invite up pastor Kevin Hassan

hi Pastor sorry about that thank you
very tall so make sure that microphone's
up yes yes thank you I will give you the
name it is Hassan Foose Hassan food you
did a really good job I'm proud of you
for even trying I should have just said
pastor Kevin and went on from there and
thank you Pastor thank you for joining
us this evening yeah well thanks for
having me everyone it's a privilege to
to be here with you guys I feel like I'm
leaving you all out so I'm going to turn
like this but
um man I just want to start by saying I
just really love our town and it's a
special place and so it's a privilege to
pray for our meeting together with all
of you so thanks for having me so I'm
going to invite you to do something and
it might be a little unnerving for some
of us I know that we all come from from
different life backgrounds but what I'm
going to ask you to do is just as I pray
just have your hands open
so this is a posture of receiving
and so as I pray
we want to receive what God might have
for us tonight his wisdom his strength
his boldness rather than having our
fists clenched like we have control of
really anything in the universe we're
going to open our hands because we
recognize that he has the ultimate
Authority so would you pray with me
Lord Jesus we just thank you for tonight
you are a good God you are Mighty you
are a loving father
you are the great sustainer
Lord we thank you that you are the Good
Shepherd and that your faithful hands
guide our steps
tonight Lord Jesus we just ask you
for your wisdom
your discernment
your peace
your patience
to be on display would you work in and
through our lives each and every
individual in this room
no matter what our background is or our
history is Lord would you just work in
this place and may your presence your
Holy Spirit be felt

presentations and proclamations we don't
have any this evening and we'll move to
Communications from citizens vice mayor
passing it to you

the Gilbert Town Council values citizens
comments and input anyone wishing to
speak before the council must fill out a
request to speak card for each item they
wish to speak on and submit it to the
town clerk or place it in the bin
provided prior to the start of the
meeting the communications from citizens
portion of the agenda provides citizens
an opportunity to identify for the Town
Council matters of Interest or concern
related to town government that are not
on the printed agenda under the
provisions of the Arizona open meeting
law the Town Council is prohibited from
responding to issues that have not been
properly noticed therefore the Town
Council may only listen to citizens who
wish to address them on non-agenda items
at the conclusion of the open call to
public response is limited to individual
members of the council responding to
criticism made by those who have
addressed the public body asking staff
to review a matter or asking that a
matter be put on a few future agenda the
town asked that when your name is called
you come forward to the podium state
your name and place of residence and
then begin speaking all speakers are
expected to observe common standards of
decorum and courtesy personal attacks
political speeches or threats of
political action are inappropriate in
this form and will be grounds for ending
a speaker's time at the podium
so um I'll call your name you'll have
three minutes
um the first one if you'll a person that
comes forward if you will hit the button
on the bottom of the microphone and it
will turn red and you'll see the red up
here so that you know that you're live
and then you'll see a clock on there for
three minutes and the first person to
speak tonight is Amy Langdon and
following Amy is

I'm Amy Langdon and we as neighbors of
the Poco Community here in Gilbert are
here to discuss the multi-family
structure under construction in the
front yard at 2711 East Melrose
to refresh your memory we were here in
January to discuss what was going on
with this project and several of you
promised to come out and take a look at
the project and you did thank you we
appreciate it
we spoke to many of you and you all
agreed that the project was unacceptable
and you thought that something needed to
be done about it
and you assured us that something would
we are here to update you in case you
are not aware or educated on what is
happening because nothing has changed
to refresh your memory the town of
Gilbert and properly issued a permit for
the construction of an approximately 5
000 square foot three level structure in
the front yard of an existing
residential dwelling the town initially
rejected the application for a permit
for the new multi-level structure
multiple times while noting that each
Time guest quarters shall be single
floor per Land Development code
but then without any explanation the
town changed its position and approved
the permit
the town is now calling the project a
home edition but any reasonable review
of the project will quickly reveal that
it is not a home edition at all and it
is not attached
we understand that after we addressed
you in January you met with Town staff
workout regarding this project it
appears that based on documents provided
to us via public records request and we
have many that while the Town Council
was telling us one thing the project is
totally inappropriate behind the scenes
Town staff was doing something
completely different
the town staff and attorney have full
knowledge of this project
and many problems associated with it by
not taking action the town is allowing
multiple violations of the town's own
code to continue and is subjecting the
town to financial liability
for one example we understand through
public records request that at one point
the town staff discovered that the
inappropriate structure was being built
over the town's public water easement
but rather than to act to correct this
violation and require that the structure
be removed from the town's easement
staff secretly attempted to give it away
to allow the project to continue it is
my understanding that Arizona law
requires the Town Council that it must
approve and vote on matters such as
giving away the town's public easement
we cannot find any record that it was
brought before you
consequently it appears from public
documents that we've received that the
town staff is bypassing the town's own
rules and regulations to accommodate the
inappropriate structure at 2711 East
Melrose we've been very cordial
throughout this entire process and we
have looked at all the rules and
regulations of the towns code the ccnrs
for our neighborhood we have been
respectful we have been factual
and to me it seems like the staff is
work the staff working for the town have
not been following the town's own rules
and I am begging you to please do
something about that

