thank you mayor thank you very much uh
this afternoon we have boards Commission
s and task force
appointments I and uh vice mayor uh
deasus will be handling those so at this
time I will turn the meeting over to you
vice mayor thank you mayor the scotdale
city council is responsible for
establishing City policies and enacting
laws and support of those policies the
council relies on volunteer
citizen-based boards and commissions to
research issues and make recommendations
in support of the council's mission and
goals the information and
recommendations provided by Council
appointed advisory boards is a valuable
tool in helping council members in their
deliberations this afternoon the city
council will be appointing Scottdale
residents interested in serving on
various boards and commissions I want to
thank the individuals for their
willingness to volunteer their time and
service to this community following the
set of interviews we'll vote on an
appointment for the board or
commission as I call your name please
approach the podium and briefly cover
the following for the record please
state your name and address and how long
you have lived in Scottdale please tell
us how your education employment or
volunteer experience relates to this
board or commission and what is the top
issue facing this board or commission
please limit your comments to two
minutes or less we have a timer by the
screen to help you manage your time
following each nominee's response I will
ask council members if they have any
follow-up questions for
you the first commission is the airport
advisor
commission the airport advisory
commission advises the city council on
policy matters relating to the operation
of the airport proposals for development
airport land uh area land use fees and
safety concerns there is one vacancy and
six nominees the nominees are Craig
Bennett Thomas QB David McCartney Jamie
Shaw John Sloan Carl
Stein I will call up the nominees
for their interview their um comments
the first nominee is Craig
Bennett next is Thomas cubby and then
David
McCartney somebody's got to be first I
guess council members M mayor uh my
name's Craig Bennett um our address is
9953 East balancing Rock Road in North
Scottdale
we moved from Southern California about
12 years ago and we're hopeful that
Scottsdale does not end up being like
Los Angeles and Orange County so um very
thankful to be here we are seeing
changes the population growth and so
forth my education um I went to
University of Southern California I took
engineering aerospace engineering for
couple of years math major and then I
end up in mechanical engineering because
at that time there were no jobs
available in aerospace engineering was a
long time ago
ago um I we moved to uh I got a
Bachelor's of Science degree and uh
decided that uh I should go into
manufacturing which we did but we moved
to to uh Arizona and we decided that uh
my business was still in California so I
had to commute back and forth so I did
it for a couple of years uh driving I
decided six-hour drive is not the way to
to live your life so I ended up learning
to
fly I got my private pilot license in
Scottdale at the airport there and I got
my instrument rating there as well and
so I'm very familiar with the the
training schools at the Scottdale
airport and some of the issues they're
in um so I flew back and forth to San
Diego and in Los Angeles a numerous
times over the next eight or nine
years I end up currently I have two uh
Jets and they're both parked and housed
at the Scottdale Airport I'm familiar
with a lot of what's going on there um
the the crowdedness nature of the
airport and I think as we move to the
next issues about what the airport has
to deal with is the growth issues not
just the parking and the of all of the
aircraft but also uh all the traffic uh
there's been numerous issues in in
traffic uh related to the air traffic
controllers and the traffic and the
pilots in recent year year there's been
a couple of incidents as you're all
probably well aware and I'm intimately
aware of one of the incidents myself
just because I I'm familiar with some of
the people but um I think that Mr Ben
think your time is up okay well that is
the biggest issue I think facing it how
they deal with the growth in Scottdale
airport thank you do any of my
colleagues have any
questions nope thank you Mr

Shaw uh thank you Madame vice mayor uh
Madame mayor members of the council I'm
Tom QB a 28-year resident of Scottsdale
and my information is all on file I'm
also a graduate of Scottsdale leadership
class 12 um I have an MBA in finance
with George Mason University and my
undergraduate work and focus was in
statistics as well I have over 35 years
experience in federal regulatory
environments and I'd like to give back
to the city I'm currently the executive
director of the international Aerospace
accrediting commission the IAC works
with FAA approved flight schools
aircraft mechanic schools and other
Aviation related training programs I'm
very familiar with FAA regulations uh
rules and advisories a few weeks ago I
was in Florida with 300 flight schools I
met with FAA officials TSA senior staff
cus officials to discuss pending notices
of proposed rulemaking some of which
could have impact on on the Scottdale
airport I'm currently a participant in
the faa's aviation regulatory committee
referred to as an arc um which is
working on the modernization of pilot
training program uh under what is
referred to as part 141 in this regard I
think I can bring some current and
relevant perspective to the commission
regarding flight training and Municipal
airports uh you asked what I think the
top issue facing the commission might be
sdl is one of the most active single
Runway airports in the country it's a
major contributor to our economic
success here and I think it's a interl
matrix of issues the overall safety at
the airport M at the airport budget
encroachment by development and its
continued operations is important to the
city if I was to speculate given the
airport Air Park as a major component of
2035 General plan corporate Corridor I
would say that the thoughtful updating
of the current airport master plan is
one of the top issues facing the
airport's future um I think I bring good
perspective to the commission and I hope
to serve as a member and I'm happy to
answer any questions thank you thank you

the fact that uh that I love seeing
somebody with a George Mason graduate
degree come and uh and apply for any
position in Scottdale thank you your

proceed okay my name is David McCartney
good afternoon I live at 11 235 East
wingspan Drive in Scottsdale uh I've
been a part-time resident of Scottsdale
for The Last 5 Years and this is my
first year as a full-time
resident uh Aviation has been my passion
for since I was 10 years old I have
degree in aviation management and flight
technology when I graduated I went in
the Consulting route I had one job I
just retired 40 after 43 years uh in an
airport planning and design firm uh we
did work at every airport throughout the
world uh when I retired it was 135
employees and 12 offices worldwide five
in the United
States I also have a degree in uh I also
have an airline transport certificate
with 7500 hours of flight time and I
base a my citation jet at Scottsdale
alsoo uh the challenges of the airport I
believe are noise safety economics and
then access for where single engine
aircraft are fighting for uh access to
the single Runway during Peak jet time
uh my son-in-law my stepson also did his
flight training uh at Scottdale so I'm
more well aware of issues uh I look
forward to applying my
Aviation expertise to the mayor to the
city council to the airport Advisory
Board to the airport staff to the
community uh and to the users and the
tenants at the airport I have a uh
in-depth background in all of those
areas yes thank you thank you do we have

Mr McCartney um next next we have johi
Shaw then John Sloan and Carl
Stein I'm Jamie
Shaw uh first of all I want to say that
it's a pleasure to see our city council
in person for the first time we see you
guys on in the media and uh seeing your
pictures and videos anyway um I reside
at 7530 East Ironwood Court I've lived
there for 35 years um and if you know
where that is it's about three miles
from Scottdale
airport um which is a great neighbor um
so uh I have a PhD in
engineering um I was a professor at
Arizona State University in the
mechanical and aerospace engineering
department um I served another 10 years
at the Ohio State
University um working on uh AI applied
to uh design of thin wall structures
such as those used in aircraft and
Automobiles and always look at these
things is when sometimes it you it
appears that you have a conflict
between two objectives like in my
research area and and in my Consulting
between lightweighting something and at
the same time making them more resistant
safe and crashworthy and in the same way
uh looking at an airport in the middle
of the city you say how do you grow this
in a safe uh way in uh
at at the at the same time with the
least effect on the community around
fortunately first of all um this the
scota airport is relatively light in
terms of traffic unless we have waste
management or Super Bowl or some big
event um so U as I've said the the main
interest is um as a retired um Aerospace
engineer who has worked extensively with
both airframers with uh Advanced
research companies like Dara and NASA
jet propulsion lab with airf framers
like Boeing with engine manufacturers
like Rolls-Royce in including honey well
here in town I have extensive experience
in this field and um I I think it's time
for me to volunteer for uh to do
something for our community so that's
why I'm here thank you Mr sha do we have

Sloan I'm John Sloan live at 10359 North
98 Street Scottsdale Arizona been a
resident here for 22 years since we
moved here when I retired from my
business uh I just want to start a
little bit this morning that uh uh I
started here in aviation going through
uh pilot training at Williams air for
space I stayed there as I was lucky
enough to stay there as an instructor
pilot for four years before I went to
Vietnam and uh flew 100 Missions over
North Vietnam and 47 in the south out I
did carry the American flag and I to to
I also Carri the Arizona flag over a
mission in North Vietnam so uh I do have
some connection to
Arizona uh I just want to look at a
little bit as to say that what we get
from our what we get from our experience
is wisdom and from wisdom we get the
ability to use the knowledge of good
judgment navigate in this case
aviation's complexities and make sound
decisions and understanding the
long-term consequences of those
decisions uh that's very important to me
and I think it's carried out even though
I'm I'm uh I'm a little bit older I
still have those things in my mind as to
what needs to be done to to to do
Aviation safety and so reminds me of one
time when I was at Nellis Air Force Base
had a really good job there and then the
wing Commander called me up and said
come down I want to talk to you he says
I need to I need the chief of safety and
I kind of winced and he says well here's
the keys to an F5 which was a fighter
pilot fighter fighter aircraft at the
time so I took that one went to the
chief of safety school down at us USC
came back and uh they changed Wing
commanders at the time the second one
that came in he knew what was going on
and I got to fly that F5 through the
whole mission of vanell Sur Force Base
and he asked me where's the next a
coming from I told him what it was he
called in the next four or five of those
Squadron commanders and they say do they
do you believe in this and some of them
said oh yeah we believe in that and then
a couple of them went I don't think so
but anyhow he he then made the decision
to to uh do what I recommended to him
and so from then on it went just fine uh
my last assignment in the civilian world

flag uh our last um uh nominee is Carl
Stein afternoon mayor council members uh
pleasure to be here thank you
uh for the nomination I've been a
resident I live in uh Northeast Sky cell
on 113th Street near Pinnacle Peak uh I
retired and moved here eight years ago
uh after a 40-year career in Los Angeles
with CBS I was a news photographer and
covered many stories at LAX and I was a
part of the media advisory committee at
LAX uh regarding uh safety uh disaster
coverage media action access and so
forth um and when I first came to uh to
the city um I did uh the civilian fire
uh training program with the under
guidance of Chief Shannon and one of the
um uh uh dat that we had when the
training was out at the airport and it
really was amazing to see the fire
department and and the operation they
had set up there let alone the entire
city uh so being here eight years
uh this is my chance to you know give
back in a way uh and something I think
is very important I don't have
aeronautic experience I'm not a pilot
but I bring a fresh set of eyes on a
subject that uh is important to the city
as far as being part of the LIF blood of
the city the airport which is so
important uh regarding uh certain issues
yes as being a confined airport and the
amount of traffic that it gets traffic
is an issue
uh also for me uh safety and also the uh
uh you know as far as being a friendly
neighbor the residence and uh uh you
know a noise abatement uh is also an
important issue for residents so I I
really
uh interested in uh hearing about issues
and analyzing and helping the commission
uh formulate decisions that can assist
the Council and I appreciate your time

it's a very difficult choice I am going
to go
with Thomas
kuy councilwoman Littlefield thank you
um ditto on the comments these are
wonderful candidates that we have to
choose from but I too will go with
Thomas
kuy I'll repeat that we uh have a
surplus of talent and uh I hope these
applications stay on file I believe they
will and I'll go with Mr QB thank
you I echo my colleagues are very
impressed with with these candidates

Thomas QB as well
Mr QB has been appointed um and I will
Echo uh councilman Graham that um all
these uh applications will remain and
hopefully um we'll have the opportunity
to see you again next time we have an
opening on the airport advisory
commission um the building Advisory
Board of Appeals has the jurisdiction to
recommend that minor variances in the
Electrical Plumbing and mechanical
application of the building code be
granted and alternative construction
methods or materials be allowed there
are two vacancies and two nominees the
nominees are Quenton asger and Frederick
detman Mr Asperger's term has expired
and he is eligible for reappointment Mr
Asperger uh to the mayor and the council
members my name is Quenton augsberger
and I'm applying for membership on the
building Advisory Board of
Appeals I own my home at
1458 East Christmas choya Drive Scott
still Arizona
85255 and have lived there for 29 years
I hold a BS in mechanical engineering
from the University of Arizona and I am
an Arizona registered professional
engineer I'm the founder of the Arizona
firm of August bercom engineering
INC now in its 50th
year 50
years have just completed a three year
year term on the Baba committee and have
a working knowledge of the international
building codes the top issue before the
Baba committee going forward is the
completion excuse
me an adoption of a proposal I've been
working on during my last three years on
the Baba committee that proposal would
create an addition to the international
residential code directed at improving
life safety of Scottdale residents by
preventing people from falling from a
ladder while changing the air filter in
the home quite simply if you don't need
to be on the
ladder to change the air filter you
can't fall from the ladder the proposed
addition to the international
residential code would require return
air grills with filters to be located
where a person does not have
to climb on anything to change the
filter some Arizona Builders are doing
this
voluntarily I modified the duck work in
my
home to Rel relocate the air filter
about 10 years ago in conclusion the
safety of all scale residents must
continue to be a top priority this
proposal would be a small step toward
that end thank you for your time

committee received reports on the city's
progress in implementing the bond
program reviews any proposed project
changes to the program and provides
comments to the city council with
respect to the bond program as the
committee deems appropriate there is one

haod thank you I'm James Davis we've
lived at North Scottsdale for over 20
years sold our home there and on
currently in the transition to Marvia
the retirement community at 7215 East
Princess drive I have a bachelor's in uh
of Science in
engineering chemical engineering an MBA
I was commissioned into the Marine Corps
served two years active duty and two
years active reserve retired as a
captain spent 41 years in Corporate
America five different companies various
assignment
the most recent five years was as Chief
uh operating officer and president of
a aluminum and steel recycling company
that also then converted those products
into intermediate and final products for
the automotive the residential and
commercial building and defense
Industries we had over thousand
employees 10 plants at one time a
million a billion in annual revenue and
uh over uh five
uh thousand different products to those
various companies and
markets I think the major challenge to
the bond oversight committee is the
unfortunate very significant inflation
that's incurred since those projects
were identified scoped and cost
estimated there's nothing we can do
about that the ongoing problem is
managing one the uh any changes in scope
expansions or changes in project and two
uh addressing the very significant cost
overruns on some of those
projects thank

hello I'm happy to be here today I'm Amy
Grimshaw I have I live at uh 9494 East
Redfield Road and I've been in Scottdale
for about five years I have a master's
degree in accounting from Southern Utah
University I back in my hometown I grew
up in a small town and my family was
heavily involved in the community and
since moving here I have really missed
my own Community involvement I have
served on the lwi income housing board
for my community and I also have served
in
um many different political
Endeavors um I think the top facing
issue for the board of the commission is
making sure that the funds are going
going
to I'm sorry I'm too
nervous you're doing great just take
your time take your
time
okay I think the top facing issue is for
this border commission is making sure
that the expenditures are going to the
right places and that things are being
allocated properly and that the projects
are actually being completed in time
that's all I have thank you very much

folks for uh allowing me to be here
today and for the nomination my name is
Corey Hagood I live at 15723 north2
Street and I'll be there for six years
as of July 1 and I'm proud to say that
this is going to be our forever home
especially after having lived in eight
states over the past 12 years but
recently uh I've been working for Hayden
a local construction company for one
year it's a where I want to retire from
about two years ago my wife and I bought
a local small business Gast still City
lifestyle magazine and I've got two kids
in SD who absolutely love it here in
their Community uh I got my
undergraduate engine I got my
undergraduate degree from civil at
Georgia Tech in civil engineering and I
was also one credit away from a city
planning minor so I love the whole like
City Planning aspect of this position um
after college I had boots on the ground
experience uh with construction where uh
my specialty ended up being be able to
communicate the differences between the
offices and the Tradesmen down in the
field help helping Bridge those two
communication gaps um from there I
decided I wanted to go back and not just
understand how projects uh were built
but also how they were funded and
improved so I went to Business School uh
where I quickly fell in love with
Finance because I feel like it's
engineering with dollars and cents and
then since then I've been focusing on
the vend diag of between construction
finance and Innovation that's led me to
a variety of roles uh over the past 10
years but they've all really uh the main
theme has been the communication cap
between stakeholders how can I
communicate with operations and business
planning and marketing and things like
that making sure everyone has the same
set of facts and is on the same page and
speaking the same language and I think
that that's going to be very relevant to
um the this Commission because I think
one of the biggest issues facing it is
just transparent communication we're
very very fortunate to have the voters
trust the city to be able to take their
tack dollars and use them wisely and I
think that this commission through being
transparent and what some of the other
nominees have said in terms of making
sure that the money spent on the right
projects in the right way is going to be
very important because eventually this
bond issue is going to run out and we're
going to need more and we want the
voters to be able to vote for those as

