e e e e e e e e e e e e e e e e good afternoon everyone welcome to this today's uh D RB meeting development review board board um the purpose of the development review board is to maintain the quality of development in Scottdale by reviewing all of the design aspects of a proposed development and the relationship to those design components to the surrounding environment and the community the board also reviews all of the preliminary plats for subdivisions to assure conformance to policies and ordinance requirements the agenda agenda consists of the Roll Call public comment on non- agendized items administrative report minutes approval for the prior meeting and action items a roll call vote will be taken after each item's motion the Leon will call each board member's name to indicate their desired vote for that item after the vote has been counted and Leone May read out the final vote citizens wishing to speak during public comment time or to speak specifically on any agenda items may fill out a blue comment card like this one and you can find those cards at the staff table before the agenda items is to be discussed right over here citizens interested in submitting a written comment card on any item May submit a yellow comment card like this in in person and uh in person to the staff table prior to the beginning of public testimony when called please come to the podium state your name and address and then begin speaking groups wishing to speak should elect a spokesperson to represent the views of the group to facilitate the meeting your comment will be limited to three minutes for individual speakers with one additional minute for each additional individual present at the meeting who has contributed their time time to a representative speaker up to a total of 10 minutes I remind our audience that the Board review relates to design matters and does not include consideration of existing zoning District designations zoning entitlements or the allowed uses within the zoning districts the board's motion may be to approve to approve with modified stipulations or to deny or to continue each case thank you for your time and your interest and we will now time is reserved at the beginning of the meeting for citizens to comment on non- agendized items that are within the development uh review board's jurisdiction and it is limited to a total of 15 minutes Arizona state law prohibits the development review board from discussing or taking any action on these non- agendized items speakers May submit a blue request to speak card in P in person prior to the beginning of the meeting public testimony is limited to three minutes per speaker written comments are also being accepted for non- agendized items and may be submitted in person at the hearing or electronically at the development Review Board website written comments submitted electronically will be emailed to the development review board members are there any requests for public comment councilwoman little Phil there are no public comments for non- agendized items or any agendized items today thank you okay thank you very much we'll move on next is the administrative report by Mr Carr yes thank you again Council little Phi good afternoon board members uh just a few things real quickly um we are not anticipating having a meeting two weeks from now on the 21st so we are uh going to cancel that meeting for November 21st similarly we are not also anticipating any items for the agenda on 125 which is the next regular scheduled meeting so that one will likely be um uh canceled as well but there's going to be a few weeks before we formally cancel that um so that would put our next uh regularly scheduled meeting um on 1212 which is the week directly after 125 um as you may recall we moved that meeting up uh for on the calendar to give a little more time between that and the the holiday season so instead of a twoe gap we're going to have a onee gap and so we are planning to have a meeting on 122 so that'll be our next regular scheduled meeting um and as it is that we are going to cancel the 11:21 meeting this will be the final uh meeting for Council Littlefield and commissioner Scarboro on this rotation want to thank both of you for joining us appreciate it all your Val valuable insights during that time and we'll see you on the next rotation um meeting minutes do I have a motion yes I I'll move to approve the regular meeting minutes for October 3rd 2024 development review board meeting as presented second I second any discussion may I have a thank you very much and next uh we have action items okay the development review board may take one vote to act on all items on the continuance agenda and or consent agenda or may remove individual items for further discussion as appropriate the development review board takes separate action on each item on the regular agenda persons interested in speaking on any agenda item May submit a blue request card in person prior to the beginning of the public testimony those wishing to speak are customarily given three minutes uh to speak on each item additional time may be granted to a designated speaker representing two or more persons and please submit the cards together persons interested in submitting a written comment or any item May submit a yellow WR uh written comment card in person prior to the beginning of the public testimony or may submit electronically at the development Review Board website no later than 90 minutes prior to the meeting next we have consent agenda items um the development review board 2025 calendar uh number four is 33d 2023 which is First Street town homes and five is 22d 2 2024 the Paris betik I don't know how you say that word uh on 6th Avenue is there any dis any public comment received for people who would like to speak on any of these items no okay do is there any public comment uh regarding any of these items from the board you have any public comments thank you Council little I just will make a note real quickly on the um on the calendar to note that generally as as we all know um the planning or the drb meets on the first and third Thursdays of every month there are a few exceptions to that we've made those exceptions again this year to account for some holidays um the first of that is in July um so will'll be uh the second week in July versus the first week to account for the Independence Day holiday um the second is u in September to account for Labor Day holiday and and then again in December we are moving that uh Second meeting in December up one week so it back toback December 4th and December 11th in 