digital marketing really going back to the covid days so okay when when we had a lot of different things so um this I believe is the second this is an extension of a of a current contract um second year of a five-year contract is what is on the agenda for tonight but we have done that um essentially three or four years prior to that okay and then we had a separate contract as well for our city-wide recruitment as well correct yeah that's that separate contract essentially is uh twofold it maintains the city website and then we also did a number of different things advertising wise to promote career opportunities at the city so that is a a separate contract uh I can tell you that contract is now moved into more of a maintenance mode okay um we still use it for the Website Maintenance and essentially more of payperclick ads and and search engine optimization to really Target uh potential applicants about career opportunities but we don't have the um significant advis that we've had in this say 2022 and 2023 time frame sure well and I understand this is a not to exceed item and that we do only pay for what we use in terms of those pay-per-click items but in previous conversations with both you and city manager um I understand that we as a city actually have quite a bit of very talented staff that create the video that create the collateral that are basically creating the items that are being presented coming up with the campaigns and then are we choosing the platforms as well yeah we work with the the media buyer essentially so we will provide them with the creative assets that they use to create the ads but we don't have them go out and acquire the video or or get the photography we we'll give them those assets and then we'll work with them in terms of for depending on the audience so if we're doing something that is a teen audience it may be a very different platform than if we're targeting homeowners for water conservation rebate so it's very audience dependent all of our um efforts are focused on the city of Chandler with the exception of obviously the visit Chandler Campaign which will have a broader set of audiences but but our efforts are really focused on reaching our residents or businesses depending on what the nature of the topic is but yes we have the ability we work with the um the media buyer essentially to identify what platforms we're going to have and then what the budget is associated with any particular campaign okay the that was mentioned so just for transparency the um contract spells out that the for any specific campaign so let's say we have a a campaign that's $10,000 the um vendor cannot uh receive compensation above essentially 33% of whatever that campaign budget is so essentially those with the fees that go along with this uh they do uh the campaign reporting they buy the ads and um if there is any sort of creative assembling of those ads that covers all those charges and if I recall correctly the previous the recruitment campaign actually had a larger portion going to that payment this is that 33% so not to exceed 400,000 it's in that 120 $130,000 range and I think that's getting to the conversation that I'm hoping that you as City staff you as city manager could take a look at when you're looking at $120,000 a year where this digital advert ing is probably not going away so I understand this is year two of a 5-year contract but there's also a previous one going on I'm just wondering if well I am I want to be very very cautious about adding staff especially this year especially after our budget session that we just had I'm wondering if that in the future I'm in support of this item tonight but in the future I would hope that maybe you as staff could get together and see if it actually makes more sense either to have a person on board they're serving the entire City we already are providing them the assets they're really just that middleman placing Those ads and um whether it's training current staff or finding a new staff member I wonder if it'd be more cost effective in the long run especially as the need I think probably for digital advertising growth so that's just something I'd like you to look at I am in support of this tonight but thank you thank you thank you mayor any additional comments seeing none mayor I I wanted to ask um based on what um council member Poston said does that change the scope or the parameters of which the contract would be executed or will we be changing how we are going to look at that from a staff perspective will that require a motion or something like that because it sound like it changed a little bit so what I heard council member poon say she is in favor of this but in the future uh to look at that as uh not affecting this contract okay but efficient ways to spend it there you go all right thank you I like the way you think Bond exploratory steering committee executive summary delivered by uh our chair J tipy former mayor and Deputy city manager CFO John Lang so mayor tipy is that is he starting off great thank you mayor and I see you brought some special Entourage with us tonight too I did be kind anyway thank you mayor thank you Council we're going to give a brief presentation tonight um we appreciate the opportunity to present the recommendations of the 31 member resident Bond exploratory committee this evening you put this committee together so we have that and we have the steering committee also I would like to recognize first any of the of the 31 member resident board exploratory committee members that are here tonight if they could stand and be recognized okay and by name I'm going to name the seven member resident Bond exploratory steering committee I was the chair of that we have Gary Hayes is Gary here today no K zern Craig Gilbert n Mullins Rick yman and Trinity Donovan I I also mayor thank you for the staff you let work on this with us and we worked with a couple of staff that did a lot lot of stuff Don Lang Matt Dunbar and Tara Sher want to thank them for the work they did Staffing the uh committee the steering committee and four subcommittees