Smith good afternoon mayor and council
members my name is Patricia pallet I've
lived at 12610 East Laurel Lane in
Scottdale for four and a half years
after traveling literally almost all of
the United States um I kept coming back
to Scottdale every single year for my
family vacation and so I decided to move
my family here and make it my forever
home because I love it and when I leave
the state when I leave the city I can't
wait to come back and I have five
beautiful boys who I am um go uh through
the school system here and attend um
enjoy all the different parks recreation
uh since moving here I've dedicated
myself to uh being active with the city
U the reason I'm not at most of the City
Council meetings is I attend almost
every single school board
meeting um I I am a uh CFA Charter
holder uh and that's a certified risk
financial analyst I am a Financial Risk
manager I hold that designation I also
have an MBA with the concentration in
finance I have over 15 years in
Financial Risk Management 12 years at
Franklin Templeton as an investment
manager where I successfully oversaw a
two-year long large project where I had
had to work with various groups oversee
them keep them on time and also report
to management um the last two and a half
years I've been at a bank as an asset
liability manager um in compliance
overseeing the first line overseeing an
80 billion portfolio uh where I'm
responsible for compliance and Financial
Risk Management on the side I've been a
volunteer for my boy soccer team as a
treasurer for the last two years I hold
myself up to very high ethical standards
finally the top issue with this
commission is yes keeping projects on
time on a budget and right now um
neither one of them are being followed

hello my name is Tammy Smith I have
lived in Scottsdale for 15 years my home
address is
7634 East Vista Drive thank you to Mayor
Lisa barowski and the council for the
opportunity of the nomination and uh for
this conversation didn't know I was
going to do this but I'm doing it maybe
because it's
Tuesday every Tuesday I volunteer my
time at the Phoenix Mets it's called
Maps the military entrance um office I
am very closely attached to what happens
there
uh James Davis where are you is he still
here okay I don't want to compete with
your experience and your commitment and
your service to the country um I am
pulling my name I wish there were two
places for us there's not so I am
encouraging all of the city council
members to please vote for James Davis
and in the next quarter when there's an
opening I hope to see you all here at

other applicants coming in or the the
current members of of these commissions
are in trouble if this is our applicant
pool that that uh that's coming up

as

round the environmental advisory
Commission provides guidance on the
prioritization of future environmental
activities and recommends environmental
policies to the city council there is
one vacancy and three nominations the
nominees are John Cressy Mark Marius Mr
Marius will be participating uh

first of all I want to thank all of you
for your public service I know it's uh
in times are uh it's can be a very
trying job um I live at 3600 North
Hayden Road I've been a Scottdale
resident for 14 years although I retired
seven years ago I have uh some fun
retirement jobs as a segue guide a
hiking guide on Camelback and also a
food tour guide locally um uh but my
background is Corporate human resources
in Fortune 500 companies
uh I've been consistently praised for my
analytical skills and project management
skills I see the biggest challenge for
the environmental committee uh is being
climate change while they hope the
scientists are wrong smart leadership
prepares for all possibilities um and
those scientists may be right they
predict five years excuse me 25 years
from how now the temperature change in
this region may be as much as five
degrees hotter as you all know this past
summer in our region there were 113 days
in a row of 100 degrees that ble out our
old record by nearly 50% of 76
days first and foremost I think the
committee should look for ways to save
money or enhance our Revenue um in an
environmental sense there are three
three projects that I would Advocate
that we pursue even if you don't select
me I hope the city looks into these
first one would being uh two button
flush toilets they greatly conserve
water up until three years ago the city
had a program reimbursing homeowners for
those two button flush
toilets um uh and they are very
effective they cut water uses water
usage by as much as 80% to my surprise
none of the city buildings have those in
place that I'm aware of and I've asked
my several of my friends where city
employees they don't know of any
either um according to our City website
the cost of a gallon of water once
somebody surpasses 30,000 gallons of
water is $6 a gallon I don't know how
how much water we uh consume as a city
uh in terms of city government but I
think there could be a cost savings
there of perhaps $300,000 or more I'm
advocating further study of that because
it's a project environmentally related
project that could save us a heck of a
lot of money uh needs more analysis um
the other thing I would advocate for a
second project would be Cary thank you

advocate for carports the one Civic
Center parking lot uh so the cars the
police cars aren't running in order to
keep the Naran in the vehicles at a cool
temperature and also with metal
recycling there could see that could be
a profit Center for many cities and it

infrastructure Finance Authority of

master's of public policy conent
concentrating in Environmental Policy
throughout my career I have worked in
environmental policy in a bipartisan
fashion throughout the State of Arizona
it has given me the honor and the
privilege to now serve across multiple
Governor administrations and travel this
great state um at wifa we have given out
over $200 million in water conservation
grants which has allowed me to go to a
lot of really fun ribbon cuttings and
groundbreakings and see how conservation
and environmentalism can go hand inand
with growth I do not believe that
Scottsdale has to choose between our
precious resources and continuing to be
the great City we are Scottdale has a
wonderful Legacy of conservation and
sustainability and I know with my track
record I could play a small role in
continuing that Legacy for the
city I also proud to have been named a
2024 Flynn Brown fellow Arizona's
Premier Fellowship for those who care
about handling government through
bipartisanship and Civ
and I hope if you would grant me this

to and where do you want to live one day
and quite honestly um my answer is is
pretty boring it's uh it's where I live
right now um I really do love Scottsdale
um this is where I intend to stay for
the rest of my life and um to go off
with that I've done my entire
professional career in Scottdale thus
far which uh as you can tell has been
very lengthy um but I have worked here
for about three years right in the heart
of Oldtown off Indian School in
Scottdale Road and um I currently work
as a commercial real estate broker I
facilitated approximately 16
transactions totaling over $30 million
worth of volume um I also serve as the
chief strategic officer um for a
nonprofit dedicated to homeless Outreach
across the country um and on top of that
I am our office's uh service impact
leader so I help uh organize events for
community service and
fundraising um as far as this commission
goes I'd really like to be on it because
I think as a younger person I can
contribute a fresh opinion and you know
be of value and a a different way um so
that's ultimately the reason why I chose
this commission to apply for and um as
far as what the top issue is I think
it's really just maybe a lack of maybe a
younger perspective and so that's what

broker and a general contractor working
with Community for over 20 years I
understand the importance of
representing diverse perspective my
background includes military service
owning a small business and being a mom
I was hearing the airport advisory
nominees that were all very amazing I
did receive my pilot's license here at
the air park over 20 years ago and I did
get my culinary and my interor design
degrees in Scottsdale Community College
so I have lived my entire adult life in
Scottsdale I love it now raising my
three young children in scotle for years
to come I feel like I have a very vested
interest in this city being the best
city it can be and I would like to be
part of that effort the human relations

of the residents to engage in social
activities and different city projects

I live at 820 East Sharon Drive in
Scottsdale um I've been a Scottsdale
resident for over 17 years I have an
undergraduate degree from Cornell
University and a master's degree from
Georgetown University's graduate school
Foreign Service where I completed an
honors program in international business
and
diplomacy I'd like to highlight three
areas of my experience that I think are
relevant to the neighborhood Advisory
Board first I began my career in
government Consulting with price
waterhous Coopers in Washington DC where
I worked with federal and state agencies
to re-engineer business processes and
deliver improved services for
customers I would draw on this
experience to to develop neighborhood
initiatives second I have many years of
experience U leading cross functional
teams and implementing corporate
initiatives for both PetSmart and the
Home Depot
as many different city departments touch
our neighborhoods I would work cross
functionally to implement programs and
policies that improve our
community finally I'm a leader in in my
neighborhood after my home was
burglarized in 2022 my husband and I
began a neighborhood watch group and
I've managed to grow that group to over
160 members in less than three years
we've partnered with police to thwart
burglaries we've rescued neighbors
stranded in storms we've reunited many
lost pets and even some horses um with
their with their families I've coordin
uh coordinated my neighborhood's
involvement in the city's Adopt a Family
program during the holidays and um I've
organized numerous successful game
parties which we always welcome city
council and um we've welcomed council
members Littlefield Whitehead and Graham
uh to our parties
um I believe my neighborhood leadership
experience would be an asset to this
commission I think one of the top issues
facing the neighborhood advisory
commission is engagement in building a
sense of community given our City's
growth I'd like to improve the
commission's visibility and build
Partnerships with residents and groups
like the neighborhood watch so that we
develop and optimize City programs that

hello my name is Jane Brena and I've I
live at 8226 East monito Avenue in
Scottdale um I have lived in Scottdale
26 years although not
consecutively I've actually also had a
house since South Phoenix and house out
in
Higley um as far as my experience I
guess um I want to start I do have a
degree uh from ASU in organizational
Communications that focuses very heavily
on being able to communicate with all
different kinds of people and I parlayed
that into a business um career I started
out doing business writing um policies
procedures I worked for for my first job
as a matter of fact um well when I first
moved here in
1979 I got a job at smidy restaurant uh
as a waitress across the street from the
Motorola plant and I met a lot of really
nice engineers and I got a job at
Motorola so I started out doing material
Expediting and worked my way up at
Motorola
and in that
time I I learned all kinds of things so
I don't even need to go there as far as
training um I have received mediation
training um I also participated in a
mediation program with the town of
Gilbert um I volunteered I won a major
award volunteer of the Year solvet
mediations um I when I moved to Higley
and bought my house I bought it in a
homeowners association didn't know what
I was doing um but I did get involed I
volunteered for the board and I served
on the board and then I also decided I
need to be more educated and so I took
training in Homeowners Association
Management um I'm running out a time so
in addition to uh being on the board I
also managed other homeowners
associations so I've I know what it's
like to try to keep neighborhoods
looking great than you challenge thank

you so much for having me today I
appreciate it um I have lived in
Scottsdale for the past 25 years the
last eight years in Scottdale Mountain
um my education I was an uh architect
and planner from the University of
Michigan and uh oh we have one here and
um uh for the past 35 years I worked in
finance for everything from mortgages to
um Financial development for large
communities throughout the Southwest
Vegas and um uh
Albuquerque um but my my most recent
project before I retired was uh I
created and developed a uh real estate
Lounge morgage company for a Tucson
company right here in Oldtown and that's
where I really got to know the
difference between Oldtown and North
Scottsdale because although they're very
different facets of Scottville they are
so completely different one of the
things that I have uh realized that the
community where I live is very um
uh desert and down here it's very much
like asphalt and and buildings but I'm
very concerned about the naos areas and
and the way the older neighborhoods are
gracefully aging and how we can help
those is to the difference of what most
people think about which is um the
communities that are being developed and
that are newer um I have four children
in college three at ASU and one at NAU
and it is our goal to have them raise
their families and live in Scottdale and
affordability is what comes into that
picture because it's not the most
affordable place to live but as long as
Scottdale becomes keeps being the
amazing place that it is growth is
always going to be the biggest issue
that we face and that is where I think I
my experience in architecture and
planning and finance
can help me help you thank you do we

proposal project management experience
the first 10 were with construction and
engineering firms and the last 10 have
been in healthcare so specifically
prescription benefits management um this
means I have a lot of experience with
different public procurement sites and
working with government entities to
carefully meet their needs whether it be
for different insurance benefits for
government employees or road maintenance
contracts or even bidding on
high-profile construction projects so a
large range of experience there um
there's not a top issue in particular
that is prompting my application to join
the neighborhood advisory committee um
I'm more interested in getting to know
how decisions are made on the city side
and I really think my experience will
allow me to ask the right questions
around proposed projects I very
regularly work on detailed
time-sensitive projects so I understand
how and when it's appropriate to push on
timelines and how to plan accordingly
looking toward other future improvements

understand how my local government

years now I a retired professor of
chemistry at one of the Ohio State
universities and a professor of
biochemistry at the associated Medical
College which means I taught
biochemistry to Future Physicians closer
to home I have been the 20 years ago 20
years ago the chairman and member of the
Environmental Quality Advisory
Board uh at Scottdale Community College
I co-founded the Sonoran sustainable
resources Institute defunct like your
sustainability
commission and the center for Native and
urban Wildlife which is th thriving and
doing very
well uh oh I forgot to name to to tell

front door and my living room window
where I do my reading opens up onto
chaparal Park the Park's 20 ft away the
Lake about 150 ft

observe the park regularly I use it all

issues that I observed one of them is
electric bicycles zooming by a 30 m an
hour uh operated by juveniles under 14

I'm seeking reappointment to the Parks
and Recreation Commission It's really
because it's been such an honor to serve
this city uh we have worldclass ameni is
a really really fantastic staff and it's
been so wonderful to get to interact
with them um it's also been really fun
to meet my fellow citizens and hear
about their concerns as they relate to
our Parks and Recreation offerings so um
I'll take first my volunteer experience
in addition to being a commissioner uh I
have worked on the Youth Sports field
allocation policy some of you might be
like what the heck is that well 13,000
kids play sports every year on fields
that the city owns or operates and it is
the responsibility of the Parks and
Recreation Commission to help advise the
policies by which we allocate ours to
different partners um it has been a real
pleasure to work on that although also
very challenging I've been working on
that policy since
2023 and if you can believe it it will
go into effect in
2027 so I would love to actually be a
commissioner when the work that I've put
in goes into effect um secondly
professionally I'm a professor at
Arizona State University I study
construction management I'm sure that
everyone in this room is familiar with
the fact that construction is expensive
and it has gotten considerably more
expensive since the pandemic uh I
actually study cost escalation and cost
estimating as well as how Municipal
governments like the city of Scottdale
can use Innovative methods and
approaches to try to mitigate the
impacts of those cost escalations so uh
I really look forward to bringing that
construction expertise to our commission
as we evaluate budgets and think about
what's going to be next especially as we
expend the

evening I'd like to uh inform and invite
you to the uh wildfire wildfire
awareness meeting that will take place
on this Wednesday March 19th at 6:30
p.m. and that will occur at DC Ranch the
Homestead at DC Ranch uh located at
18600 North 98th Street and the purpose
of the meeting uh we're excited to have
the fire departments the Scottdale fire
department uh talk about the Wildfire uh
mitigation and preparation efforts that
have been uh underway uh for the last
couple of months leading up to the um
the upcoming if you will Wild
season uh together um the experts will
lead a discussion for the public and
this is open to the general public uh on
topics that are uh def definitely top of
mind uh following the catastrophic fires
in the Pacific Palisades and of course
the risk of such here in Scottdale at
the Town Hall discussion participant
participants will learn about the
Scottdale fire department's response and
prevent ition strategies City policies
including
naos areas and ways that the general
public homeowners and homeowners
associations uh can work together to
mitigate and the risks and enhance uh
our Wildfire resil resilience I
certainly hope that you will attend and
does anyone know if that's going to be
recorded Bend you know hopefully it will
be I don't remember we'll look into that
though yeah and will'll take every
effort to record that so that we can
also include that on our website hope to

build Scottsdale's Community through
their commitment and involvement in
neighborhoods thank you very much for

dakus and city council as members of the
neighborhood advisory commission we are
here tonight to present the winners of
the 2024 Spirit of sky
Awards program next slide
please the neighborhood advisory
commission advises and makes
recommendations to City Council on
policies plans strategies and programs
for the preservation Improvement and
revitalization of Scottsdale's
neighborhoods one such program is the
spirit of Scottsdale Awards an annual
program that recognizes residents and
organizations or businesses that help to
strengthen and build Scottsdale's
Community through their commitment to
and involvement in neighborhoods
embodying the spirit of Scottdale the
commission determines winners based on
their active years of involvement and
their unique contributions of time
effort skills or financial resources to
the community we would now like to
highlight the 2024 winners from each
category but ask that Applause be held
until both winners have been announced

award goes to Mary and John garbach when
it comes to Scottdale Spirit Mary and
John do more than just talk the talk
they walk the walk they volunteer as
part of the scotdale adopter road
program for over six years they have

to three times every month and they pick
up the trash the neighborhood advisory
commission and the community thank you

advisory Commission recognizes Clayton
companies as the business category Award
winner owned by Tom Frankle Clayton
companies has been renovating and
developing real estate in downtown South
Scottsdale for almost 40 years the
Clayton on second the clayon house and
77 on the park to name a few of note in
the 20 of note in 2024 was a project
involving two new restaurants on the
north on the north of Hayden and Thomas
the Eleanor and Oliver's modern American
the both of which are delicious uh the
overall project revitalization and an
existing shopping center and paid homage
to Scottsdale's history and character
the goal of the project was to create an
authentic neighborhood center and
treasured South Scottdale Gathering
Place as such this recognition is very
well deserved congratulations Clayton