good evening my name is Ernest Langdon
mayor vice mayor council members thank
you for the time to speak on this matter
as my wife just raised this issue this
is the second time we've been here and
the first time you guys actually came to
us and said hey what you guys did was
very appropriate we would like to use
that or say that's an example of how you
address that Council how you raise an
issue to us as council members and the
mayor
we believed you
you came to us and said hey we're going
to do something about this this is wrong
we have it in writing from council
members that this should have never been
approved and yet here we are once again
and so we are asking or I'm going to
back up what I believe has happened is
you as council members and as the mayor
have become distracted doing other
things or you are simply unaware of what
has continued to happen and you have
lost sight of the promises that you have
made we are going to ask you to refocus
on this
giving up my understanding giving up a
town easement
Without You voting on it and without
reasonable compensation is against
Arizona State law that's my
understanding so that exposes the town
to litigation
to financial responsibilities
on multiple fronts so I'm going to ask
you to refocus your efforts and think
again about what you promised that you
would do in the past
and become aware again about the
situation thank you very much

hello my name is Terry Daddy and I live
in a county island in the Gilbert
planning area
I ran out of time last week so I'm going
to read from an email that came from
council member caproski regarding her my
belief of her ethics violations
second paragraph while it is true that I
own Y2K engineering it is important to
note that I've always upheld the highest
standards of ethical contact and I've
strictly adhered to the legal
obligations imposed on me as a council
member
the next paragraph
as you correctly mentioned my role on
Gilbert Town Council prohibits me and my
spouse from being contracted with the
town of Gilbert
but then she goes to talk about there's
a limited number of engineering firms
but there are others
and then she goes to talk about
something that she developed with
Power by motor vehicle crash a couple
years ago is that proprietary is there
is there no one else that can handle
that is it does it have to be her
I just don't understand how everything
that I mentioned isn't an Ethics
violation so then I'm going to switch
gears and I'm going to talk about
Ocotillo widening and I'm going to talk
about
that because
I believe and I've said it before that
your staff including
the town attorney
is feeding you lies
I have said it over and over again uh I
I think that staff is running you
instead of you running staff and and
it's wrong and I I don't understand why
it's working this way
um
talking about easements why is the town
if that's true if why is the town
selling off easements but yet trying to
take more than they need from Maricopa
County
um for my property you don't need the 10
feet I've proven it multiple times I'm
prepared to prove it in court
so I just uh want to reiterate that it
is wrong for the town to hire a more
powerful government to be their
mercenary Force to taking land taking
lands from citizens who are not within
the town's jurisdiction it is wrong it
is shameful and it is against our
constitution and it's a little bit like
taxation without representation y'all
are affecting me and I can't put you up
here I have no vote on who sits up there
but yet you can control what happens to
my property how is that okay
it's not