2025 so um unless there's any questions on that I think you're probably ready for a motion there okay are there any questions regarding the future calendars okay may I have a motion regarding the consent agenda I'll make a motion um move to approve the development review board 2025 calendar in cases 33d 2023 and 22d 2024 per the staff recommended stipulations after finding that the development applications meet the development review board criteria and the additional findings for a development in the Oldtown yes motion passes 60 thank you thank you very much okay we have next a non-action item discuss possible agenda topics for a joint development Review Board in Planning Commission meeting Mr Carr thank you councilwoman Littlefield members of the board um yeah this is a topic um staff is seeking some input um on whether or not one the the development re board feels like that there's a desire to meet with a joint meeting with the Planning Commission and if they do um any uh topics related to that joint meeting some background and context on this um the drb and Planning Commission have had joint meetings in the past those kind of got put on hold as uh a lot of things did uh around Co um and so we haven't had a one of those joint meetings since um that time in 2020 so um I think there's some desire from some members to pick that conversation back up and love to hear if you have any topics you'd like to explore during that joint meeting okay thank you are comments yes I I do and very specifically would love to have a joint discussion on the impacts of the revisions to the zoning ordinance uh Mr Carr that you're probably working on right now with regard to the implementation of newly adopted uh State I don't know what they are the the state bills as I'm not sure the name of the bills but the but the um idenification of single family residential as well as the commercial transition by right you are correct Vice chair yeah there's uh two probably bills that are most related to development review board and Planning Commission that would be those related to um adaptive reuse and uh the middle housing bill um there's a third one that we're also working on which is accessory dwelling units but as that's generally a single family type product that's not really a purview of either the Planning Commission or drb but we can yeah we can have that as a an item to discuss with a jointly with both groups and even with I'm not sure that it would warrant discussion from an approval process but still even with the the portion that's not under the purview of the drb understanding maybe staff's take on um infrastructure and how you're handling utility just these types of things just the approach to what you're doing um moving forward would be great just just as from a I guess from a knowledge and understanding standpoint absolutely thank you I concur with that by the way also I think that that's going to change a number of things and we need to keep on top of it both planning and Dr any other comments or questions yes I do thank you councilman Middlefield uh Mr car I like to add a discussion related to uh noise ordinance I know that the the city is working on the noise ordinance and and uh but I would love to have a a joint meeting where we can as the drb and Planning Commission talk through that with staff and understand where the city's at and how that'll U potentially be affecting both Planning Commission and drb that'd be one of the topics I'd like to see okay yes we'll add that as a topic as well thank you thank you thank you I I concur with that too as a member of the council we're always hearing problems about noise and so having a firm standard would be good anything else one more Council thefield if that's okay uh you know with with the way we uh process applications in the city sometimes Planning Commission is before drb and sometimes drb is before Planning Commission uh I would love just to be able to have a conversation on being able to relay information between those two groups groups more efficiently so that when the drb notices a few items and while it's not in their purview but they make note of it it'd be great if there's some way for us to maybe improve though that communication between the two groups and vice versa if the Planning Commission sees something before the drb and while it's not technically in their purview they notice something we just want to make sure those flags are at least being noticed for the drb's consideration whether they opt to uh move forward or do anything with them just to make sure the communication's more flowing and just so I understand that a little bit commissioner scar you're talking about more formal uh communication or just how how the the information between both groups is accessed I think just to make sure we're being able to ask questions in in a group where we have the drb staff and Planning Commission all asking questions and sort of getting Clarity on how that information is relayed through staff I don't think we need a formal uh process per se just want to make sure that both boards commission and and the staff all three are are on the same page of how that information gets relayed if at all not saying that it doesn't intentionally but just if it needs to be relayed or doesn't need to be relayed how does that all work and just making sure we're all on the same page okay that Mak sense yeah I think I understand that thank you um I'd like to add one thing to um just as a council member any decisions or changes to protocol I would like to have relayed to the council so that they know what's going on too more information is always helpful any other comments yes so what we always are mindful of when we're trying to share information is that we have open meeting law requirements that we have to meet so we'll have to work through how that would happen because sometimes the same cases come before the Planning Commission and the development review board and so that it's difficult to regulate uh Communications between the two groups um I wasn't I wasn't talking about Communications like on decisionmaking processes or things on a case I was talking about General overall regulations on how the two work together like right right I get that and I'm just saying so we'll take a look at that and generally we may come back with some regulations that you might think are too limiting but that's probably because we have some legal issues that might kick in okay okay anything else okay I think that item is completed any other item before we adjourn nothing further from staff councilwoman thank