Set uh hello I'm ly yango and I live at
11 1281 East Del Timber dive and I've
lived in scota my whole
life um I'm a junior at deser Mountain
High School and today I am here to
express my concern for this new city
council's and its majority's lack of
action and its purposeful action to not
protect Scottsdale's nature and where we
live so I just don't understand why we
are not acting to protect nature last
time I was here the Scottdale city
council you guys uh voted to repeal the
Scottdale sustainability plan even
though everyone who spoke was except for
one person maybe um was in favor of
keeping the plan so to me this
represents that there is a a barrier to
the communication to us letting you know
or us getting through to you how
important protecting nature is here in
scottd so I'll go with a different
approach
to uh to us people there are three basic
goals that we have in life um one is
having basic necessities like food water
the house you live in Al then the second
one is success in terms of money and
power we all want power and also third
we all want happiness but right now
you're in action to uh protect you're in
action to protect nature threatens all
three of these basical that people have
for example I heard a while back that
the state level they were going to build
a pipe from the ocean to uh Arizona to
provide drinkable water because there is
not a viable plan right now to uh ensure
drinking water in the state of
Arizona um so this threatens the basic
necessities also here in Scott still
extreme heat the season is just getting
longer tourists are not going to want to
come no one's going to want to stay here
when it just keeps getting hotter
outside and third the happiness if we
don't have a viable place to live and
and a beautiful place to live no one can
be happy so we are obviously not doing
enough and if that you are not convinced
by the science maybe be convinced by
your own body intuition of when you go
outside it's a little too hot right now
or you haven't seen rain or there's not
enough rain so today I'm asking you to
act to protect nature and if you don't
know where to start a great place to
start would be to reimplement the
sustainability plan that was just
repealed and if you did so my friends my
family my school we would be surprised
because of the past history of the city
council but we would be so thankful for
what you have done and we would be so
grateful if you looked forward to a new
future in protecting the future of Scott

good afternoon thank you for allowing me
to speak about the importance of the
Oldtown Scottsdale Farmers Market this
afternoon we really appreciate all that
you do for the city um I love this
Market as do thousands of people who
attend every week uh this last Saturday
we conducted a rapid assessment survey
with hundreds of customers at the market
and we heard so many positive comments
about what we do and where we are people
love the convenience of us being located
at the parking Corral on Brown between
first and second streets we're close for
them to visit the shops and restaurants
and parking was overall not an issue for
the people we spoke
with many expressed concerns about the
city disrupting their Traditions by
tearing down the parking Corral and
building a parking
structure not only were they concerned
about where they would be able to find
us but they were unhappy about a
multistory parking garage in their
beloved Old Town
when visitors come to Arizona for the
Waste Management Open Barrett Jackson
the Super Bowl or spring training their
itineraries are packed with other places
around the state they go to the Grand
Canyon they go to Sedona and they go to
Oldtown
Scottdale for almost 75 years Scottsdale
has bragged about its history calling
itself the West's most western town and
the motto stems from the area's ranching
and farming
routes it's iconic and it plays out in
Oldtown
Ambiance part of the charm is the
Oldtown Scottsdale Farmers Market we
give visitors a chance to see and taste
what Arizona was is and how it's growing
the market hosts the Oldtown ambassadors
every week the city city library twice a
week we regularly bring in nonprofits to
educate customers and we participate in
City tourism events like Scott Dazzle
Western week and June days which is
really hot by the
way we understand the importance of
adding parking the citizens of Scottdale
asked you to do it they passed a bond to
pay for it and you approved a contract
for a company to design the garage but
we learned that the design contract is
not tied to an
address with the current option of
replacing the parking Corral many
businesses will be affected by the years
of proposed construction customers will
struggle for access to shops and parking
besides losing customer dollars it'll be
difficult for those businesses in
Oldtown to have supplies
delivered we ask that you take the time
to reconsider the location for the new
parking garage it seems prudent to add
another review of Where the parking
garage should be given how construction
will affect the businesses and Community
there are other city-owned properties
nearby that might be a better choice
than the parking
Corral having input from all the
stakeholders
might make the final decision more
palatable for those affected by the new
parking
garage thank you again for your time we

Dolan and Steve set suton I see back
there if you uh if you want to go fifth
on this list uh that'd be great because
there was someone that was
not
available mayor and city council um I'm
back first I want to start by
apologizing for my actions at the last
time I spoke um it is unusual for me to
lose my emotional intelligence but I do
have my freaky buttons and a couple were
triggered and so I I apologize and I
thank you for the opportunity to speak
again um I'm here to speak on behalf of
myself and also on behalf of Don Logan
who um cannot speak tonight Don was the
first director of diversity and dialogue
that's what we called the office then
diversity and
dialogue he was hired into that role
from another role in the City by then
city manager dick Bowers and it was
because
unfortunately there were some
incidents between some of the city's
employees and members of our diverse
Community those resulted in
valleywide and national attention not
positive attention very negative
attention so Dawn was tapped to create
an office that was not
about anti- Merit hiring or anti- Merit
discrimination
had nothing to do with hiring it was to
cultivate a relationship with the Civil
Rights and other interest groups such as
the tourism
industry in our
community to educate and to learn from
the diverse means and
different thoughts and practices in our
community these are all Community
efforts
it was done in a
nonthreatening and safe
environment when I came to Scottdale I
had a lot to learn when you're new to
something it takes a long time and as
Kathy remembers I took a lot of time to
listen and I think we all need sometimes
step back and listen and learn I had a
whole organization to learn about as
many of you are now
doing but I did learn that the diversity
and dialogue office had undertaken a
number of positive efforts in the
community and had done a lot of positive
Outreach and that Outreach has continued
when issues have
Arisen and it's not about just the Trad
traditional diversity Monday we
celebrated St Patrick's Day St Patrick's
in Ireland is my Heritage still wearing
a bit of the
green the White House the White House
Green Pond and Fountain out front
celebrating the Irish heritage of so
many of our
citizens women's History Month when we
get to celebrate all of the positive
things so just one last moment if I
could this room is known as the
Kea the Kea is from the Native American
Pueblo people it means meeting room
Gathering Room the yakai Indians this
was their land at one time and we need
to celebrate and I just beg of you let's
step back let's take a little time to
learn and to listen to each other
because there's so much we can gain

thank you my name is Linda milhaven I
live on Belgian Trail in Scottsdale I'm
here to speak to you tonight about
concerns with the implementation of
ordinance 4662 also known as the Dei
ordinance Scottdale is a welcoming
Community where everyone belongs as you
have heard the office of diversity and
dialogue was created to improve
understanding and communication within
the city organization and within our
community and I believe we all agree
with the original intentions of this
office I know you agree councilman
quasman when you write that first and
foremost Scottsdale is for everyone I
firmly believe that every person in our
city deserves respect kindness Civility
and empathy councilman quasman you also
wrote our decision does not halt the
celebration of Scottsdale's Rich
diversity mayor you wrote as city
leaders our goal is to ensure that no
Community or resident in Scottsdale is
underserved or overlooked however the
ordinance reads the use of city funding
for Dei will discontinue this sentence
is vague and open into interpretation
the interpretation is outlined in the
transition Memo from staff creates the
wrong impression of who we are as a
community and contradicts your
intentions to ensure that Scottdale is
for all more specifically the transition
memo speaks to resending the use of The
scottd Branding scottd for all
inappropriately suggesting that we are
not open for all redirects library
reading programs for special populations
without defining who is a special
population and who is not and who gets
to decide it talks about discontinuing
June teth celebrations and begs the
question about which holidays May we
celebrate and which holidays May we not
and who decides eliminating employee
resource groups reduces the
opportunities for networking and
personal development for all employees
for example the parents and caregivers
employee Resource Group provided
information and resources that helped
six employees become first-time
homeowners and 11 more employees are
going through the program that will be
discontinued if this plan moves forward
board the groups are run by employees
and are open to all employees the plan
calls to eliminate support and
membership of specific groups like the
NAACP and the Hispanic chamber and then
reads and other local and Regional
organizations working in or with
interest in Dei initiatives why these
groups like what other groups the city
was a co-founder of community
celebrating diversity which host hosts
the annual MLK dinner the memo was
silent on this organization is
supportive CCD also be eliminated if so
by what criteria and who decides which
organizations get support and which do
not as Leaders we look to you to protect
our community and our reputation we need
to affirm our commitment to being a
welcoming community and create
guidelines that will protect valuable
programs while discarding programs that
promote discrimination in future Council
meetings you will hear from other
members of the community with the same
plate please direct staff to postpone
implementation of their transition plan
with boards until boards and commissions
like human relations tourism development
and the library board can recommend
guidelines for future programs within
their areas of expertise and until you
can hold a work study session to clarify
the ordinance and ensure that the
implementation of the ordinance meets
your goals our residents and our 11
million visitors are relying on you to
get this right and show that Scott is a
welcoming Community where everyone
belongs thank you thank you very much

dcus and council members I'm here to
give you good
news and I'm not going to ask you to do
anything last Saturday morning the new
passive dog area and active dog area
signs were
installed every day since then people
have been telling me how good the signs
look and how happy they are with the
messaging I want you to know that Chael
Park Community Services operations
supervisor sunny nakagawa and city of
Scottsdale Communications supervisor
Alex Sanchez were superb in
collaborating to create these signs
Sunny's management of the process and
Alex artistic talent resulted in
good-look signs with great message
legibility the two larger dog park eut
signs are laed due to established City
vendors not having sufficiently large
material there is a local vendor OneStop
sign company that can fabricate the
signs because they create blanks of all
sizes from raw
stock if you have not yet unwrapped the
package I provided each of you please do
while being careful not to cut
yourself what's in this package is a
smaller
version of this this is the type of
material that the city uses to make
signs it's
aluminum
this is a composite material it is two
Thin sheets of aluminum sandwiching
polymer this is known as Max metal these
were provided by the vendor mentioned
above the vendor told me that compared
to solid metal Max metal is physically
stronger and has lower thermal
conductivity to resistance damage from
winds and fading from high summer
temperatures best of all Max metal is
approximately 30% less expensive and has
greater lifespan before needing
replacement I independently confirmed
this information with grimco the
manufacturer of Max metal and with an
artist I met at the dog park who happens
to own Oasis sign company which is a
hand painted sign business here in
Scottdale City of Scottsdale communic a
supervisor Alex Sanchez has a max metal
sample and specification sheet I was
told he is contacting the vendor for a
quote on Max metal
signs I'd like you to consider the fact
that maybe this might be something that
you might want to do with all signs in
Scottdale uh speaking to one of the
police officers this morning he pretty
much confirmed what I've seen and that
we do have a lot of street signs that
are suffering from the heat the great
thing about this this lower heat
conductivity is what apparently causes a
a lot of the fading of signs is
literally being baked by the material
that they're on getting so hot and
retaining the heat whereas this does
not I want to thank you for your
consideration thank you Steve maybe you
need to apply for a
job here in Scottdale I'm retired Never
Too Late glad to
help all right well that concludes the

comments and uh next we move on to the
approval of the meeting minutes from
February 18th 2025 and exact session
minutes of February 18th 2020 2025 so

13 is a request to adopt uh resolution

13376 authorizing the selection of Ralph
Ralph Anderson and Associates to conduct
the national Recruitment and selection
process for the position of city manager
presenting this evening on the topic is
mon Boyd uh can we hear from her
now thank you mayor good evening
so I do have a very brief presentation
for you regarding this agenda item since
we have it on the formal agenda um I
wanted to go ahead and start with go
ahead with slide two please just some
quick background on the city manager
process prior to um our current vacancy
the last time the city of Scottdale
recruited for a city manager was in
March of
2016 um the process was considered
conducted by an outside executive Search
firm the entire process lasted 41 weeks
um that wasn't the original plan but
that's what it took uh resulting in the
selection of former city manager Jim
Thompson on December 8th 2026 I mean
2016 so with Mr Thompson's departure we
um reached out to our current list of
contracted executive search for vendors
we heard back from four and um the HR
department reviewed all of those
recommendations and we do have a
recommendation for selection today and
I'm also uh requesting
Authority for the spend for the contract
award as well next slide please so we
are recommending Ralph Anderson and
Associates um over the last three years
this team has conducted several
recruitments for us they've all been
National recruitments and most recently
we had the assistant city manager
process that was conducted last year
that resulted in the selection of gr
kton um that particular process was
successful because we had a multiphase
process with members of City leadership
and members of sorry about that members
of the community which included um the
police and fire chiefs assistant city
managers the city manager Scottdale art
Scottdale chamber experience Scottdale
honor Health the Boys and Girls Club of
Scottsdale McCormack Ranch DC Ranch
Paradise valy executive leadership
Scottdale Human Services Commission and
the Coalition of Greater Scottsdale for
total of 32 panel members uh panel
members serving on four different panels
simultaneously so it's quite an effort
that Ralph Anderson Associates Co
coordinated for us um that process
lasted five months and it was done
approximately a year ago so based on the
scope and the proposal from Ralph
Anderson we are recommending them as the
vendor and we anticipate this contract
award to be a total of
$64,000 and that figure comes from a
flat fee that was included in the
proposal of
58780 and additional funds for
incidentals that occur with these types
of processes so with that I am
recommending um the next slide
please the adoption the adoption of the
resolution um as
indicated we go sorry thank you Monica I
see a few questions here on the board

Mallen thank you mayor um thank you
Monica for your presentation with that I
move that we adopt resolution
13376 authorizing the selection of Ralph
Anderson Associates to conduct the
Nationwide Recruitment and selection
process of the position of city manager