work diligently to evaluate channers Capital Improvement needs and prioritize potential uses of General obligation Bond financing for the planned November 20125 bond election bonds fund almost 70% of Chandler's 10-year Capital Improvement program after mayor and Council approved the formation of the resident Bond exploratory committee on September 12 2024 we got to work nearly 30 me meetings were held between September and January including Financial briefings department overviews and tours to assess City F facilities parks and infrastructure the sub the subcommittee presented their recommendations to the steering committee in December 2024 the seven member steering committee the steering committee attended many of the tours to prepare for our meetings in December and January tonight's briefing allows mayor and Council time to consider the recommendation before we before needing to make a decision by May 8th but I've been told by your staff to call for a November 4th 2025 election the work of the steering committee and subcommittees was conducted with openness and transparency each meeting was agenda agendized and open to the public the city web page Channel a.gov bond election served as the central source to track our progress and review agendas meeting me minutes and materials discussed during these me meetings this would be the third General obligation Bond authorization request in the past 20 years for chanler voters to consider residents approved a 451 million bond package in 2007 and $272 million package in 2021 this slide offers a comparison of General obligation Bond authorization requests and approvals among the largest cities in the VA in the valley since 2000 Chann us on the lower end of total request please note that the data for the city of glendel reflects requests and approvals since 2007 as of getting ready to start the meeting tonight that's all we've received so far from Glendale there were several key objectives the committee used to develop the bond recommendation shown on this slide by category and we heard you loud and clear you've echoed what past uh committees have have been recommended the recommended bond package was carefully developed to fund critical improvements while ensuring that the secondary property tax rates remain flat we addressed and felt like we addressed Community needs prioritization prioritization focused on maintaining aging infrastructure and improving streets Public Safety resources parks and recreation centers fiscal responsibility we hear you loud and clear on fiscal responsibility the committee was very cognizant of that the committee reviewed 37 potential Capital uses totaling $728 million we strategically reined the proposal to recommend a combined total of $475 million to improve streets Parks Parks and Recreation facilities as well as fire and police facilities and Equipment this package tonight is far below $620 million amount that could be sought and still maintained within Chandler's current secondary property tax rate the steering committee prioritized fiscal conserv Conservancy by the focusing on the highest needed projects along with the prioritization of the projects we worked with the city's Bond Council to develop questions that could appear on the November 2025 bond election ballot the steering committee voted unanimously to recommend to the to approve the recommended bond package and proposed questions for consideration on the November 2025 bond election ballot now Don Lang Deputy city manager CFO and steering committee lay is on will provide additional details on recommendations under Each Bond category and thanks and discuss the financial considerations and next stop and you need me I'll come back up when we start going into Q&A some Don will handle some I'll handle but with that dony and before Don speaks um we are going to have a work session on this too so we're not making decisions tonight we'll have a chance to digest this information tonight and then uh really hash it out at a session so it's not our job tonight to to Hash this out but to really take this in and and later come together so uh council member Orlando yeah thank you uh for mayor K TR and appreciate the introduction so um Don take us back a little bit here when uh communities developing uh in Chandler's case we could either use bonds for infrastructure we could use uh one-time dollars and Chandler was Forefront on using impact fees I believe we were the first city to do impact fees approve impact fees so I got a question the other day is Matt why bonds today and I went through that scenario with them and I said well as we're building out impact fees was the predominant source of our income in order for us to put in the infrastructure that we see today the new residents paid for that and therefore the the existing residents were not subject to that burden because we're built out today the impact fees are basically going away they're declining because there's no new fertile Grant or very little fertile ground for us to to utilize right now so therefore the impact the bonds become even more imperative that we have be able to progress and get the infrastructure that we need particularly the older infrastructure was I correct on that I'm doing this live so I'm assuming I was correct on that one yeah through the mayor council member Orlando you are absolutely correct um we were able to use that Revenue to support projects while we were growing and so now when we're adding things we're adding additional amenities but it's hard to correlate it directly to increase growth at times so um we're to the point in our life cycle say city of Chandler where we have built a lot of those growth projects that were identified that was needed added wastewater treatment plants water treatment plants additional arterials all of that's been built and now we're maintaining or caring for all that aging infrastructure that was put in years ago with that Revenue Source um so bonds is very important to continue to maintain our a our aging infrastructure and add new amenities as well I really knew the