Commission public hearing the city
encourages your interest and
participation in the public hearing
process the Planning Commission is an
Advisory Board to the city council on
land use and Zoning matters the meeting
agenda items are development
applications that require public
hearings Planning Commission considers a
request and makes a recommendation for
for approval or denial to the city
council the city council makes the final
decision for or against approval of the
application the agenda consists of the
Roll Call minutes approval of the prior
meeting continuances are for items that
not will not be heard tonight
withdrawals are for items that have been
withdrawn from any further consideration
consent agendas for items not likely to
require a presentation or discussion all
items on the consent agenda may be voted
on together any commissioner may move
any item from the consent agenda to the
regular agenda regular agenda is where
each item includes a presentation and
recommendation by staff a presentation
by the applicant in public testimony
after the applicant will have the
opportunity to respond to the public
testimony the Planning Commission then
discusses the case and votes non-action
is for items for discussion and no vote
will be made by the Planning Commission
citizens wishing to speak on any agenda
item may fill out a blue speaker card or
if not willing to speak may fill out a
yellow comment card and turn it in at
the staff table before the agenda item
is to be discussed the chair will call
you by name when it is your turn to
speak when called come to the podium
state your name and address and then
begin speaking groups wishing to speak
should elect a spokesperson to represent
the views of the group to facilitate the
meeting your comment will be limited to
three minutes for individual speakers
one additional minute for each
additional individual present at the
meeting who has contributed their time
to representative speaker up to 10
minutes please format your speech to be
accommodated within the applicable time
frame given for convenience and timing
presentations a light system is
installed on the podium the light will
be green for two minutes and yellow for
1 minute please conclude your comments
when the red light appears thank you for
your interest and time now I'll begin

you um now we will go on to uh general
public comment for non- agenda items I
don't believe we have any comments okay
administrative report Mr
Curtis thank you chair higs members of
the commission just wanted to remind you
um you'll be receiving if you haven't
already um the annual ethics video and a
a form for you to sign um hopefully you
could give that to us uh in January or
as soon as possible um so just want to
remind you of that um we don't have any
um meeting uh or items scheduled for the
January 88th meeting that were um would
be normally scheduled so we may be
canceling the January 8th meeting but we
do plan on meeting next on January 22nd
we do have um a few items we have uh the
annual report for you to approve so we
can send that on to the city council we
also have an abandonment case we're
thinking will be on that and then the
election of officers which we do uh
usually the first meeting of every year
so those are the things that uh you guys
can look forward to for January 22nd

moving on to action items starting with
consent agenda we do not have any
recusals for either consent agenda item
and we do not have any requests to move
aent agenda item to the regular agenda I
just want to confirm that is still the
case yes okay so with that can I get a
motion for the approval of consent
agenda items number two the Planning
Commission regular meeting calendar
number three crown castle SRP Scottdale
and number four the Barnes residents uh
abandonment I'd like to make a motion
for approval of the 2025 Planning
Commission regular meeting oh the
calendar is that right am I approving
the calendar okay and for recommendation
of approval to city council for cases 11
up 2007 number 47 AB 2024 for the staff
recommended stipulations after finding
that the conditional use permit criteria
have been met and the proposed
abandonment is consistent and conforms
with the adopted General plan we have a
motion from commissioner Kaminsky and a
second second and a second from