Littlefield has a comment prior to the
motion so thank you thank you mayor um I
would like to make an alternate motion I
move to table this item and request
staff agendize an item for future
council meeting including a possible
exec session for the city council to
consider the appointment of Greg Kon as
permanent city manager I believe he has
done a superb job and as our temporary
city manager and I believe we should
consider him for a permanent position in
this role running and um before going to
the expense of looking for someone else
I think he has run our city efficiently
and effectively and I think he has
deserved this nomination thank you
second councilwoman Whitehead so I would
like to speak to that alternate motion
the city of scel is a city with 240,000
people 11 million visit s and Greg has
had to uh as relatively new to Arizona
has had a difficult task to say the
least however the citizens of this city
certainly deserve um and should expect
that this city council will do a
national search because this this
position is so important and the impacts
is it's great and so I strongly urge my
colleagues to while we respect uh Mr Kon
we respect the challenges that he has um
had in the first few months of in this
role but as we have always done in the
past I strongly urge my colleagues to
support a national search so that when
in fact if Mr kton gets the appointment
we know we've done our jobs thank you
thank you vice mayor
devasquez thank you Madame mayor um Miss
Boyd mentioned that a national search
was conducted for the assistant city
manager what was the panel size that
interviewed Mr Kon so we initially had a
screening that included the city manager
the assistant city managers um that
basically narrowed the candidate down to
about seven candidates with those seven
candidates we had 32 32 panel members um
half of them repres representing City
staff and half representing the
community members that I mentioned the
partners and so are four different
panels um so it was a very long day
process each candidate moving through
each one of those panels with technical
leadership questions um and questions
related to their experience so it sounds
like a national search and an extensive
panel was already done and Mr Kon was
selected that's my comments thank
you thank you councilman
quasman yeah I just want to speak to the
fact that there was a comment made
recently that Mr kton is new to Arizona
uh 14 years ago I knew Mr kton as the as
a resident of Oro Valley Arizona and Mr
Kaden was the city manager the town
manager of Oro Valley and managed that
town just in an outstanding fashion and
want to reiterate the fact that we've
had a national search and how long I
just my question is how long was that
National did that National search take
for an assistant city manager position
that the assistant city manager position
basically was a five Monon long process
with an offer to Mr kton in February of
20 24 and so in that so you're saying in
that National the exact same uh search
agency that did a five-month national
search a year ago came uh using a
five-month process came up with Mr kton
as the best possible Choice am I correct
with that that assistant city manager
position correct it was the same um
executive Search firm that we used for
assistant city manager that I'm
recommending for city manager
you councilman Graham thank you Madame
mayor I um find myself in approval with
the are in agreement with the alternate
motion and um the uh Mr Kon as uh
council member quasman mentioned uh been
here for many years he managed an a town
with a similar profile as Scottdale
high-end Resort Town um I agree with
what's said up here about the utter
importance of who we select as our city
manager um and I think that we did that
rigorous process we found out that 5
months was required to find Mr Kon and
before that Mr Thompson took 10 months
um so we know there's going to be a
protracted
search and um so I do find myself in the
alternate Mo uh in approval with the
alternate motion and I just will
underline the emphas or emphasize that
the importance of this position this is
the CEO of Scottdale and we are a high
octane uh top city and uh so we had the
fortune to have Mr Kon go through that
rigorous recruiting process and instead
of finding someone I don't want to say
off the street because it'd be a
rigorous search but uh finding someone
brand new to S to Scottdale likely new
to the State of Arizona we had Mr Kon
who had um a training period of over
nine 10 months was it um so we didn't
have someone who you know it's not like
we hired somebody who would have to go
and find the bathroom he knew the city
before he even started this so um I find
myself in agreement with the alternate
motion thank you Madame
mayor thank you we have two more second
comment from councilwoman
Mallen thank you mayor um I would like
to agree with councilman Graham that
this is very important um that we find
the right person and Mr Kon has done a
great job so far but when we did the
national search it was for an assistant
city manager not a city manager so if he
rises to the occasion and he is chosen
then so be it however a national search
for a city manager would bring in
qualified city managers from all over
the United States who have a wider
breath of experience and be um willing
to ship or you know help our city
through these rough times that were are
occurring right now we've had a lot of
change lately um I would encourage my
colleagues to do a national search for a
city manager and again if Mr Kon Rises
to the top which he very well may um we
would be able to say that we have done
our best and done a search worthy of the
city of Scottdale and our residents
thank you mayor thank you and seeing no
further comments I uh I I've heard the
comments of all up here and it seems
that uh four of the council members the
vice mayor and three Council members
seem to be uh in favor of this idea
however I believe it's too soon taking
nothing away from Mr kon's uh
credentials or uh actions thus far it
was a year ago that the search concluded
I think you said February 2024 for the
assistant city manager A lot changes in
a year and again it is that for the city
manager now and not the assistant city
manager so I would favor going through
the
16we estimate and uh with uh Greg Kon
being fully in the running for this
position um and having the opportunity
to interview on the job which is a huge
advantage and uh with that those are my
comments um I'll take a vote on the
alternative motion
that motion passes so we will move on to
the next item and I you'll agendize that
for future executive session
please next we have I oh and by the way
there were no public comments on that
item so that's why we skipped that
portion next we have item 14 which is a
presentation discussion and possible
direction to staff to communicate the
city position on State Legislative
housing matters
uh to local Regional and state officials
and members of importantly this Arizona
State Legislature presenting on this
topic is uh Dale wush government
relations director thank you thank you
mayor councel uh tonight I'm going to
touch on seven policy measures you're
going to see more Bill numbers but
that's because there are duplic at bills
uh either one in each chamber or the
same idea is behind a regular Bill and a
concurrent resolution the Senate
concurrent resolution which would bypass
the governor and go directly to the
voters so it's seven measures but you're
going to see different Bill numbers up
there I want to start off with uh what
we've commonly referred to as the
starter homes act um House Bill 2371 and
Senate Bill 1229
Mr basuchi sponsor of the house measure
and just for people's edification house
bills start with an h and Senate bills
start with an S and house bills start
with a two and Senate bills start with a
one just to clarify that uh and then
shaa bolik uh Senator Shan abolic out of
Phoenix uh 1229 is the bill that's was
is more active although currently it is
stalled um it was amended over in the
Senate uh you can read the slide I won't
go through for every single word of this
but essentially takes our Authority away
as local governments related to uh
features and amenities and structure
floor plans Etc um shared features
amenities uh we can't require screening
or walls on residential property and
then uh this is for five acre new
developments uh 3,000 foot Lots the
minimum square footage of the home
cannot be any more than any door
dwelling unit in the city and just as an
aside if you think about any other
dwelling unit in the city that could
include aw uh accessory dwelling unit
which would be very
small um and then the setback
requirements uh are also stated up
there there are some exclusions tribal
land and uh land in the vicinity of
military airports not general aviation
airports like our own building and fire
codes still do apply uh minimum parking
for public health and safety still do
apply um and if this last bullet point
confuses some people but essentially
it's if you have a current neighborhood
with homes aggregated on uh uh Lots
larger than 3,000 but the aggregate is
less than 5 Acres so in other words if
you you can't
buy two
blocks tear the houses down and put up
these tiny homes it's to protect
existing
neighborhoods and that was actually put
into a bill last year starter home Bill
last year which had been vetoed by the
governor
um I put this in here it's quite wordy
but I want to demonstrate to you that
the attitude towards uh City and town
regulations related to housing um the
this is the amended version and in the
middle of that it says this Statewide
housing crisis is caused in part by
highly restricted regulations and the
last sentence says further reg
regulation by a
municipality so my interpretation of
that in the earlier version which was
more
um U offensive is that um we are being
blamed for the housing
crisis not land prices not Market forces
City and town regulation
whoops I hit one too many h two too many
okay all right I'll pause on the starter
home act to see if there's a question
about that per se right now the process
where they are at um C or the house bill
was passed through its initial committee
and I purposely didn't put in where
things were at into my slides because
the slides are due a week ago an action
happens in between then and now and I
didn't want to have erroneous
information although
I will later on because of the way the
process works however uh so House Bill
2371 is stalled it was went through one
committee it hasn't moved since uh
Scottsdale legislator Janine Connelly
was the only person who had an for
Scottdale who had an opportunity to vote
on the bill she voted
no um Mr chaplick Mr cadin and Mr Garcia
have never had the opportunity to vote
on that bill just wanted to clarify that
it's important to know where our people
stand on these these things on
1229 um all of our Scottdale legislators
voted no so Mr
Kavanaugh uh M Werner and M uh kuy were
all no votes they've been very
responsive for us both last year and
this year on these types of
bills all right uh this was a league of
cities and towns counter
proposal the governor told everybody
last year at the end of the session I
know I vetoed the starter home act which
was house build 2570 for your curiosity
um I want you guys to start working on
something come up with counter proposals
so the league of cities and towns which
we are a member of it's a membership
organization of all 91 Incorporated
municipalities in the state full
disclosure I worked there for a decade
so I know the Spiel pretty well um so
this was their proposal it reduce the
population size it has what's known as a
density bonus so you have your five
acres and in 10% you can do the starter
home stuff the remaining portion of that
area is how you would build normally
okay we don't have a lot
of affection towards the measure um but
we did get in the second to the last
bullet there protection for our airports
and for our natural land features or our
environmentally sensitive land we were
able to put that piece in there uh it
also has has an affordability component
whereas the prior bill has no
affordability component and these bills
are supposed to be about
affordability but nonetheless this bill
has not received a hearing um and uh it
probably never
will so all right the next measure is uh
Senate president's Bill uh Warren
Peterson um he lives in an
unincorporated area of Gilbert and um it
was amended initially the bill said that
we had to provide this menu of
pre-approved housing plans for single
family duplexes triplexes and accessory
dwelling units and I'll say Adu from now
on because accessory dwelling units a
lot of words to string together in a row
um and it was amended so that the single
family doesn't have to be between 8 and
2,000 square feet 82,000 but it could be
the minimum square footage Allowed by
the city instead
uh and fees remain the same any other
submitt for development purposes and our
plans would be posted on our City
website it is my understanding that the
league of cities and towns is going to
hire an architect to come up with a menu
and then a city can elect to use those
or elect to do their
own which would then require us to hire
an architect to do that I don't think we
have City staff that do that sort of
thing so this is an unfunded mandate
the bill did get through the Senate 27
to
nothing it is the Senate president's
bill so that's something we always
always need to pay attention to whose
bill is
it uh these are two cleanup bills from
last year the first one
2110 takes commercial properties and
converts into multif family they have to
be functionally or economically obsolete
in our ordinance I believe we put in six
months as the period of obsolescence
there was no stated period in the
original bill so we chose six months um
and there is a a commensurate issue
somewhere in our code and I'm just not
familiar enough with that portion of it
um so these these conversions would not
have to go through a public
hearing and we attempted so last year
there was an exclusion for the vicinity
of a municipal airport general aviation
airp
report and this year they struck that
out and only include uh the airport land
itself however you're not going to have
a commercial structure that's not owned
by the
airport uh so it's kind of moot um but
military airports are uh excluded in
this we tried in fact at 530 this
afternoon I got call that our proposal
to exclude land around our Airport
they're called airport influence
areas um and also environmentally
sensitive lands was rejected by the
sponsor that happened I just got that
call an hour or so
ago uh and the second one is adus uh are
unfavored this topic perhaps at times um
it's a cleanup again um they took out
the vicinity of the airport language and
then they also are now requiring uh
counties to abide by this um and uh
otherwise there's not really any changes
in the bill uh that will affect us but
once again adus can be on a property
residential property single family
property within a shorter distance to an
airport a general aviation
airport all right all the prior bills
that I've talked about we have
officially opposed every year in the
fall we go to the council and get
approval of a legislative agenda a major
tenant of that agenda is for us to
maintain local control especially
related to zoning and planning and how
the City Preserves its culture and
character that is approved every single
year you will see me uh this coming fall
with another version that gives us in my
department and our registered
lobbyists the ability to go to the
capital and say we have permission from
the elected body in front of all of the
audience members to take positions on
bills so Bill comes up does it pertain
to the legislative agenda that's always
my my guiding force if there's ever a
question that I am not sure about I will
come before you with that question okay
but this bill was peculiar this is the
religious institutions allowing for
Housing Development on religious
properties and I will tell you bluntly
the reason I did not Tak an opin on this
bill the Optics of opposing
such
um councilman Graham and I have had a
couple of conversations about this bill
already and uh it has now gone through
this slide is obsolete I created it a
week ago today this bill has been
amended three times since then and was
supposed to be amended again
today but they didn't put it up on the
board because there was an agreement so
every time that the sponsor gets some
people to say yes I'll vote for your
bill he loses these people then he goes
over here and then he loses and that's
the way it's been going on for weeks and
weeks and weeks we only have a couple
weeks left to hear bills and policy
committees so this is running up to the
wire right now it's
cumbersome religious institutions are
exempt from property tax these units of
housing should not not
be um Ingress
egress water sewer it's I mean it's a
very complex thing this is the kind of
Bill my opinion I've been doing this for
25 years you start this bill the day
after the session gets over and you work
on it all summer and all fall before you
come to the legislature you don't start
this bill in
January so this bill we do not have an
official position on and I'm not sure
this bill is going to go any further
oops I should have one more uh
oh I don't know what
happened no go on okay the axon bills
sener bill
1352 and there was a companion
measure I I have that but they it's not
up there for
um yeah well you you know what the axon
bill is um so that bill uh cleared its
initial Committee hearing in the Senate
uh no Scottdale legislator sit on that
committee
none oh thank
you okay I know what the bill does by
heart um this would declare a legis
resoning as an administrative act not a
legislative act legislative acts by an
elected body are able to be referred to
the
ballot so the citizens can change what
the elected officials decided on an
administrative act cannot be referred to
the
ballot so um like I said it it and also
they put a retroactivity clause on it
which would have affected the decision
from last Fall by the body that was
sitting here at that time it got through
its initial committee uh rules is
uh uh the purpose of the rules committee
is to declare a bill constitutional and
in proper form that's all the rules
committee does and then the caucus is
each party so the Democrats in one room
the Republicans in another room they
talk about the bills um the other
numbers SC 17 and8 we 2925 never got a
hearing so this is stalled this is stuck
this is not moved in weeks and weeks and
weeks and with that my formal
presentation is concluded and I'd be
happy to take any
questions councilman
quasman thank you Dale I appreciate
everything that you're doing over there
um and I want to assure the council that
the uh the church property bill it's
something that representative Livingston
and I started working on when we were
freshmen together in the legislature it
has it is not going to it is of my
strongest opinion that that is going to
end up exactly where it started which is
the same which is the same sinkhole that
it fell into with I sered with with
representative Livingston um that's
number one number two um it's going to
be a hostile amendment to try to put
back in the airport restriction for the
um for sb15 uh 29 do uh are you working
with either I I don't know if Senator
kavanau would want to propose a hostile
Amendment or do is there anybody that we
could work with who' be willing to
submit a hostile amendment when this
gets I'm assuming they're going to hold
this until the budget but what what is
do we have a plan for the 1529 it has
been transmitted to the house so it
would have to be one of our house
members that would offer that Amendment
so Mr chaplick Colin uh Miss Connelly Mr
Garcia one of those folks um we have not
had that discussion this bill cleared
last week um and they're still sort of
in that you're familiar with this
process we did crossover week where we
shift bills from one chamber to the
other and and surprisingly this is the
second to the last week for policy
committees and they're not
busy which is very odd to me I I
normally if I wasn't at Council it means
you're going to be working through July
through June wa June legally they can't
do they could extend trust me special
session special session after yeah I I
was there in9 when we had eight special
sessions we quit in
December okay and then
um is
1229 has the governor signaled anything
on
1229 whether she would veto again or
whether she would sign it this time
there were uh three stakeholder meetings
on 1229
that I was a part of and the league and
several legislators and within that
meeting a representative uh who is a
contract lobbyist for the league of
cities and towns said that the governor
um will not sign 1229 in its current
form those meetings by the way um we
held three and then they abruptly
stopped and then the bill showed up on
the
floor thank you thank you for the
presentation and uh I just want to say a
few things ask a couple questions here
before I move on to the rest of the
speakers uh I'm definitely of the
mindset to continue to oppose all of the
bills that attempt to circumvent and
obliterate the city's important
responsibility to uh oversee zoning in
our community so uh definitely keep up
the good work there sounds like you're
standing down or not not chiming in on
the uh religious institution bill
because it's not going anywhere is that
fair um Madam mayor that would be Fair
also if it did get to the Senate then it
would be a different approach but I I'd
like to wait to see if that happens okay
and then with respect to the quote
unquote axon bill it it seems like it's
it could be getting life again what's
your perspective or impression of that
Madame mayor the the uh the axon
Corporation is trying they are down
there uh I believe um the CEO Mr Smith
has been down there quite actively they
had had a a week or two ago a rally with
hundreds of their employees and t-shirts
and
um uh the Senate president's been pretty
firm about this that he does not want to
see it go forward um I've received that
word from several different
sources um and he is the
gatekeeper um so there's something
called a strike everything Amendment
real briefly Madam mayor that they can
take an existing bill that's already
cleared one chamber and then we wipe out
all that language and we slap something
else new so we strike everything and put
in new language that's what we're
keeping our eyes on is an attempt like
that so I look for amendments every day
and night well it seems like as we're
tracking what's happened and you know
the kind of the the uh undercurrent of
what is going on and friends in lots of
places going on in in in that develop
vment of that legislation or those bills
um you know I think we really need to
start a dialogue about how we're going
to respond to this situation sooner
rather than later so please I know
you're down there a minute by minute and
you know day by day but please be sure
to keep us updated as you hear things
and I know we're all hearing things as
well um but I'd like to hear from the
council uh members as to you know where
we go from here on the axon bill because
it you know if it doesn't pass we should
probably be making some decisions in the
near future about what to do next and if
I just may briefly Madam mayor um we are
developing talking points and sample
letters for you all on a variety of
these bills so that if the need arises
that you'll have a tool available to you
yeah because that's certainly um a big
hit if that bill passes uh to our
community regardless of the outcome of
axon MH thank you you madam mayor may I
suggest may I suggest that um that we
get briefed uh again in either three or
four weeks every and frankly every three
or four weeks
prior you're out of order and I'm going
to take you just right after councilman
Graham apologies Madam mayor no problem
it's an exciting topic so I get it it's
my personal Joy thank you councilman
Graham thank you Madame mayor I did want
Adam to or councilman quasman to say on
the record that that bill was dead that
you were talking about earlier I wanted
you to affirm
that that is my understanding little bit
of wiggle room which can I just clarify
which Bill the religious yeah okay got
it um Dale every time you talk to us
about the legislation going on in in the
legislature we all get
heartburn we get very stressed out I'm
sorry to hear that
sir um you're down there every day
waving your arms hollering right I am a
soft gentle
giant that gets results but you carry a
big stick piig one okay um any Scottdale
so we have ld4 or ld3 in the North ld4
in the center ld8 in the south of
Scottsdale any of the Scottdale
legislators support any of the bills
that we oppose uh Madame mayor uh
Council council member Graham uh
1529 uh which was the Senate President
presid bill on the pre-approved housing
design plans went out of the Senate
unanimously which included Mr Kavanaugh
uh Miss Werner and uh Miss Koy any other
bills no okay um every time we talk
about State legislation I do like to
take a moment to uh cheerlead and and
congratulate our
legislators um i' like to for the record
uh say the names Senator
Cavanaugh um representative chap
representative Collin Senator Warner
representative Matt Gres representative
Pamela Carter and Senator Kuby
representative Conley and representative
Garcia um these legislators you see what
they're doing on on I've see them at at
meetings you see what they're doing
online you see them fighting there for
their Scottdale constituents I mean
we've seen representative chaplick if I
can name one person has been a warrior
for Scot Dale and I wanted to just say
on the record
um uh to voice our approbation for his
efforts to protect Scottsdale's uh local
zoning um and those are my questions for
you that's always concerning these these
um you know these I consider a lot of
these an attack on Scottsdale's quality
of life uh local zoning and so um as
councilman quasman began to make
illusion to would be good to get an
update so thanks Dale thank you madam
mayor thank you councilman Graham vice
mayor
dcus thank you um also to Echo
councilman Graham's um comments about
our legislators uh today legislative
district 3 released a survey that was
conducted of the precinct committeemen
of the district um there was a meeting
where they discussed the Exxon proposal
uh there was this document that went out
to all the precinct committeemen um that
was written by uh one of the precinct
committeemen who doesn't actually live
in Scottdale um and but worked with uh
representative colledan because
representative colledan said he will
vote the way the precinct committee
would tell him to there were 100 people
who voted 12 people voted in favor of
axon 88 people voted against the axon
Bill and so um I'm expecting um
representative cin has already published
this data um but I'm expecting that
that's going to have a significant
impact in the dialogue that um this is
not about um unions as has been
described by by Aon but rather the
people of Scottdale are very well
educated on the subject um I wanted to
ask you is there something that we can
do to help are there letters we can
write are there phone calls we can make
should we be coming to some of the
hearings may we offer our uh time and
attention if that would be helpful um so
we defer to you to what can we do to
help with any of these Madam mayor
council Council uh vice mayor tocus
um our as as council member Graham
pointed out our Scott sale legislators
are are solid if you've got contacts
outside of the districts that represent
Scottdale because I don't worry I mean
we pay attention we don't take anybody
for granted I don't want to suggest that
but it's the legislator from
I used to live in Prescot I'll pick on
Prescot for just because I used to live
there so some of these bills don't
affect them because the population
limitations and so they're like oh I
don't
care or you know so that it's it's those
legislators and on these housing
measures you've got this interesting
blend of people that don't like cities
on one side and then you've got other
people that say everybody should have
own a house on the other side and this
this very odd marriage that's occurred
in the last couple years
and
so like I said earlier we are preparing
uh talking points and sample letters for
you all and and and once we get those
through the process with Greg uh interm
city manager kayen um then we will uh uh
distribute for your uh use but it's
really the outside of Scottsdale
legislators that you know I I speak to
the Scottsdale legislators and that's my
my
boundary um you don't have the same
boundar as I
do so if you have a list of some that
are giving you some trouble shoot me the
list and the phone number and El I'll
make I'll be happy to make the calls and
cell phones when I have them ma'am yes
happy to do
it councilwoman
Littlefield thank you mayor um I just
have a concern and about um the the axon
project in particular but in general any
big project like this um in Arizona when
they get close to the airport space
because this is what's happened in
California to many small cities with
small City municipal airports is
buildings Apartments have gone in and
intruded into the FAA airspace now we do
not control the FAA airspace they
control it and they tell us what that
space is where the airplanes can fly at
what levels and how high and how low
anywhere around an airport especially
municipal airport the FAA controls that
airspace
anytime uh there are buildings that go
in that violate that airspace where the
FAA says this is where airplanes can fly
it's not very long until the FAA closes
the airport because they don't want want
accidents and people killed running into
buildings because the airplanes are
flying where they should be and the
buildings are where they should not be
this is one of the biggest problems that
we have here in Scottdale right now is
some of those apartments were in the FAA
airspace and you have planes flying out
of our airport in midnight and they're
tired and they're flying and if we have
a a collision between an airplane and an
apartment you could easily have a lot of
people die a major disaster and it could
also cause the FAA to close our airport
which would be a huge
financial kick in Scottdale we would
have a really hard time coming back from
that so I would ask you um as a
councilwoman and as part of the council
to keep a really close eye on what is
being requested in the airspace in the
different levels as you go up and down
down uh around our airport because it
could cause a tremendous disadvantage to
Scottdale if anything untour should
occur or if they decide to build
anything in there not just Apartments
but anything in there in that space
because it's held by the FAA and we do
not control what the FAA says is their
space they control that and they tell us
so uh I would just ask you to pay very
close attention to that because that
could be catastrophic to Scottdale I AG
thank you excellent point councilwoman
Littlefield councilwoman Whitehead thank
you mayor uh yeah so I also Echo
everybody's appreciation for our
legislators in the three districts uh
the starter home bills are the ones
based on this discussion that have the
most legs and the most could have
definitely the biggest impact uh because
we have for instance 3,600 Acres
adjacent to The Preserve and and can you
imagine if that is uh that would qualify
based on everything I'm reading so we
would have our highest density housing
right next to The Preserve so a couple
things can we have midweek if if things
are changing things change fast can you
just shoot us emails um and again as uh
vice mayor deasus said with legislators
that are leaning one way or another we
do have Outreach well beyond the city of
Scottdale
and um yes so we do need alerts that is
one and then as things solidify it would
be good I really hesitate to burden our
staff but it would be good to have an
estimate of how many Parcels in
Scottdale will be impacted by such a
bill so that we can also be contacting
the governor if it gets to her desk
thank you yes thank you and lastly
councilman
quman this is just to ask formally if we
can have a regular agendized item uh
every I would say two meet every other
meeting while the legislation while the
legislature is in session at this point
as things are really ratcheted up um
just to be able to get briefings even if
the even if there's nothing to report
then you come up and just tell us that
there's nothing nothing new and that's
but it' be worthwhile just to make sure
that the people are able to um uh hear
also your report it's very important so
absolutely
so it's not agendized to take action uh
to for future agenda items I think
that's not that's not I think that's a
good idea can I suspend Madam mayor may
I suspend the rules and ask for a future
agenda a a motion to create an agendized
item every other council meeting to be
able to come and speak or if staff can
do this through their own uh through
their own efforts then then I will
withdraw that uh that
motion uh hadie had do you want to
handle it um
Sher mayor I I don't want to speak for
the interim city manager but I I think
staff is in agreement that we can
schedule something along those lines
without a formal motion from councel
just yeah just as a regular agenda item
from your perspective that sounds good
and the only caution I would have is we
uh long presentations on the longer
meetings would would probably be better
to avoid so maybe special meetings or if
there's a big discussion on that thank
you all right I think that's it for item