answer but I wanted to at the stage you knew that no but again we're losing a revenue Source really and we're just using exist another Revenue source is helping us continue our movement as a community that's correct thank you thank you mayor all right Don L all right dollar Deputy Don excellent well thank you chair tip trainy and mayor and counsel the prioritized project lists from each subcommittee were combined and some of the project cost updated bringing the total prioritized project to 728 million as chair tip shy mentioned for the steering committee to refine weighing keeping the tax rate unchanged and how voters would receive the bond package that both of those were very important so after focusing on the highest needed Community projects the final recommendation is 475 million as it states on this slide I will go through Each Bond category to explain how this was accomplished so starting with the Park and Recreation subcommittee maintaining existing Parks was the top priority as well as maintaining existing community and recreation centers and pools Dr AJ Chandler renovation was prioritized next part of the 2021 bond election as well but now increased in cost like many of the projects the Foley pool was prioritized as a high impact project for the surrounding neighborhood and the First new project included was mosqu grows Park site Phase 2 since it had been also part of the 2021 bond election like many others have increased in cost with Desert Breeze Park and snar Sports Complex Renovations and Lantana Ranch Park site included as well the three lowest ranked by the subcommittee were tumble weed Ranch Tumbleweed Phase 2 gym expansion and mosqu gross Park site uh phase three which were all shifted to a future bond election therefore the recommended Total Bond authorization to request for Park and Recreation ended up at 158 million the proposed ballot question includes some creative changes from Chandler's typical ballot question Zach seus from Greenberg trow is here this evening and he provided initial drafts for the steering committee to review they have a title to allow the voter to know what the question is right away and they're written in a general manner like they always are still to allow flexibility in each category but the project examples have now been added to give voters an understanding of what may be completed by voting yes the committee ensured project examples reflected all Geographic areas of the city now it's probably very little on the screen up there but I'm going to keep moving um Public Safety fire sub subcommittee is next so this prioritized the main priority here was facilities to to meet the changing needs of Chandler including a rebuild of fire station number 284 and construction of a new fire station 2812 fire emergency vehicle Replacements and a fire support Fleet facility were also included the only change to this category was Shifting the remodel of Public Safety Training building a from Bond funded to General funded therefore the recommended Total Bond authorization to request for Public Safety fire is 88 million next is its proposed ballot question and the opening sentence on this one is enhanced Chandler Fire Department Services and response through improved facilities and Equipment again you'll see the bullets in the middle that provide examples for the voter and it would appear on the ballot as long as there's not a lot on the ballot the counties confirm that they would be able to put this all on the ballot for the for the voter next we have the public safety police subcommittee which again prioritized facilities to meet the changing needs of Chandler including the police main station Renovations then came the radio communications equipment and police emergency vehicle Replacements therefore they recommended Total Bond authorization to request for Public Safety police ended at 46 million its proposed ballot question opens with a title sentence enhanced Chandler Police Department Services and response through improved facilities and equipment and again the bullets show the project examples next is the public work subcommittee or the streets Bond category which prioritized maintaining existing infrastructure through the streets repaving program they also placed a higher priority on upcoming needed Street and intersection improvements including a section of kyne Road and M McQueen Road and the Arizona Avenue Warner Road intersection additional f es of McQueen Road and Warner Road and Ray Road kyne Road intersection and the acao shared use path was moved to a future bond election finally Washington Street improvements was moved to be paid by general fund so moved out of the bond um ask therefore the recommended Total Bond authorization to request for Public Works streets is 183 million here is the proposed ballot question with the opening sentence or title sentence being keep Chandler streets safe and improve traffic for Chandler residents and it has the again bullets and and they really belabored this the language on those title sentences because that's really what they felt would grab the voters on that when I say they it was the steering committee sorry about that okay and then the finally we had the subcommittee of facility sustainability and Technology this committee had multiple projects that overlapped with other subcommittees their committee members went on many of the tours to understand each need the subcommittee ranked the public safety Project's highest and made the decision to shift the sustainability projects of sportsfield LED lighting conversion and irrigation system water conversion program to the park and recre subcommittee now you didn't uh and that was for a more focused evaluation you didn't see those two on the list has the parks committee then um absorbed them in the existing Parks um and the existing Rec Center both of those uh existing Capital programs so they're just put in there but those would be part of those programs um the steering committee then shifted the fire and police projects to those Bond categories and part of the existing C the program