Can I have a roll call, please? Chair Hume here. Vice Chair Koshell, Commissioner Quinn, Commissioner Barello here, Commissioner Gala here, Commissioner Schwarzer here, Commissioner Bilstein here. We have quum and the two commissioners that are not here do have an excused absence. Okay. Um, we had a study session prior to this and I do have a speaker card on the item number three. So, Juliet, if you'd like to come up and state your name and address for the record and your concerns about this project, please. Chair, were you going to do the pledge before? Oh, I'm so sorry. Hold on. Let's do the pledge. Thank you. I even had Tom already and I'm all geared up now. He's like thinking I need to get out of it. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Thank you, Mr. Bilstein. I do appreciate it. Okay. Julia, if you can state your name and address for the record and and your concerns, please. Juliet Spence, 220 South Dakota Street, Chandler, Arizona 85225. I walked here. I live really close here. It's my first time attending um your commission's meetings. I'm a new resident. I love living in downtown Chandler. I would live nowhere else. and I have including internationally. However, I live in Pueblo VJO. As its name suggests, it has historical significance to this community, to the city in general. It is, if not the one of the oldest communities in Chandler. Once again, I walked here. It is at the heart of downtown Shandler. It has begun to change recently, very recently, since I bought my property. Um, we have within the last year and a half had a duplex be built. Once again, love having new neighbors. I moved here. I want to encourage other people to move to Chandler. However, the duplex is very tall. It takes up nearly the entire property. It fits in neither in its structure nor its size nor its feeling with the rest of the neighborhood. It towers over everything you have voted on or will tonight I'm sorry I didn't look at your agenda just got here. You are going to vote on a new duplex to be built right in the same area very close. It is going to be of a similar size, structure, and feel for our neighborhood. One, it was just bad luck for me. Its location, it's right across the street from me. another one in that short of time, that size in a in a phrase. I can just say to you, if you have not considered this, this is the first stage of gentrification of of all neighborhoods, Pueblo VJO. and we know what gentrification does to a neighborhood. Thank you very much for your consideration when you vote for this dune plex peace. Any questions for the speaker? Okay. All right. Um so any comments on before we vote on the the consent agenda from anybody? Okay. I I do have a couple of comments. Um, and I I appreciate the speaker. This is an unusual parcel because this was MF2 switched to single family back to MF2. And it's really interesting how this got done. And David, you've been here for 47 years or something like that now. But, um, how this neighborhood was zoned MF2. Um, and I I don't disagree with the fact that it's a very large building in this area, but by right it could be done. I'm a little concerned about the 50% lot coverage. I'd like to see it reduced down to like maybe 42 to 45 because normally on a duplex we allow at 45. Do you David, do you know why the reasoning to go to the 50s should just make more money or is it just what? So, Mr. Mr. Chairman, the uh proposal is would cover 47% law coverage and uh staff proposed to have the maximum be 50% in case they wanted to add an outdoor patio cover because any when you when you calculate the lot coverage, anything that's under a roof um gets calculated towards that lot coverage. And so if if they wanted to add a patio cover in their outdoor court area, um that would increase the lot coverage. And so that's why we we gave them, you know, another 3% to go to 50% so that they could add that patio roof in the future if they wanted to. But the normal standard would be 45. Correct. The normal the So I guess my question is why are we exempting them? Why are we allowing what are they giving us for the extra 5%. I mean normally when we do people ask for a reduced setback different things we usually there's some reason and there's some give and take. It is u through the chair. It is it is making the uh the lot developable and u and providing more housing. Um that that would be my only response to that. Okay. Thank you, Commissioner. So for lot coverage then the two covered parking spaces are included in that for 50% lot coverage as well. So, we have the 47% which includes the two covered spaces and then we put it up to 50 in case they want to do their covered patio. That is correct. Okay. Thank you for the clarification. Any other comments for anybody? Okay. We have a motion on this consent agenda. Mr. Sure. Commissioner, I'll make a motion to approve the consent agenda items one, two, and three as the stipulations are currently there. Do I have a second? Second. Any further discussion? Um, I do want to make a comment like I just said, I this is a tough challenge. Again, this was zone MF2, switch back to single family. Um, I would just like to direct staff that when we're looking at these things that we're looking at the massiveness of this and don't let this set the president's the next step is 52%, it's 54%, it's 58%. And, you know, we're building zero lot line stuff that was not designed for a neighborhood to be zero lot line. Um, so I think that's super important. I also want to make sure that when stuff comes to this commission, if there emails from citizens, I want to make sure it's on our dis. I think that's needs to be taken care of as well and stuff. So with that, all those in favor say I. I. I. I. Any opposed? Motion carries. Ma'am, this is a a recommending body to the city council June 12th. This will go to the city council. So I think that's a great time to express your concerns as well. So um any other comments comments, David? Um yes, we have a couple comments for I'll start and then I'll hand it over to um to Lauren. Um, first the I'd like to welcome Danielle Smei, our new management assistant who will be um being the clerk. Um, she'll be uh switching with with Taylor off and on. So, I'd like to welcome her. And then also um I'd like to um give you a heads up that we do have uh two meetings planned in June, June 4th and then June 18th, I believe. So, we expect the um the downtown region area plan to be to to come before the the the planning zoning commission on June 18th and uh you'll probably be seeing an email from Danielle shortly to make sure that we have a quorum for that meeting. Okay. I will be calling in for that meeting. Sure. So, okay. Any other comments from commissioners? Commissioner Bilstein? Uh I would just like to wish Commissioner Gala a happy birthday. Oo, wait. We're not going to embarrass her too much. So, uh, beep. I think you guys should do that. That would be more embarrassing for you. Yeah, they they would actually probably ban us from the life if we started singing happy birthday to you. So, anyway, how's it feel to be 30? Oh, look at you. Mr. Chairman, Lauren did have a Oh, I'm sorry. I'm sorry. No, no, thank you. Uh, you're gonna sing happy birthday. Of course. No, I just wanted to give you I wanted to let you guys know about some of the feedback we've been receiving regarding the general plan update. Uh two Saturdays ago, we had an event at the Center for the Arts, Chandler Talks, where we had experts from outside the city come and talk about housing and water. Uh it was Mother's Day weekend and graduations, but we did have a really uh good turnout. I want to say there was about 65 people in attendance. We did record it so I am going to follow up with an email to you guys uh with the link so you guys could watch it. Uh it was it was a really good event and a lot of uh thought came out of it. Uh the week following that we also then did uh Chandler listens where residents came out and started talking through housing types and land use types uh for our next public meeting which will be uh end of July. uh the consultant is going to take those land use maps that were made uh last week through the Chandler listens and start modeling them to show uh residents, you know, what what that could look like. Uh so I just wanted you to be on the lookout. I'll follow up with an email so you guys can watch that and uh keep you informed of all events that we have planned. So, thank you. Thanks, Lauren.