council members uh next we have item 15
which is a presentation and
discussion uh regarding historical
information on parking in Oldtown and
the 2019 bond election this item is to
focus only on the historical aspect of
parking in the Oldtown area presenting
on this topic is Allison
timu and she is the Public Works senior
director and city engineer
okay hi thank you mayor members of
council um this presentation tonight is
on the Oldtown Scottdale parking and um
it's basically to focus on the history
of parking in Oldtown as well as the
bond 2009 19
language okay so the bond project um
Bond project 63 build parking structures
in Oldtown Scottdale um the first two
slides are just giving some information
on the language and the bond ballot and
some of the promotional materials
presented to the voters before the
actual
bond this um project was in question two
and this is the actual ballot language
that the resident saw when they voted
and highlighted it's a little hard to
see but highlighted is the part that
pertains to the public parking and it
says public parking facilities and
improvements so when residents went to
vote they were simply voting on public
parking facilities and improvements but
when we went through our Outreach
process um we had Bond project fact
sheets that were used for each project
during
Outreach um we used the at open houses
they were on our City website and again
just highlighting in the project summary
that um the project was to build parking
structures in Oldtown Scottdale and then
for the project location it was listed
that the project will build parking in
Oldtown Scottdale at locations to be
determined this is a continuation of the
bond project fact sheet and it does show
the Alternatives being considered
include um the highlighted areas which
is on First Avenue between Marshall way
in Scottdale Road also the First Street
and Brown Avenue location as well as the
area adjacent to Stage brush theater so
um two of these actually were determined
to not be feasible the location at First
St between Marshall way and Scottdale it
was determined to be too small to
actually add addition parking structure
to um and then the parking lot adjacent
to Stage brush we are doing a project to
in increase the surface parking there as
well as um the Museum of the west
parking that uh we will be paying for
155 spots in that garage so this didn't
seem like a feasible area to also do um
a parking garage and then the other
location is the First Street in brown
location and um this is the location
that we just awarded the the constru the
design contract for the design build
contractor and this parking garage is
two it's currently two levels it's one
level below ground one level upgrade and
then the proposal is for two um
additional stories so then the bond
language the the bond project fact sheet
left it open to interpretation those
were alternatives to be considered but
then the city would also continue
explore locations to provide additional
parking throughout
Oldtown and then um this presentation
was pre previously given in April of
2024 this actually shows the 2324 CIP um
the funding has not changed on this
project it is a $2.9 million project
that was approved by the voters um
initially uh last in 2023 24 in the CIP
we had 15 million in that year with 5
million Following last year through
through the CIP cycle we updated that to
be 6 million
2425 25 26 and 20 26 27 6.9 million in
each year and then this year we're
actually proposing since we do have a
design Bild manager under contract we
are proposing to move all the funding up
to the um New fiscal
year so then about um the history of the
parking in
Oldtown so this uh diagram shows uh from
the 2015 Walker study what Walker did in
the parking study in 2015 was they
looked at the nine zones shown here
which Encompass all of Oldtown um and
they particularly looked at Zone 2 and
zone 5 which Encompass the Northeast
quadrant um or the northeast corner of
um Oldtown so that affected L is up on
the top right hand corner of uh this
diagram but they looked at all of the
private um existing parking in each one
of these zones they inventoried that and
they also inventoried all the public off
Street and public off on street parking
in each of the zones and then
specifically looked at um the area of
Zone 2 and zone 5 and what the needs
were there since that area had been
shown as having a shorted in the a
shortage in the
past so zone five shows that we have
currently um or in 2015 we had uh
1,275 public off- street parking spaces
um that seems like a lot but at the time
it included 407 spots that are actually
across Scottsdale Road in that little
smaller red circle that's located in
zone 4 because at the time um the
business is we using that parking garage
over on Third Avenue and then
effectively walking across the street so
those 400 spaces are now limited they're
limited to 3-hour parking to prevent
that from happening and then
Additionally the remaining
[Music]
um the remaining spots 6 868 spots are
actually in a paid parking garage so
they're public spaces but there's an
gate and a f Park it's located just
north of Indian School Road and across
from One Civic behind the Hilton Garden
in and the third AV Lots so recognizing
that the 407 spaces are offered in a
different Zone and looking at free Park
parking only which is what is provided
in the other zones there are effectively
zero off Street SP spots currently in
zone 5
okay this slide shows um previous
Investments previous Investments where
we spent the money and whose money it
was essentially so this first slide
includes the Improvement districts so um
that were formed in the 1970s in the
Oldtown area these districts paid for
land and improvements to create surface
parking lots and three of the four
quadrants in downtown the highlighted
area in the Bold outline and enlarged
diagram is the east West Main
improvement district you can see the
properties on this ID that that were
improved in 1972 and some cases it
bought the land and built surface
parking the highlighted area in the
Northwest Quadrant is in the fifth AV ID
and the large red area in that district
is the current third AV parking garage
in 1972 this ID paid to build a surface
lot at that location which has since
become a parking
garage okay on this slide it summarizes
the previous investments in it's
actually not all of Oldtown it's
actually in the east west um main
ID and what it basically shows is the
Investments that were made in the
parking and all this in in this area in
the past 50 years it includes ID in in
I'm sorry improvement district includes
garage es Etc all dollar values were
converted to $
2022 there have been 42 million
investment in parking in the boundaries
of the ID 10% of which was funded by the
improvement district original
investment so this slide adds the
Northeast quadrant to the earlier
Exhibit while no improvement district
was formed in the Northeast Squadron to
pay for parking property owners in the
area pay paid for parking by dedicated
land particularly the Windfield Scott
Plaza subdivisions 1 2 3 and four when
platted in the 50s set aside lots for
parking the platted three Parcels
totaling about 2 Acres which provided
about 220 parking spaces these Parcels
were subsequently deed to the city with
a permanent deed restriction that say
they must always be used for
parking this shows that area um up close
and so the one area that's the the three
areas are the ones in yellow tract a
tract B and track C these were the land
dedications and the one at the top track
a um one this was it's now occupied by
the gallery of parking garage but
originally it was approximately 155 115
public spaces on a surfing surface
parking lot um right now there there
there is roughly that same amount of
publicly available space in the Galleria
and then there are additional other
spaces available nights and weekends
that not use that are not usable for
daytime businesses in the area and then
there's the 105 spots on track B and
track C the other two surface
Lots this summary shows like previously
like the previous Investments on the
previous side um this is for all down
Town off street parking and it's
provided in all four of the Oldtown um
quadrants adjusted to
2022 so it's broken up into the
southeast South Southwest area since the
East West Maine is combined and then the
Northwest Quadrant and the Northeast
quadrant and that's really a lot of
numbers but it's shown graphically here
and on the left you can see the summary
of who who paid
the benefiting property the I the
improvement district or the land
dedication which was previous previously
discussed um Downtown inl parking fees
or Citywide such as general fund
Transportation sales tax MPC or go Bond
debt so um in the Northwest Quadrant you
can see the total spent was 23 million
um of that the benefiting properties
paid for about 6.8% of that and then the
Citywide total is about
84.6 um the southeast Southwest the
total spent was 56 million the
benefiting properties were about
7.4% and then the Citywide um
contribution was 9
90.6% and then in the Northeast quadrant
the total spent was about 20 million
those were the land dedications and then
the benefiting properties had
contributed 100% to that um with no
Citywide input
and then along the lines of pre previous
Investments we did have the 2001
downtown tax task force which had 22
members and they actually presented
several actions to Council in May of
2001 many of them were enacted and um
they did include three actions to build
parking garage garages two of them have
been built one is the star um up on the
left portion of the screen and that's
the existing third a garage um the green
star at the lower level of the screen is
the existing garage at first and brown
and then the red area is the one that
has not yet been built and that one is
in the Northeast
quadrant so this was a very similar
presentation that was presented in April
of 2024 and then again in July of 2024
and based on those two present
presentations and direction from coun
Council that's how we proceeded with the
bond project Bond 2019 project located
at the first in brown garage and then
the general funded project um located in
the Northeast qu quadrant on six St and
so with that I I'm happy to answer any
questions councilman Graham you added
this to the agenda for presentation did
you have any questions for the speaker
uh thank you mayor um yeah I have a few
questions if if I may um Allison thank
you very much for the presentation um
this was uh I was just hoping to get an
education and some historical context to
this and uh this was pretty helpful
um if we talk about um the
the Corral parking lot um
location the um well that underground
structures can that support more levels
of parking uh uh mayor council member
Graham yes we did the structural
analysis when it was built it was built
to be able to add additional levels and
we did perform the structural analysis
to make sure that was the
case and then
um I guess did you have any other
perspectives when you were going through
for this as far as um when you're
putting your materials together as far
as any insights or any conclusions come
to mind as far as some of these
additional parking
structures uh council member Graham as
far as the location of additional
parking structures yeah
um I I'd have to say um no sorry the
conclusions kind of remain right what
was that yeah oh yeah that was the
conclusion yeah yeah okay well very good
well I may I may have more questions but
I'll turn it back to the mayor thank you
mayor thank you very much so on slide
three I I note that the uh the bond
question
two um stated project location that the
project will build parking in alltown
Scottdale at locations to be
determined um I know that two of the
locations that were Alternatives that
were in question number two were uh
determined to be uh not useful or not
appropriate so leaving just the location
that ultimately you you selected or the
city selected so how was the uh since
there
were locations to be determined was
there any
Outreach um on any of the
other potential sites uh even if the
city didn't own them what Outreach was
done uh mayor as far as Outreach on uh
the six AV or this location uh yes I'm
focusing my question specifically on the
Corral that we've all heard a lot about
okay okay um was there any by the city
did you undertake any investigation as
to Alternatives besides that location
for that
quadrant um mayor no for that quadrant
we didn't we did uh several
presentations to city council and the
direction was to focus on First and
brown so there weren't any discussions
with for example honor Health who has a
empty lot at uh Second and drink water
that's been vacant for 10 years it used
to be the uh the old Senior Center which
the city sold to honor health I think it
was in I don't even know maybe
2006 I don't even know but did you have
any discussions With Honor Health about
any of their uh unused properties um no
mayor I don't believe we did um I do
believe that might be the location where
we do lease the land from honor health
is that correct for surf Sur for surface
parking right and I guess that's my
point it's it's being utilized or
underutilized for a dart parking lot I
think it's Dart or gravel um so no
discussions with them as to whether or
not that would be a viable future uh
location for a parking garage no mayor
there wasn't um I do know that that
would also require purchase of the land
which would also um hinge on the budget
of course uh
so also uh do you do you were you
involved in this citing of this and the
process so far because I I think you're
new in this position right yeah no mayor
I was not you were not involved okay do
you know if uh there was any public
Outreach to either merchants or um you
know residents in the area about this
location at the Corral uh no mayor I
don't believe so but um as we go through
the design of the pro project we will be
going through the Normal public process
with Outreach to um all the local
businesses So when you say normal it's
my understanding I think it's still the
case with uh with private developers
that they do Outreach before their
projects get approved not after and not
once they're being designed so none of
the Outreach um do those rules apply to
the city don't they apply to the city to
do Outreach on proposed projects before
they're fully approved um mayor no we
don't always do that for proposed
projects we usually hire a designer and
then when we have the designer on board
that's when we actually can prepare um
Concepts and layout the the design and
that's when we have something to
actually bring to the public to show
them
all right well um no wonder the
merchants and business owners and
property owners are surprised by this so
I don't know if you're going to know the
answer to this question maybe you can
direct me to somebody that does if you
don't
uh the there was a parking ride um
parking lot over where the uh Museum of
the West is now that sold um for $27
million
and that was a a city
property what do you know the status of
the $27 million where that money went um
because the reason I asked this is it
could be used for parking um and we're
going into debt uh to construct this
parking lot does any are you familiar
with the with the uh Museum of the West
the park and ride lot that was sold by
the city um mayor I'm not really
familiar with it I'm not sure if the
city treasurer knows what was done with
that 27
million um I would have to research that
and get that information back to you
okay terrific if you could provide that
by email to the council that'd be great
and I think that
is oh someone made a comment earlier
that the design contract that we've
signed uh that was just recently
approved by a 6 to1 vote to move forward
with that is it true that that is not
tied to the location that
contract thought that was interesting
mayor no that is tied to the location
okay all right I don't have anything