called existing city building Renovations and repairs pertaining to to Aquatics facilities shifted to the parks Von category uh so that still remains in there understanding that that is a priority to maintain those facilities but the remaining amount of that program and the city-wide fiber upgrade project were moved over back to general fund and not Bonds therefore in the end there is no recommended Bond ask coming from this subcommittee so overall the steering committee is recommending to city council four proposed areas requesting Bond authorization for a total of 475 million ensuring no increase to the current secondary property tax rate I just have a couple more to go over and that is the financial considerations um the city of Chandler continues the tradition of fiscal strength by having a strong debt management program or practices and maintaining AAA Bond ratings from all three rating agencies this results in low borrowing costs which help ensure capital projects are completed at the lowest cost possible a higher Bond rating correlates to lower taxes and utility rates for residents as the city ages and gets closer to buildout much of the infrastructure must be maintained or replaced to continue to provide great quality of life for our residents selling bonds is a common practice to fund capital and infrastructure needs and state law requires a City to obtain voter approval through Bond authorization this this slide shows how Chandler's property tax rate compares to other large Valley Cities reflecting us on the lower end next this graphic reflects where each scent from every property tax dollar goes only 11 cents of every dollar comes to Chandler with the majority going to schools and County and Special Districts The majority of our property tax rate pays the principal in interest on General oblig ation bonds as new bonds are sold bonds are paid off allowing us to keep the tax rate flat with the debt being paid by existing and new taxpayers that enjoy the use of that Capital asset over time providing better Equity the city is in a great position since we are well below this statu statutory debt limit set by Arizona law additionally maintaining a stable tax rate requires balancing assessed values and tax rates when selling bonds the assessed value growth projections are capped by a state formula which sets growth in this case at 6.20 for the first five years so assessed value growth growing 6.2 and then 1.22 annually the steering committee's recommendation reduced that annual assessed value growth to 4.5 a much more realistic projection the steering committee's recommendation is well thought out from all angles ensuring it will not increase the property tax rate based on financial assumptions so what are the next steps there is a council work session planned for April 10th to discuss this bond package and then April 24th a resolution will be brought forward on at a regular meeting asking Mar and Council to call a bond election and approve the bond questions to go on the ballot November 4th 202 and this summ summarizes the results of the resident Bond exploratory committee and with that mayor chair tip shy and I are happy to answer any questions thank you Don thank you mayor tip triny uh for the work that you guys have put into this uh very thoughtful and I think every time when this comes back I'm always a bit surprised at yet some thoughtful changes uh I think the last time to not pursue with the airport this time for the the the one committee that absorbed another so we're grateful I know that together we want to keep this as simple as possible so our voters can understand what they're voting for and and hopefully agree with us that the value proposition for safety and quality of life is uh well worth the value so Council any questions uh either mayor tip Trini or or uh Deputy city manager Lang up wow very good and again we'll have a deeper opportunity between now and April 10th to dig into this and uh and go from there but to all the committee that's here we're extremely grateful for your time for your energy for your love and commitment to our wonderful City and uh uh who knows maybe we'll find another committee to put each of you on again as you guys are clearly a a well oiled machine that uh that that is very thoughtful so we are grateful thank you next on our uh agenda tonight is unscheduled public appearances uh we have none tonight no May no no cards tonight okay then we go to current events I'll start uh coun I just want to say I'm very proud of our capista for the state of the city uh that they uh really did a a tremendous job and and fifth floor and down in the video team as well uh I want to thank everyone who attended or has watched our state of the city event it was a special showcase recognizing the courage brains and heart of our community special thank you again to team Kaa for making the event a success and I know many people watched it to the end because the number one comment I've received is where did you get those red shoes so uh I thank you it it really uh I I think that everything I had had saw from that is a real connection with our community a sense that we were in this together and uh very well received secondly um boy I looked at my schedule this Saturday and it's just pretty pretty incredible want to invite you starting at 9:00 am at Tumbleweed Park we're going to be inducting former mayor Jay tip trainy into the celebration Plaza to honor him and his dedication and service to the city of Chandler and I might say uh Jay I still remember when I was working on the cat ladies house with a group of kids and we met and uh you invited me to uh serve on a uh on a a charter revision committee and then later to CH the human relations commission so uh uh I could say I wouldn't be mayor without your uh giving me the pathway to serve our community back in the day so I'm grateful right after that we can all rush over the Innovation Fair will start at 10 amm and uh council member Orlando is going to share uh some more about that but it's certainly one of my favorite events of the year and then