you so now we have uh one non-action
item for this evening and as a reminder
non-action items are for discussion no
vote will be made by the Planning
Commission uh that item is to discuss
possible agenda topics for joint
Planning Commission and drb um Mr Curtis
did you want to touch on that yeah thank
you chair hegs Vice chair young members
of the uh
commission so um I think prior to co
there was a few instances where the plan
Planning Commission and the development
review board had a joint meeting to talk
about common causes common issues um
common challenges that you see um uh for
the Planning Commission and for the
development review board I think there
was some value to that in terms of
getting people together um and just
talking about different things and and
things to look forward and ways of
helping each other uh as you know um the
Planning Commission rotates uh member
onto the development review board so it
seems like there was some value to that
um I know that the development review
board last month talked about uh having
another joint meeting uh kind of
resurrecting that tradition um and so
they had talked about doing something
previous years we did it I think at the
end of May but that was just where it
fell it doesn't have to fall on that if
there's a an interest and a desire to
have a joint meeting some of the the
things that the development review board
um spoke about last month in terms of
the possibility of having this meeting
and uh and some topics uh about having
included the impacts uh to the zoning
ordinance related to the new housing
bills um there may be some joint
Planning Commission and or drb um issues
regarding those housing bills that may
be uh some benefit to to discuss they
also indicated maybe a discussion
related to updates to a possible new
noise ordinance now uh that's just been
in discussion there's been some uh open
houses about updating the noise
ordinance and you know where the
Planning Commission gets involved um
clearly is through the live
entertainment and or bar uh conditional
use permits and where the development
Review Board gets involved typically is
uh noise screening uh materials and and
uh additional walls and or plexiglass or
things to help the noise now if the
noise ordinance moves forward next year
um there could be talk about uh how that
gets implemented and what if any impacts
would be Associated at the development
review board level or even the Planning
Commission level for the
respective um um items on their agenda
so that was a topic that that the uh the
the board thought might might be
something worth discussing and then um
conversation on how to relay
communication between Planning
Commission and the development review
board um you know making sure that uh
there may be some communication relay
among the two without violating the open
meeting law of course so just some
things that they uh had remarked could
be something that the the two boards can
talk about typically when we've had
these meetings uh The Joint meetings and
I can't I don't remember if any of you
were part of those but they were an
hour to two hours long I think um try
not to um take more of your volunteer
time than necessary but if there's value
in doing that we would certainly um you
know host that uh like we have in the
past so just wanted to open up the the
agenda item regarding that again if
there's interest one and if you have uh
possible discussion items for that
meeting we could take those notes and if
there's interest then we could start
targeting maybe a day uh sometime next
year where we can make that happen so I
leave it up to you chair to uh leave the
conversation thank you okay I'll I'll
start with the the phone um commissioner
Joiner or commissioner Scarboro any
thoughts commissioner Higgs this is
Michael um I think that's a great idea
when I was on drb we often discussed the
possibility of having these joint
meetings and um I know in my past
experience that was what we did and it
really helped us both to uh better
understand what each of us were doing
and how it what we did impacted the
other so I'm a firm yes on that so thank
you okay any other thought I would I
would mimic those same comments from uh
commissioner Joiner I'm absolutely in
favor of the the discussion and the
topics that were presented by Mr Curtis
seem reasonable and appropriate for me
so I'm all in
favor yep any other comments on the dice
yeah I mean I'd be in agreement to do
that as well I got to participate in
that meeting when I was on the drb and I
did think it was very beneficial plus
we've had a lot a lot of new members on
the drb and Planning Commission so I
think it would be good for everybody to
to meet each other because I don't think
I've met some of the well I'll meet them
tomorrow because I'm on rotation but um
it'd be good to to introduce ourselves
with each other and um get to know each
other and you know the the housing bill
I think is also something that would be
interesting to talk a little bit about
because I know that text amendment was
supposed to be happening what was it
first of the year right yeah so I think
that would be important topic to talk
about yep agreed commissioner Kaminsky
yes I have not had that opportunity to
do that so I think it's a great idea and
one of the things I don't know if it's
appropriate to have us can consider with
them is um the crafting of conditions
that might be applicable either way so
sometimes they see projects before we
see them and if they have a condition
maybe that they think would be
appropriate for us to consider to to
have us have their minutes or their
comments on that as we're considering
something and likewise we've had
situations where we've had design
considerations that are out of our scope
but it would be nice for us to be able
to have a means through the minutes to
forward them our thoughts on conditions
that would improve the
projects
great yeah um I agree with everyone I
think it would be great I I can't recall
having one I think I joined planning in
2019 but I don't recall having one of
these but it sounds like a great idea so
I feel like anything before 2020 it's
just a big wash
so yeah so it's not we're not taking a
vote right so you're just taking the
feedback I don't have anything else to
add to that correct uh JS no action just
wanted to make sure that we got that
feedback and you certainly provided that
thank you and I'll probably reach out to
commissioner Gonzalez separately just to
um see if he had any other uh topics and
then we'll uh work with that with Brad
car um and see when we can get that time
available again we are um aware that you
guys are volunteers and these is extra
times but we really appreciate uh your
interest and engagement thank you sure