remember coming to these meetings last
year as a citizen and mayor Ortega
investigated the honor Health lot and
said that they were not interested in
selling it so I do believe that it was
run down by mayor Ortega already thank
you Allison do you recollect that I'm
sorry vice mayor I don't okay thank you
councilwoman
Whitehead Allison thanks for taking this
on quick study as you are uh can you
remind me how many general fund dollars
are will be used for this
project um councilwoman Whitehead uh for
the bond 2019 project at located at
first and brown there no general fund
dollars will be used for that and then
for the Northeast uh quadrant parking
garage that is a $14.9 million project
funded by general fund yeah I know so we
we lumped the two projects together but
because we didn't have sufficient Bond
funding I couldn't remember the over
overage so 14.9 million general fund

I do have another question and a com
comment um what is the price I've
personally have heard a lot about the
price per space on this project that
we're talking about at the Corral what
is the price per the cost per space on
that
project and I think it's about 213
spaces maybe I'm just tuning the mouth
real quick
70,000 per space okay thank you and uh
just for as an update I had a
conversation with uh the CEO Todd
leaport of Honor Health when I first
learned when I first you know saw that
we were moving forward on this
finalizing this contract and he was uh
absolutely willing to go check their
inventory to see what unused properties
that they had that might be an option
which is why I asked for 30-day
extension which I think would have been
uh would have taken us to about right
now to continue th those conversations
which was not favored by six other or
sorry four other council members so um I
don't have anything further on this but
I do know there are several people that
would like to speak do you want to talk
Sherry no I I was just premature I just
wanted to make sure that you had
recalled that there are several um
public speakers I certainly do thank you
very much thank you all right so I'm
going to start in order uh Christopher
milky and I know Chris Chris milky has a
uh presentation he'd like to use on the
Elmo and uh he asked for another minute
extra minute so four minutes will that
do it Mr milky am I saying that right
yeah that should be fine hi my name is
Chris milky I've been a Scott stale
resident for 33 years do I need to get
my address
just generally uh live in McCormack
Ranch I'm one of the board of directors
of McCormack Ranch um I've been in the
parking guidance business for 20 years
um we represent the company that
invented parking guidance we have the
largest system in the country Baltimore
Airport with 21,000 spaces which is more
than all of the stuff uh in Scottsdale
combined and it's been in operation
since 2001 in a marine layer in freezing
so our technology works it has longevity
um I want to bring this up because the
only parking technology that people have
been exposed to here is the lousy system
at Sky Harbor um and it's Bas maybe 60
or 70% accurate our stuff is
99.9 we've in the last three years we've
completed three garages two for the
Department of Defense one was a 4,4
4,400 space garage one was a 3,700 space
garage then we did another one at XNA
Airport in Arkansas which is a town of
154,000 but there are five Fortune 500
companies there because Walmart is there
and that system I think is 1634 spaces
um but the reason why I wanted to speak
I didn't know that there was a parking
issue um as far as with the new parking
garage and then I I got an email and saw
uh and one thing that I would like to
stress is maybe the city of Scottsdale
could pump the brakes a little on
building the new garage especially at
the farmers market because there is a
garage below there and then there's the
Civic Center Garage but nobody really
knows how to access them and their
technology there's no signage around
there for available parking and when the
farmers's Market's there the only way to
access the garage the spaces are
underneath and you have to go around and
you basically have to do the loop the
loop if there was an individual space
parking guidance system more people not
less would go to the Farmers Market
as well as if we put a system in in the
Civic Center I'm not trying to just sell
you on my system I'm just telling you
what the technology um that's available
and I I wish I'd have known that I
brought a jump drive and these would
have all been in color and um but here
if there was a sign in front that had a
a dynamic count and if you notice I put
a little arrow where it said you know
when Farmers Market is in session
parking accesses around the corner well
people don't want to loop the loop and
go down if they don't know if anything's
there with our system they know it's
there um the other couple things for the
uh Civic Center and and you could also
put Dynamic sign signage in and around
and the other thing I would do at the
parking Corral is I would actually cover
that first floor with metal awnings
would be better for the farmers market
and then we could put individual space
count there and people would actually
know where the spaces are that they can
use um here's some more signage that
that we could put at street corners the
only Wild Card our our systems are
typically about $350 per space as
opposed to 77,000 for new spaces um this
is another thing the Civic Center Garage
I I want to show this there's no signage
when you're going westbound on Second
Street trying to you know for spring
training people trying to get in that
Civic Center Garage they don't even know
what's there they just see this big
building and if you had Dynamic signs
there you could do that and the last
thing is we can push our data out every
10 seconds to a website people wouldn't
even have to get an app it could be a
city of Scottsdale website we could put
all of the garages on there no one has
to refresh and we we T we do this for
city of Cleveland right now for their
airport and we also did it for city of
Rockville for their Rockville Town
Square which is like Kierland and they
have garages surrounding it so um I'd be
happy to give a presentation on parking
guidance technology so you know but the
other thing is one last thing is it
would give you data and you would know
the current garages that you have how
much they are being used because when I
walked the Civic Center Garage there
aren't even any tire tracks on the upper
two levels or very little
so it's one of those things where I
think you should figure out what you
have have already and then go forward
because just kind of guessing isn't good
is are there any questions thank

I first object very much if you
curtailing any kind of information we
have to do with this we should have the
freedom of speech and I have several uh
problems with this other than what's
already been said and one of them is
what is the main motivation of wanting
to do that parking garage in the first
place is it for the merchant I don't
think so because when I went to door and
door none of them really wanted it or
didn't even know what you were doing so
what who is this what is this for and
I'm thinking well gee they just put all
that concrete slab stuff in the Civic
mall what's that for oh what to provide
40 more venues there in direct
competition of the bricks and mortar
people that's interesting to do that I
object to the garage just for that
reason I thought we were supposed to
support the historic
downtown and I don't see that happening
here and that upset upsets me a lot
let's see what
else I think that covers it for now

Thompson wow that's hard to follow
French Thompson my uh address is on
record so we're talking about the
historic parking that's I'm going to
stick to that part of it so I moved down
to a retail location on Main Street in
1997 and when I moved there right away I
saw that there was a lack of parking for
the merchants and their employees
because they were parking on the street
in front of the retail stores so I did a
little thing that I could get all the
tax information and found out that every
single parking place was worth $1,800 a
day year round that wasn't season that
was $1,800 a day to the street year
round and we had employees and we had
store owners parking on the street they
had no place else to park this is still
the situation so for all of these 28
years I've been trying to get more
parking with with the city and talk to
people and get it going so I did a bunch
of research I did a wonderful
presentation um a couple of the the city
council members saw that presentation
and they literally dropped their jaws
when they found out that since 1995 the
city has not added added a single new
parking space in the downtown Oldtown
area haven't added a single one they've
taken them away so the entire baseball
stadium had 700 parking places right
next door of the stadium historically
Google Earth got photos 700 parking
places that went away so there's there's
50 parking places left where there used
to be 700 in that process the city never
added any more parking
when the museum um of the West was built
there was more parking there than there
is now so you know I did it did this
thing from Google Earth maps where you
can literally see the parking going away
and I've used the the numbers of the
city is of what they have built and
we're in a very strong deficit today
from what we had in
1995 I've consistently over the years
had clients come to me say we came down
there to do some shopping and we
couldn't find a parking place so we
drove to Fashion Square or they went to
Carolina they went or they went home so
just the other night I had dinner with a
couple who were really good customers of
mine they buy art they went down there
and they said we drove around literally
for 20 minutes and could not find a
parking place so they said do you want
us to come and tell the city council
that this is a situation I said ' don't
bother because I don't I don't really
know whether they're listening or not
I come up here all the time and I talk
to you guys and sometimes I feel like
nobody's really listening to the people
on the ground retail is a unique thing
retail is not like other businesses we
need to have people come and buy stuff
from us in order for them to come and
buy from us they need to have a place to
park they're not going to drive walk
another two and a half three blocks just
to to go to a parking place that nobody
even knows exists so anyway I'm very
passionate about this and thank you for
your

uh do the town do the downtown Merchants
want more parking yes do they want more
parking at the Corral
lot yes they do and will more parking at
the Corral help the brick and mortars in
that area
yes it will thank you although the
gentleman that was trying to get a job
here earlier having systems like that in
the city would be a good thing it would
help and better signage but I know the
city of Scottsdale has very strict
signage laws and so these commercial
parking places have these signs where
the letters are like this big and it
says parking and it's a sign in front of
a parking garage and they still have
signs that big that say parking so if
this City improved that some of these
other things but we definitely need more
parking sorry Mr Thompson I do have a
question where is your uh where's your
gallery located currently well I just
closed it in June because I didn't have
enough customers coming down there to
park to buy from me where oh where what
it it was it was on Main Street it was
7148 Main Street I was there for 28
years so that's on the west side of
Scottdale Road right it's on the west
side scale road yet so this parking
garage that you're saying you need for
your customers the store that you closed
excuse me in June uh do you see that
people parking at the Corral garage to
walk across it would yes it's about a
block away well I've walked it it's not
a block away but it's it's more than a
block away yeah um okay thank you you're
welcome Mr Bob pedman
thank you mayor barowski council members
name is Bob pman addresses on record and
uh just very quickly on the 2019 Bond it
did identify those three locations the
one in question was one of them the most
practical one there's a loophole little
language under it that the city will
continue to to to look for Al
alternative locations
but voters shouldn't have to hire an
attorney to read the langage language
they saw that as the the three choices
they figured that's going to be one of
one of those and that's why they voted
what the way they did going back to the
staff's presentation was very
interesting um I'm going to you know I
did some research a while ago and um
there I found a
1974 study 1974 think about how long ago
that is that identified that there were
15 there was a deficit of 1500 spaces
south of IND Indian school I'd be happy
to send you the study you know it's I'll
email it to you tomorrow and so what
happened after that is the city formed
an improvement district for south of
Indian School and what that meant is
that they taxed about 90 separate parsal
owners and they taxed them to emminent
domain five lots that they used to build
parking one of those lots is where the
Corral is right now uh another lot is
where the Museum of the West is I ically
unbeknownst to anybody who paid
attention uh the city wiped that that
lot out that was 230 spaces they wiped
it out they put a built a museum on it
and later on they made us think that
they gifted us this underground with 130
spaces but in in reality they short
short changed us um the important thing
here is that that improvement district
the owners invested in it the city build
a lots um there's reference to the
Northeast quadrant
the Northeast quadrant they were never
there was NE it was the only District
that no improvement district was formed
for that's why there have always been a
net
deficit and you know one thing I have an
issue with the numbers that I see on
staff's report is that they say that
that the improvement district the money
that the property owners paid is about 4
million that money back then was about
$800,000 there's there's about
2,000% appreciation in land value here
since 1972 that puts it in today's in
today's numbers that be8 about about 16
million dollar that back then they
invested into it so the merchants
invested in it
um see if there's anything
else oh well the important thing is
that back in 74 the study determined
that there's a net deficit of 1,500
spaces would would the Improvement this
and all the additions and subtractions
we're still we still haven't filled that
deficit we're talking about what you
know 50 two three years ago we still
haven't so when people say oh there's
enough and think about all all of the
improvements that been made to that area
you know all the development and
everything we're still have we still
haven't even met that deficit 50 years

the senior coordinator for the um Town
Farmers Market the Scottdale Oldtown
Farmers Market um actually for history
we've actually been uh doing farmers
markets since 2002 in the Scottdale area
uh and we've been moved around a lot but
in ' 08 or maybe it was 09 we started um
in an area that was uh now the it's
called the parking Corral which was
described to me as a low impact low um
visiting area since since we've been
there um we have developed a farmers
market that has
attracted I would say um such a diverse
um customer base that uh has found
parking um in the various areas and
keeps coming back uh we did a rapid
assessment survey uh this last busy week
um we had several hundred people who
participated in the survey and since I
did it I was able to ask did you have a
problem with parking and the overall
response was no not really we found
parking or street parking um and it
wasn't a problem for us we've been
coming to the market in some cases for
uh several years um I do have a question
though I thought there was supposed to
be a parking garage that was also for
the gallery Association um did that did
that not happen or um in that in that
District um so uh that would be um
probably alleviate some of the issues
that um uh that I just heard that you
were having so um the other thing too is
that I just want to mention that for the
market we probably have um uh so many
different diverse businesses that have
actually done brick and mortar air um
businesses from the market Market um
some in the Scottdale
area we have visitors um from all over
tourists who are National as well as
International and of course our state
tourists and our city
tourists we had a um we have on staff um
a person who is a global um translation
specialist um and he um identified a
couple of years ago over 27 different um
language groups group that came through
the market just to shop so we do have a
lot of activity um the market has a lot
of um customers that come from the
market to the visiting um shops that are
there and also um we have folks that are
have the um their shops that um come to
the market that are in the market and
have been very successful I've got eight
minutes and I want to say thank you so
much guys you know like I'm the city
Scottdale has been awesome and thank you
Salange and MaryAnn and the mayor for
being at that meeting um to help me
figure out what to do you know when the
garage goes away thank you D and I know
councilman Graham has a has a question
de de I wanted I wanted to I'm sorry
because I can't hear very well D can you
see me over here it's it's
uh is your it's your boy