you can join us at 11 o' at Hamilton High School to celebrate the new inductees for the Chandler Sports Hall of Fame and then run back to downtown Chandler for the continuation of the Innovation fair so it's going to be a a jam-packed day and if you're not tired jet there is also mother language uh ml mother language day at back at uh Tumbleweed Park a big celebration so yes and uh also want to uh just shout out for Chandler we were just a couple days ago proclaimed one of the best cities in the nation for small business and uh I'm very excited that we continue to find these accolades that support our business Community our citizens and but we were rated one of the best us CI cities for small businesses by B2B review we are very proud to be home to so many small thriving businesses and continually grateful for the entrepreneurs that choose to call Chandler home councilman ver cenus thank you mayor um today I just want to highlight I had the opportunity along with the mayor um to attend the Chandler fund run and join our youth and teens in a mile long walk and most of them ran um in celebration it was a great event celebrating and empowering our youth uh with developmental uh disabilities I want to thank all the organizers the volunteers and most importantly the Educators um it was such a a fun experience for everyone involved and I want to congratulate all the participants again for another successful run and it was a great time to be there with them so thank you and I must say at the start of the Run council member was cenus was there and he was the first one at the uh end of the race too handing out Awards handing out the medals alongside what you I didn't say he ran neither did I but he was the first one there it was my rest day from my cardio tall council member Poston thank you mayor just a brief update during our last council meeting I took a moment to address some of the issues at the federal level and how they will those issues will be affecting our city of Chandler residents and the City of chanandler and since then staff has set up a web page and that's at chandleraz.gov executive orders and that should help address our questions any residents may have about some of those executive orders that are affecting some of the services that we provide here in Chandler we talked about that as well in our budget session so while we don't have all the answers yet that we I'm I'm assured that that web page will continue to be updated as we have more answers about what issues will be affected and what what issues won't and I just did want to say thank you for the residents that are emailing and calling us and letting us know where their concerns and questions are and if you keep doing that we'll keep updating as we have that information and um as we get more answers so thanks mayor vice mayor thank you mayor appreciate that he just gave me something now to say again on top of all the things that I had to do um Sunday night please join us it's going to be the night of Hope at Christ Church uh Grace Church Grace Church in Tempe and it's going to be at 6 PM this is in conjunction to the award what what time you said five he said six now he said five okay 6 PM right mayor we on that one 5:00 P PM okay we got it 500 PM Sunday night Grace Church in TP got it got it it's the night of Hope please join us because this city we take it very seriously when it comes to really human trafficking and doing the right thing that we need to do to to be able to allow people to live here in our city and the quality of Liv will be much better uh I didn't want the the month to finish without mentioning uh the Black History Month uh that is happening right now for us here in this city as a nurse I wanted to highlight a five women that have truly changed the lens landcape of nursing into this world literally the whole world when it comes to uh things that they have accomplished for us along the way the first one that I would like to uh talk about the first black woman to be a registered nurse in the US was Mary Elisa Mahoney she lived from 1845 to 1926 in her role she was able to pass away that as a nurse I wouldn't be able to sit here today and so for that I'm very grateful the next one that I would like to highlight is a really great woman that I'm so passionate when I said her name I see myself in her pathway her name is Harriet tobman growing up in Haiti we used to what watch this movie called Moses all my younger years I thought her name was Moses it was just the name of the movie when she was working with during the Civil War and also underground well Road she passionately worked during the Civil War to help men and women and taking care of them as a nurse the third one that I would like to also highlight is Susie King Taylor Miss Taylor uh also worked during the Civil War but she never had any training as a nurse it was always because of her heart for people and the idea that we every one of us can give something back to our communities that she worked during the Civil War to help and the soldiers and their families to recover after the war number four it's Estelle Mosley Osborne she lived from 1901 to 1981 this is not too far from now 1981 I remember coming here in Chandler in 1986 so she was the first black nurse with a master's degree first one in the US to have a master's degree and she fight to disintegrate literally um did I say the word where right yeah I did yeah that's what she did so in other word in order for me to have a master's degree right now this woman had to fight for that to happen and so I wanted to highlight her tonight the fifth one is Mabel Kon stuper she lived from 1890 to 1989 she fought for the integration of black nurses in the military and also Black nurses to join the NAA which is I'm a member of at this time which is the American Nurses Association think about that these five women if it was not for them at this time where nursing would have been and my career would have been and so tonight I highlight them I thank them and I believe my daughter is graduating medical school next year and that wouldn't