Market D um blink blink twice if you can
see
me I'm sorry s um how many years have
you did you say youve been with the
farmers market in Scottdale we started
um in I think it was just after 9911 we
I think we did the 2000 uh 2002 on on
Sixth Avenue yeah um and we were there
for about three years before the
Southbridge project came on and then
after that um uh the um we were working
I think with the downtown partnership at
that time and they wanted us to go to
Fifth Avenue yeah we did but it was on
the sidewalk so um after a couple of
years um
councilman um you know like we decided
it wasn't a great fit so we stopped um
but then same Andy and I can't remember
his last name who owns one of the shops
over there he was the um president or
the vice president of the Fifth Avenue
Association asked that we come back and
try again yeah and so we did um but it
just wasn't a good fit um to have a
market um and try to grow a market on
the sidewalk and it did interrupt uh a
couple of businesses so instead of
leaving though um at that time the city
had a downtown I think the city had the
downtown um tourist um group there okay
so I I'll get to my next question um and
then so you guys moved around a bit but
you've been there a long time I wanted
to thank you for all that you've done to
bring vibrancy and vivacity to Oldtown
okay um are you um with this uh parking
structure at Corral are you concerned uh
are does that give you any
concerns uh are we
insured I need to oh yeah and we sure
with this parking with this with the
with this uh with this voter approved
parking addition to the um we we well
yes we were worried um because the
market we built you know like with in
the cooperation with the city and then
also responding to the um community that
was around it um really you know
established itself um with that
particular site very good and um the
other thing that happened was that I'm
sorry if I over spoke no that's I just
um I yeah I wanted to hear your
invalidate your concerns but has the
city overall been good to work with have
they been a good partner to you yeah um
we the workers um we have um parking
underground which is um the underground
parking it's usually not full um at all
we usually have even with ours but the
Personnel at the city of Scottdale have
they been good to work with yeah the
workmen are there um and we're there and
um some of the um other uh you know
folks who know about the underground um
parking no no I just meant the Personnel
at the city of Scottdale person the
people they've been good to work with
Yep they're there they're I don't know
if they're there during the market but
sometimes their trucks are there okay
and then I'll just put Mr Kon on the
spot Mr Kon we're nothing's going to
threaten the farmers market right we're
going to find a suitable location and
work very closely with them no no I
think the I think really
uh Mr Kon uh you've been overruled I I
defer is going to explain this to me
later and I'm going to see where I said
know Miss Logan if if I just asked Mr
Kate and I want him try to put you at
ease we're going to work with the
farmers Mark to find a suitable and I
appreciate that thank you but but I can
we get him on the record yes absolutely
Madame mayor and council member Graham
we had a meeting just this week and I
think it was there had already been some
discussions but it was uh more casual or
informal uh we had a structured meeting
where we uh talked about a variety of
potential sites for the relocation we
talked about a timeline uh lasting
through June of
2026 that it was committed through to
have another season uh at the current
location uh while the structured parking
was under design and then uh we have the
time but uh in the meantime to find an
alternative site it's uh potentially a a
new permanent site for uh the farmers
market and I would say we have a short
list and now we have a scope of what
they see as preferable location there's
also an opportunity I heard in in an
eternal optimistic uh view of uh some
growth or expansion opportunities oh wow
and we'll need to factor that in in a
potential new site so well I think Mr
kton thank you so much I think
threatening the farmers market really
puts us at at uh makes us uncomfortable
and we we wouldn't do that and uh de
just thank you so much for coming and
sharing your thoughts with us tonight
you did such a good job thank you hey D
we have a de we have a couple of other
sorry I know this is
cumbersome de I want to thank you so I
was a participant in that meeting with
staff and with the mayor and with
councilwoman McAllen um it is truly it
was such an amazing story of the
background that goes we go and we get
our vegetables we get our honey people
have no idea about what goes into a safe
successful truly local farmers market so
first of all thank you D I want to
follow up I think what council first of
all it is very difficult when people
speak I never I'm looking around too so
you're not alone but I think what
councilman Graham was asking I'm not
sure was about whether the parking
garage is a problem and I didn't know if
Michael wanted to help you on this but a
parking garage and a and a farmer's
market are are not compatible
it do Michael do you want to help the on
that one because that that was the main
part of the discussion earlier last year
when we talked about um this parking
garage there was this notion that the
parking garage and the farmers market
could be compatible um city manager kton
can Michael come up and answer that
question for D yeah I I defer to defer
to Mayor sorry that's AB absolutely so
okay go on thank you thank you mayor

work so yes um the farmers Market's more
of a open air venue sir could you
introduce could you introduce yourself
I'm sorry point of order I apologize you
quick introduction so the audience knows
who you are sure my name is Michael Reed
I am the site manager of the Oldtown
Scott sale Farmers Market I've been
working there for about 13 14 years in
that specific lot at the the parking
Corral so um and I think if I may sure I
think the question that was posed to D
was uh during that meeting because
several of the members that of the
council were not there um in that
meeting it was confirmed that your
Farmers Market would not be compatible
with an enclosed garage for the Post
construction I was told in the past uh
We've doing farmers markets in parking
garages and the fumes and the traffic in
and out is just not um very good for
logistics for farmers markets and being
on top of a of of the top level of a
parking garage just would not work
logistically either we have Farmers we
have ranchers um that have large
refrigerated trucks hauling stuff up and
down just it just would not work um we
more suitable in a open
air area okay thank you Michael that
answers my question I just wanted to
stress that because that was a
discussion point but um I do also want
to reiterate what our city manager uh
Kon said and uh that we are going to be
actively looking to see what the options
are and one of the points I made in
yesterday's meeting is somebody sent me
a slideshow of 12 things that make
Scottdale great and the farmers market
was one of them so thank you
do you have a another comment yes
councilman Graham Michael thank you for
your uh testimony and so how how long
how many years have you've been involved
with the farmers market there in that
particular Farmers Market I've been
there about 13 to 14 years oh wow that's
great in total farmers markets uh about
16 years very good um and has how what's
your experience working with with the
City personnel for city of Scottdale uh
my experience has been uh very very good
um working with Cheryl the Cheryl suers
yes Cheryl suers um special events
coordinator for city of Scottdale okay
very good and then uh could you imagine
are there what other types do you guys
ever operate like street closures or or
there's a lot of different areas have
you taken have you looked around the old
town and and seeing areas that you
like that's okay I don't put you we've
looked around it's it's uh yeah it's
difficult CU we've been in that area for
a long time the local Merchants around
us um glean a lot of business from
people being in that particular area
yeah um well it just under it underlines
the importance of keeping it in the area
doesn't it oh absolutely um yeah well

D Michael thank you and your team for
meeting with us about this option
sometimes when you get into a situation
uh where it seems a little convoluted
sometimes a better solution sometimes
when we follow a recipe and then when
the cake is baked it tastes better than
we originally remembered and I know that
sounds silly but I thought that analogy
with the farmers market and the wheat is
important based on the information that
uh di had shared with
us they want to grow and we may have an
opportunity now to help them grow even
though it came out of something else and
I appreciate city manager Kon looking at
alternative spots that align with them
and you know working back and along with
uh Rachel and her team um it's it's one
of those situations that we may not have
foreseen that was going to have a better
outcome and it just may and I'm I just
want to be very hopeful in that and I
appreciate you not you know getting so
upset with with the city that you know
you it may be temporarily disrupted you
know not until you know we're building
um but knowing and that you can tell the
public that we will be at the farmers
market till June of 2026 for sure and in
that meantime we'll have a year planning
to where we're going to go so there it
just could be a great outcome and I'm
I'm excited for the opportunity for you
guys to possibly grow and for other
members of the downtown area to benefit
from it so just my

with no it's it's kind of conflated a
lot of the non-agenda speakers are
talking about the farm market but
shouldn't we finish item number 15
before we go to the we're already mid we

the second to last so while it's not
perfect we're just let's just finish the
speakers so we can have a discussion
about the uh agenda please okay yeah
this is non agendized public
comment okay perfect okay um my name is
Emy Cardella I live at 8217 is Redfield
Road I have been a Scottdale resident
for 47 years and I've always been an
active member of my community Comm I
currently serve on the city's
Transportation Commission I'm speaking
tonight to express concern and seek
clarification regarding the city's
decision to eliminate both the Public
Works director and transportation
director positions given that Scottsdale
has a population of over 240,000
residents and welcomes 11 million
visitors annually I question whether
such a move is typical for a city of our
size the public deserves to understand
the reasoning Behind these decisions and
what impact they will have on our City's
INF structure and long-term
planning I'm also concerned that council
members are advocating to cancel the
contract for the planned traffic circle
at dynamite and Scottdale this project
is funded with $30 million of federal
money all of which will be forfeited
with a design change this means city tax
dollars will need to be needed to
complete the revised project where will
this money be pulled from what
Transportation projects will be
cancelled or postponed in order to
absorb the cost of the dynamite and
scusta Road Project also the forfeited
federal dollars do not simply go into
account for us to use be use later they
are returned to the government and made
available to be reallocated to other
cities there's no guarantee that this
money will be available for any future
request by
Scottdale there's also a safety issue to
consider this is a dangerous
intersection which has sent multiple
people to the hospital based on the
city's data adding roundabout to this
intersection would approve improve the
safety rating from a d to an a that is a
significant Improvement that should not
be dismissed without careful
consideration and where is the community
input in this change this is a plan to
cancel an ongoing contract something
that rarely if ever has occurred in
order to spend more City money in order
to build an intersection that is less
safe a change of this magnitude should
not occur without ample education of
citizens and the opportunity to provide
input thank you Madame mayor thank you
may I ask a question
sure commissioner Cardella how many
years have you served on Transportation
Commission roughly two and a half okay
um and I wanted to ask um city manager
are we forfeiting federal
dollars is that is that an accurate
statement Madame mayor and council
member Graham we have an extensive
presentation that we are planning
for uh April 88th uh at the best case
scenario it might uh move to the
following meeting which would be April
22nd but it's hopeful of the April 8th
and it's in its extensive answer to the
question and the city council is going
to vote on that yes sir so that will
that will provide Outreach in public
common opportunities yes absolutely so
there's no just to clarify there's no
cancelling of any contract correct we've
had several executive sessions regarding
this item which obviously we cannot
divulge here but there was a direction
provided to uh City staff we've been
moving in that direction and then the
formal action will take place in a
public session where we will have
extensive um uh information to provide
the financial compl thank you city
manager uh commissioner Cardella thank
you for speaking to
us Council woman Whitehead actually I do
want to State for the record that there
is a public memo that if the
intersection changes we will forfeit the
money the hope is that if we reapply for
a Federal grant we could be rewarded
federal dollars but I do want to clarify
that Miss Cardella must have read that
memo and it clearly states in order to
change the intersection the city of
scota will forfeit the $31 million of
federal dollars yet we're still stuck
with the project so the money will have
to come from somewhere else thank you

Rizzo hello uh thank you so much for
allowing for me to speak today my name
is Jennifer Rizzo I'm the founder of
Earth sugar Arizona's leading
gluten-free and organic energy bar
company um I first visited the Oldtown
Scottsdale farmers market in 2020 when I
was living in a shoe box apartment in
New York um I always wanted to start my
own snack company and walking around
that Oldtown Farmers Market I was blown
away by how many vendors manufactured
sold and marketed their own products um
and used all their all Arizona's local
ingredients to do so I fell in love with
that market so fast that I quickly asked
management if I could apply and set up
shop next season and they said yes I
flew back to New York quit my job gave
away my things and moved to Scot I
turned my studio apartment into a test
kitchen and soon enough I was selling my
product in front of thousands of local
Scottsdale residents um today Earth
sugar participates in 10 markets a week
we ship Nationwide and we wholesale to
over 100 Arizona small businesses hotels
and gyms and in States across the
country um the Scottsdale Farmers Market
has been in that location for 15 years
I'm just one of the hundreds of success
stories born out of that farmers market
there are hundreds of storefronts
throughout Scottsdale and Arizona that
developed their ideas at that market and
grew to become the big staple Arizona
companies that you see today there's
also a lot of products that sell
exclusively at the farmers market and
it's where families go to build
sustainable independent businesses that
they can pass down to their kids uh I
was so shocked when I heard about the
parking garage decision and it didn't
feel right to me at all because I know
how much everyone loves it um in fact it
made me so mad that I did that due
diligence that you referred to before
and I called absolutely every vendor in
the market I called almost every single
Merchant on Brown Street and around the
corner and to my surprise no one heard
about that this was voted on no one
wanted the farmers market to disappear
everyone was upset about it and multiple
business owners cried to me because
their businesses had just start to
recover after covid and felt that this
construction would impact their
businesses more um if I was on Council I
wouldn't see the market as something to
displace I would see it as something to
invest in something to promote something
to brag about and something to love it's
a symbol and a testament to the great
City of Scottsdale that supports and
encourages small businesses and
entrepreneurs like me to thrive um in
fact moving this market location will
impact our sales um I can't stress
enough this Market is very very
successful it is all of our highest
producing markets I do literally every
Market in the whole state this one is
the one that I go to every Saturday it's
where I see all my customers it's where
um I've spent every weekend for the Last
5 Years um I really truly feel that this
parking garage will ruin the great and
historic vibe that lives in Oldtown
Scottsdale where somehow children
families adults pets and partygoers all
have a place to be and exist all at the
same time um I hear today you guys keep
calling it The Corral but I call it my
storefront along with 115 other vendors
we care about that place very dearly and
so I invite this Council to get to know
businesses like mine and the other 15
businesses at the farmers market I think
the more you learn about us the more
you'll love and the more we'll all
understand how to fix this situation so
if we do come up with something greater
that's like a indoor New York style
Artisan Market where there's a place for
us to go we can all put our heads
together to create something that's very
lasting and something that we can all be
proud of and to help all the businesses
in the Scottsdale area so thank you

before we conclude I do have a question
and I'm glad that Mr milky we you did
talk about this um does the city have
any parking technology parking finding
technology like was discussed like an
app or you know where you register where
the spaces are like other communities I
understand have do we have anything like
that um mayor I'm not aware of that
and okay I'm hearing in to my left on my
left that we used to does anyone know if
we had any parking software no okay so I
I personally um have heard from so many
people on this topic I mean I think we
all have thousands of people have
commented on the garage in this location
um citing both we don't need parking
additional parking there that parking
garage is always empty um I mean not
always empty always
underutilized I I should say it like
that we don't want the farmers market to
go away it's a big economic driver for
the area it's also a big Community Asset
it's also uh the construction is going
to be debilitating in that very small
area across from the old Adobe Mission
so I think we've all heard from so many
people I think uh councilman Graham for
putting this on the agenda so that we
could talk about this again um I want to
point out Bob pedman who's a wealth of
knowledge in the area and parking you
talked about a study that was from 1974
I think you did and you know since then
I just want to add that um Uber whmo E
Scooters I mean there's been so many
advancements that take cars um you know
that people don't drive down there
they're taking Transportation especially
to places like I do to go to the spring
training game right for example um so a
lot has changed since then and you ask
people uh and I did this on Sunday after
uh just right at the end of the spring
training game I walked through went down
into the Corral uh parking garage there
was probably 40
of the spaces were utilized there were
so many spaces in the Civic Center the
uh Performing Arts Center Garage there
were street parking for that matter was
available so I hear from people um that
there's you know there's always parking
down there so I you know people don't
understand what we're doing here I don't
understand why this is a good idea as
everyone well knows uh when I was
talking to councilman Graham about this
uh underground parking that's
underutilized and frequently
unused um he indicated that women are
afraid to park in underground parking
lots and his wife being one of them I
get it I walk down there it could be
brighter it could be a better feeling
there so I'm not diminishing that but I
think the parking app or the and I don't
think Mr milky is selling a parking app
he does something a little bit different
but um having some sort of Technology
we're so behind on technology in my
opinion at the city of Scottdale having
an app um just generally having an app
would be hu would be an advantage to all
the the Scottdale residents especially
if it pointed you in the direction of
how many Open Spaces are at each garage
because so many of parking garages
people don't know they even are there
like under the Museum of the West I mean
you go down there there's so many spaces
available so it certainly seems like uh
there's an opportunity to invest and I
think he said I don't I know you know if
there's any um comparison but $350 of
space to find out that there's hundreds
of spaces available you just need to get
to them and find them um but it sure
seems like that would be an option that
would be a lot more attractive to the
future of Oldtown which uh you already
know I'm very passionate about so with
that I've got councilwoman Littlefield
and then councilman
grah thank you mayor um show my age and
how many years I've been up here but we
did used to have a parking um program
that could be put into your phone so
that you could dial and find out where
empty spaces were the problem with that
program was nobody used it and it was it
ended up just kind of being worthless
because it it just went away frankly and
a lot of people
just want to know where the parking is
and they want to see it on the ground
level especially if they're going to be
shopping in a store right next to the
parking they want to they want to be
able to walk there it's the same thing
with with the farmers market you don't
want the people don't want to have to
park two or three blocks away and then
walk to the farmers market they want to
be able to park there and it's it's the
same thing with the stores and the
shopping center so we need to find
solutions to all of these needs that
that will
adequately give the parking to the
people and and to the businesses that
are here so that everybody can find
places that will park that aren't a long
distance away and that's really what
we're looking for so thank you thank you
and I don't know what happened to that
parking program but I remember it I
think a lot has changed the technology
since so we might not want to even try
to look for it but thank you for the
historical that's that's important that
we were once in involved in that uh
councilman Graham thank you mayor um
yeah I was I served for on the
Transportation Commission for almost
seven years
and we looked at the parking apps and
the bottom line is people didn't want to
download an app and you down not only
did you not want to download an app that
you couldn't even trust it when you
downloaded it because it wasn't reliable
so I don't think downloading an app is
necessarily the solution the um 70% of V
voters demanded that we add parking um
to this
location and so it's you know it's just
I from my experience on Transportation
what I'm I'm hearing people don't want
to download an app um we have signs that
direct people for public parking and
Steve Sutton who tells us all the time
about sign blindness we can put more and
more signs but we kind of grow a little
blind to it so like council member
little field said you want to know where
those safety you want to have the safety
and the comfort of knowing where the
parking is that you want to obtain um
scooters aren't the solution uh we're a
car first city scooters are not for
families scooters are not for the
elderly um scooters are not the answer
for a car first city coming to
downtown and um and uh so those are some
thoughts
because I'll just leave it at that thank

quasman just extremely briefly Madame
mayor members of the council I think I
think what um what Chris was saying is
that there's there's technology out
there to put Dynamic parking signs at
the parking lots that that just like
you're parking at the airport they tell
you how many spots are available and
that will also be uploaded to the main
Scottsdale website and that technolog is
out there I'm saying this only because
I'm used to be at that side of and and
wanted to answer questions and he's not
allowed to run up there so I'm just
going to read his mind and tell him what
he wanted to
say thank you for that clarification uh
councilman quasman because that's that
is exactly what you were saying and that
that would alleviate anyone doing
anything except for just driving by so
that's very very helpful and uh to the
point I made earlier um no one's
suggesting we replace cars with scooters
that's for sure not my uh
not my goal um but technology and the
realities have changed where people take
modes of transportation to avoid having
to um take their car so that was the
point councilman Graham thank you for
that and seeing nothing further here

General obligation Bond issuance for the
2019 Bond projects who's going to speak
to this I am thank you good evening I'm
Anna henthorne the assistant City
treasur this is agenda item 11 this is
for the third issuance of the 2019 Bond
program the 2019 Bond program included
three questions question one for parks
recreation and Senior uh Services
question two for Community spaces and
infrastructure question three for Public
Safety and technology and the Total Bond
authorization is 319 million and it
covered 58
projects we had two previous issuances
of debt roughly two years apart since
the bond program started in 2021 we had
55 million and 2023 we issued 70 million
this is the third issuance and it covers
107 million of bonds and then after this
issuance the remaining authorization
would be 79
million here's a list of the projects
covered under question one for the
issuance um this is for acquisition and
construction related to the city's Park
and Recreation senior services and
Community facility improvements a few of
the projects under question one include
the Thompson Peak dog park and building
a 17 acre park at ashler Hills Drive in
74th
way here's a list of projects under
question number two which is for the
acquisition and construction
improvements related to community space
and infrastructure a few of the projects
to H highlight um include improvements
to the lakes and irrigation at Vista Del
Camino Park in the Indian Ben wash and
building parking structures in Oldtown
Scottdale here is a list of projects for
question three this again is for
acquisition and construction of
improvements related to Public Safety
police and fire facilities at technology
improvements a few of the projects under
this one to highlight is the renovation
of the vinda police station and
expanding the Civic Center Jail and
downtown police
facility the city repays the general
obligation debt with the secondary
property tax the city's current
secondary tax rate is 43.5 cents per
$100 of assessed valuation and the
estimated tax rate for next fiscal year
with this proposed debt will be
relatively flat at 42.5 cents per $100
of assessed
valuation the city's Debt Service
payments are layered in to ensure the
city's secondary tax rate does not
experience large increases due to debt
issuances the debt is level over the
next two years and then would
decrease if approved this evening the
city's next steps for the debt issuance
will be to post the preliminary official
statement on April 11th this is an
important document that communicates
critical information to potential
investors such as the city's outstanding
debt the security and sources of
repayment of the bonds our bond ratings
and other
information during the week of April 28
the city will sell the bonds and on the
week of May 19th we expect to close the
bonds and the funds be available to the
city that concludes my presentation and
I can answer any questions you may
have councilwoman Whitehead thank you

done in the past um have been for other
water sewer projects the TPC the
Scottdale Stadium Aviation and museum
projects the MPC board of directors
consists of citizens and their
appointments are approved by the city
council we are really grateful for their
partnership to the
city the projects for the sewer system
include the greenway Hayden Loop and
Mayo improvements for 70 million and
water projects for the crossroads East
Aqua for storage and Frank Lloyd Wright
booster Station Main improvements and
those total uh 50 million the total
financing for all of these projects is
120 million the MPC uh
the MPC board discussed the financing of
these projects on January
21st and they approved the debt
financing on February 25th included in
your packet is a memo from the MPC board
discussing their approval of these
critical Water and Sewer projects that
align with the water and sewer strategic
plan okay this chart shows the annual
estimated de service for the next 20
years the existing Debt Service is in
Belo and this debt issuance would be in
green you will note that we are paying
off debt this year which provides more
capacity to issue more debt for these
critical
projects the bond Covenant requires
three times coverage ratio of excise tax
to principal and interest payments to
maintain a AAA Bond rating we must have
at least four times for coverage with
this issuance we will still have a
coverage ratio of approximately
6.67 while the excise tax provides
security for the bonds keep in mind the
water and sewer funds will pay the debt
our financial policy requires ratios of
at least 2.0 for net operating revenues
over the debt payment we will be above
that required
amount so again if approved this evening
the next steps would be to post the
preliminary official statement on April
11th and then during the week of April
28th the city will sell the bonds and on
the week of May 19th we expect to close
the bonds and have those funds available
to the
city I would like to thank the MPC board
for their work on this um
initiative that concludes my
presentation and I can answer any
questions you may have thank you
councilwoman Whitehead uh once again
thank you and I also appreciate vice
mayor um idea of having the public see
where the dollars are going but with
that I motion to approve item number 12
Municipal property Corporation MPC
excise tax Bond issuance for water and
wastewater projects and adopt resolution

13364 thank you councilman Graham if I
can second or if I can speak to my
second
um and I didn't mean to be a little
Cavalier earlier U about selling the
bonds which I do support but um how are
interest rates right now the bond
markets have you look taking a look at
those yeah we expect the um rates to
come in somewhere between 2.75 and 4% oh
really because I mean our our we have a
sterling can you remind us what our bond
rating is for um the go we are triple
all the way across for MPC we are triple
a rated for everything except for fit
which we are double A
Plus um and U so you expect you said you
said three and a half I'm sorry so we're
expecting somewhere between 2.75 and
four it's really good that seems like
that seems like unusually low so when we
when's the last time we sold bonds for
this 2019 Bond program it was two years
ago February of 23 okay so interest
rates were higher back then right yeah
we were I think somewhere between four
and 5% we did have I believe a little
bit of taxable so that increased the
rate a bit so there's been some interest
compression that's actually going to
save us a decent amount right yes um and
um yeah so that's that's that's good
news and we can't we can't refinance the
earlier issuance can we we're kind of
we're kind of committed for the 30-year
term um councilman Graham I'm a little
I'm a little out of scope aren't I
Cherry's gonna rain me okay yeah how
about we get back to you on question I I
wanted I want to talk about interest
rates in bond
markets um okay and uh really um um
appreciate you coming up and speaking us
uh speaking to us tonight and if I know
Council or vice mayor daow is if she has
any questions but it's a good

17 uh this is a request to
agendas uh review of possible changes to
chapter 47 of scutal Revis code Street
sidewalks and Public Works
generally
um uh May mayor vice
mayor Chan deasus has asked to have the
city manager and city or City attorney
draft an ordinance for consideration or
at least we're going to go through the
options to agendize or take any action
um for the April 22nd council meeting
related to possible changes to the code
I just referenced uh which would impact
or limit temporary traffic control
devices such as barriers for
construction Pro construction projects
to be installed and possible related
fines Incorporated incorporating as
appropriate Provisions from a similar
Chandler ordinance so that's a mouthful
um so do I have a motion to take action
on this so moved second which though
which one direct city manager oh why
don't you speak I'll make a motion to uh
direct the city manager and the um the
City attorney um to agendize the item
for uh a future meeting on April 22nd I
just wanted to explain um what what I
was thinking about here when I drive
around because I live in North Gusto I
drive long distances and a lot of times
I drive by these traffic barriers that
are restricting traffic and you can tell
that no work is being done and so you
drive by it you drive by it you drive by
it week after week like why is the
traffic resist is is restricted um when
no work is getting done and so I started
to understand that there are other
cities who have ordinances that are more
restrictive about hey you can only put
traffic barriers up that are restricting
traffic while you're doing work or if
the area is unsafe so um the number one
issue for residents in the city of
Scottsdale is traffic we have a
wonderful amount of tourists who come
here during super season um and so
during those times and certainly the
rest of the year we should be making
sure that our roads are as easy and
accessible for people to drive through
um that they're beautiful and we don't
have traffic barriers up when they're
unnecessary so uh I I worked with the
city attorney's offices to do a little
bit of research and learned that in the
city of Chandler they have an ordinance
that says um that a construction company
will be fined $600 per day when they
have traffic barriers up that are
restricting traffic and no work is being
done and and so over time that could
start to add up and what it would really
just do is clean up our streets a little
bit so my request is for Council to
consider agendize this item so that the
legal department and the city manager's
office can take a look at this take a
look at our current ordinances and then
determine if this is something that um
maybe we could do a little bit better
that would improve our traffic flow
throughout the year but especially
during super season so I would ask for U
support uh to um agendize this for the
April 22nd meeting I'll that and yes
there are problems and there's problems
for pedestrians too but we often do get
complaints so I enthusiastically second
all those in favor please indicate your
vote all right final item number 18 is a
request uh by councilwoman Whitehead to
agendize review of the police
department's compensation Recruitment
and Retention practices for police
officers and you councilwoman Whitehead
are
asking to direct the city manager to
have the police department provide an
update at a future council meeting
related to such items as compensation
Etc uh as compared with Valley agent
other Valley agencies and officer
Recruitment and Retention
practices do you want to talk about this
or just take a motion yeah I would like
to um I I was opting for uh option one
to put it on a future agenda and I'm I'm
I was hearing there might be some
amendments to my request if any council
member wants to speak to that looks like
we have a couple councilwoman
Mallen uh yes I just wanted to well I
was going to Second it but if there's
going to be an amendment I just want to
um say that our city for its size and
where our police are compensated is
below that of Apache Junction that's
deplorable our um Public Safety should
be compensated for what they do for a
city our size and that is what um we're
looking at doing to maintain the
compensation that stays at a current
level that it um that will never fall
below uh second
in the cities our size it's just really
imperative that our citizens feel feel
that they're safe and that our Public
Safety know that we are behind them and
so with that vice
mayor thank you councilwoman Mallen vice
mayor deasa so I'd like to offer a
friendly Amendment um because this
specifically mentions the police we
should include fire as well um police
and fire we need to make sure they're
regularly reviewed their compensation
but as a former uh Human Resources
person I feel like all employee comp
compensation should be reviewed
regularly as well so I'd like to see um
if we could um amend amend this to um
talk through what is the proper process
for regular review of employees what we
saw last year was that there was a a big
gap and then we had to catch up and that
cost that cost a lot of money and a lot
of consternation so we should have a
regular process um I understand this is
specifically uh police and fire which
are near and dear to my heart but we
also need to think about all the entire
team so that would be my amendment is to
to take a look at the entire team and
ask you to to come back to us with some
thoughts councilwoman Whitehead yeah so
I'm contemplating this up here on the
dis and I I think it sounds like and I
agree because the last thing we want is
to prioritize one Department over
another so what we need is these regular
reviews um so that our um employment
salaries are competitive and uh with
other cities because we know what
happens when they're not but um perhaps
I can get some guidance I think what I'm
looking for is perhaps a police chief at
a future or someone from the police
department at a future meeting speaking
to the issue they're having of perhaps a
following meeting with uh fire and other
the other staff members you know I'll
leave it up to I accept I um accept the
friendly Amendment but I see this might
need several meetings to address I guess
is what I'm trying to say but I agree
with the friendly
Amendment okay so do we have a second
you were the second right well I just
want to speak to that I think that
you're right I mean that opens it up to
we're including all you know other
departments I get it but um I think that
this particular item with the police
department is of you know specific more
heightened uh And
Timely um issue so you know I think we
wouldn't rule it out if if fire came to
us and said that but I I would prefer to
have it just be limited to Police
Department just based on what we we all
have learned about the ranking on
compensation may I speak again mayor and
thank you I again you know we're kind
we're hearing each other for the first
time on the DI but so it's true that I
was very in um instrumental in raising
police pay but that was quite a few
years ago so we just did the rest of the
employees it might and we then fire was
last year as well so let's stick if it's
okay with my colleagues let's keep uh
this item limited to the police
department and a police presentation but
then uh I will put in another uh mayor
council item to have a formal review so
we don't end up 10 years behind on fire
and the remainder of Staff that's so I
I'm going to reject the friendly
Amendment and ask my council members to
support this item as is because actually
police pay is further behind and because
it allows us to move forward quicker and
then address the other issues councilman
quasman I just want to be very clear the
the question that we're going to vote on
is whether or not to add an a review of
an increase in fire
pay in the at this time I just want to
be very clear about this you do not want
to add fire in am I correct um perhaps I
can get some clarification I believe
fire was part of I I know fire
department was part of the overall pay
raises um last year is that correct
Madam mayor and uh councilwoman
Whitehead you are remembering it
correctly a few uh short months ago we
moved fire on the step plan yes since I
have the mic I might just also insert
I'm familiar with annual reviews of
compensation for all employees I see
that the budget process is a natural
Nexus so I just uh place that out there
for your
deliberation okay so the friendly
amendment has been rejected so let's
vote on the underlying motion although I
think I think it's a it's a good
friendly oh okay vice mayor
devasquez I actually appreciated
councilwoman Whitehead's um concept of
maybe we should do a rolling discussion
of this as we're going through the
budget rather than just FOC focusing on
one Department um we we do seem to feel
that police has some urgency so they
should be first but while we're going
through the budget process right now
seems ripe to just make sure we're on
target let's not let's is there anything
wrong with
that mam mayor and vice mayor I I think
that's very appropriate uh again because
it it translates into Dollars uh in many
cases and then you really look at it
it's fine because it's so many with 2700
employees to maybe take it in phases and
just as a little bit of a history
reminder if I may too they were moved to
the police were moved to the step System
earlier and a few years ago and so then
they didn't get the
increase uh about a year ago so it was
two years ago so we are aware that they
are lagging and quite Frank not to get
over ahead of myself but already
planning additional dollars for the
budget process to address that issue

we keep the amendment just do this in
steps as councilwoman White had
suggested just Fus
yeah I don't I don't know what that
means um so so where where do we stand
where's the moot Mad May mad mayor M
mayor mad councilwoman Whitehead it's

Amendment what would you like to do and
then we can move on well I I'm
requesting I'm requesting to
speak yeah we could do we could do it a
step F step fashion and the urgency of
the different uh pay reviews may be very
different although we can find out what
is the process to prevent a 10-year gap
between the pay review of our staff but
um I do see an urgency I would like to
see in a very uh as soon as appropriate
a police report on where we stand on
police pay and I'm good with I I it
perhaps I need to order some guidance on
order it seems to me like this is two
different motions because they will be
two different um two three different
meetings would it be appropriate for me
to submit another mayor counsil item
that we could discuss at the next
meeting with the the balance of this
friendly remaining friendly
Amendment mayor if I may it it sounds
like and correct me if I'm wrong
councilwoman Whitehead but it sounds
like you're willing to accept the
revised friendly
amendment that uh will move forward more
urgently at at an upcoming meeting with
the review of the police department and
come back at the discretion of the city
manager um when there's time for that uh
with the fire department and then look
at the other departments in due course
absolutely it does that work for you to
accept that friendly amend than for
clarifying everything that discussion up
here I accept and can I get approval of