have never happen if there were not women like this this is a bit of history for you tonight or for those who are listening please let's learn more so that we can actually live with each other in a matter that we respect history and continue to highlight it to empower others and love on each other thank you mayor for allowing me to speak this evening Council Orlando okay um I I believe council member former council member human started the Innovation fair or led the effort for that and when I came on counsil he said Matt don't screw it up Rick I didn't screw it up in fact we it's larger than ever we've asked Channel Unified School District to join us because they were doing two separate scenarios uh We've also increased the budget for that and the attendance was increased so I don't think I screwed it up buddy hopefully we're good all right thanks buddy it as a mayor indicator it's this Saturday from 10: to 2: it'll be AJ Chandler Park by the main stage he forgot to mention food there'll be food there too so come on out and have a good time council member Harris yeah just got a couple announcements just want to take a point in privilege to let everyone know that um Valley Christian girls my daughter plays on the party basketball team they are in the Elite 8 and they're playing for um they're going to be playing this uh this Friday tomorrow Friday so I'm going to be driving I can't even remember the city but me and Josh we talked about it um but is is so far the team that we have to play is so far up north it's like 5 hour drive up North so I'm going be leaving tomorrow about 12 o'clock in the middle of the day to go watch uh my daughter play and if they win they will be going to the final four and hopefully Valley Christian goes on and win the state uh title this year so I'm super proud of her I'm super proud of the girls at Valley Christian so I wanted to shout them out also on Saturday is going to be busy I am going to be trying to check out some of these things that is happening but I am excited that on Saturday I would invite you guys but it's all sold out but on Saturday I'm going to be recognized for a humanitarian award on this Saturday uh about 7 o'clock at night so I'm super excited about that um I'm going to share that with you guys after I received the award on Saturday so I'm super glad um to be recognized in that way and it means a lot so again I just wanted to put that out there and I just want to say something about Black History Month you know it's a time for us to be educated and to learn more about what African-Americans have contributed to our community and I think that we have some some Living Legends right here in the city of Chandler uh Dr gilber for one a man that um a man that embodies black history and in the Excellence that he brings in the work that he's doing he's getting ready to retire but you know his work is not done yet CU obviously he's serving on the bond but I just really wanted to acknowledge Him in the work that he did for cusd and as he get as he passes The Paton just want you guys to know that that is the embodiment of black history a man that contributes to his community loves his community and has spent so much time doing that so I just wanted to recognize um you Dr gibbert for your contributions and on this past Thursday he had a um there was a um a gathering of individuals to recognize Dr Gilbert and he received an award at that time so I just wanted to recognize Dr gilber since he's here and I wanted to tell you thank you for your contributions um and I definitely know that you've made me a better person because of your mentorship and your guidance while serving on Council and I will be remissed not to mention uh Dr Bill Crawford who's here as well a man who have served so on so many different committees bonds I mean he has to everything and I I I call him up I say hey are you working on this are you working on that he's like I'm working on it let me get some more information but he never stopped making it happen and I just wanted to honor these two great black men that actually walks Among Us um sometimes we reflect on those that have left us but I want to also recognize those that are walking Among Us in their greatness that they continue to um bring into our community so connect with them take time with them post them in your social media and let people know these are great men making great differences and I'm glad to know them and I'm glad that they live right here in the greatest city on Earth City of Chandler thank you mayor you can clap for [Applause] that Hopkins thank you mayor so I H get to tell you about something that I for the first time ever last year got to enjoy it's the public safety fets coming up March 1st um it's actually going to be held right here again right behind at the um police uh main station right behind us like I said so the I would say the event is meant for families it's got a little bit of everything um I really enjoyed getting to check out the SWAT vehicles there was some demonstrations there's going to be um can9 unit there this time that I didn't get to well it was there last time I just didn't get to see it uh a robot dog some other things I think there was fire station or excuse me a fire truck that the kids can go and check out so I highly recommend making the time it's again March 1st Saturday it starts at 9:00 am. till about 1 p.m so you have all day to come check it out I I hope you'll join me thank you city manager thank you Mr Mayor members of council just very briefly earlier tonight you accepted the 2024 and 2025 cease designations for the city and I want to make sure I give credit where credit is due so the person who actually led the effort to do that is uh someone who joined our office a few months ago so Amelia kvki is in the back of the room we're embarrassing her right now she's actually uh an intern in the city manager's office and she is getting her master's degree at Arizona State University through their Marvin Andrews program she'll be with us for the next couple of years and she's a Chandler native she grew up