well Tommy Lyons Gilbert resident
better
uh first I apologize if this comes
across monotone or flat but I'm
currently covering from a brain injury
from a car accident and the normal
emotions and
weight behind it is not normally there
but I have a different traffic concerned
I would like to bring to someone's
attention because I have tried to
resolve this myself and it seems to be
falling on Flat ears on Pecos Road in
between Val Vista and Rome there is a
one-way turn to the shopping center from
East eastbound
Pecos in there and people every single
day will drive into oncoming traffic to
make that turn into oncoming traffic
again and continue on that way instead
of using one of these three other exits
that will allow them to do that I have
approached officers that were on duty
DNA by nearby parking lots and brought
it to their concerns and the first time
I was told thank you very much we'll
look into this and after weeks of
waiting and hoping I have seen no
improvement and found another one and
this and was more dismissed like yeah we
patrolled the area
where when I can see parts of that
driveway from my patio when I'm just
sitting at home and I passed that way
multiple times every day and I have
never once seen a police officer there
and I have at least once per day seen
someone endanger the lives of every
other driver in the area by
intentionally driving into oncoming
traffic twice to make a wrong way turn
instead of using one of the other exits
provided
that this could be fixed by either
having the police patrol the area issue
tickets to hopefully prevent further
continuation of this action or any
Street signage at all almost one way no
left turn right turn normally do it on
enter or my personal favorite of a
one-way Spike strip so it will just be
both to a permanent Hull but something
needs to change I do not know where else
to turn and hopefully this will resolve
something thank you

yes on Pecos between Rome and Val Vista
and sent to a shopping center right by a
gym and car wash thank you

um next up is David Dobson and following
David is Chris Walker
are we still on can you hear me okay my
name is McDavid Dobson I reside at 2649
East Claxton Gilbert Arizona I am here
to speak in regards to 2711 East Melrose
as you've heard some of my neighbors
have already spoke to that effect uh
tonight I'm here to add a little bit
more perspective on it
something actually was done I don't mean
to contradict my neighbors after we met
with you I stopped work order was
actually issued on that property because
when they originally made their
application they did not include a
drainage and Grading retention study or
plan that is a requirement in order to
get a permit issued the reason why it's
a requirement to get the permit issued
in the first place is because it helps
staff understand the size and scope of
the project
well we've kind of gone past that we're
we're at a point now to where the size
and the scope of the project is so big
that it actually is sending water to the
neighbors the adjoining neighbors it's
moving water in that direction which is
creating a trespass
recently a drainage and Grading study
was approved by the town for the
applicant to then put and implement
you would think that they would be
allowed to implement that first before
they can continue any other work that's
not the case they started doing stucco
and windows and degrading and drainage
plan has still not been implemented you
would think that would be a priority or
a condition before lifting the stop work
order to at least see if that the proper
study was done and that the drainage
would actually work in the first place
I would make the contention and I am of
the opinion only because I've run water
downhill for 35 years as a farmer that
this will not drain itself this property
has become so big on the front half of
it that it just simply does not have
enough open area to drain itself
there's a lot of other problems that go
along with this I would recommend that
the town take another hard look at the
study that's been presented
maybe even have an independent Source
look at it to ensure its validity and I
would make sure that or I would try to
implement potentially another stop work
order until the drainage and Grading can
be done first and foremost before they
move on to other construction that is
the one thing that was needed for the
permit in the first place it should be
the first priority before work can begin
again
those are my thoughts on the matter I
appreciate your time good night

the council thank you again for your
time and thank you for your service to
our town
I too am a resident of Melrose Street in
Gilbert I've lived in Gilbert for
almost 24 years now we've raised our
five kids here and I love this town
we're not here as neighbors to trifle
with your time we respect your time and
we value it it saddens me that we've had
to come back to address this once again
I'm deeply saddened to have to address
you again
as has already been said when we first
address you in January
several of you indicated that you would
come visit the project and take a look
and you did and we are very grateful for
for your time that you spent doing that
several of you spoke with me personally
and I appreciate that
to a person
each one of you that spoke to me said
this project was inappropriate and the
Town Council would take action to
address it in fact one of you put in
writing
that the issuance of this permit was a
mistake and that the town would work to
correct that mistake
but here we are again and we're here
with one last sincere effort
to attempt to avoid litigation with the
town we don't want that this should be
resolved
without litigation
I am aware that two of our neighbors
have already filed notices of claim with
the town which as you are probably aware
a notice of claim is a prerequisite
to filing a suit for damages against the
municipality such as the town of Gilbert
but again Our Hope here today is to
encourage you to take another look at
this as you did before so that we can
avoid litigation
obviously as neighbors we have serious
concerns about the project you've heard
some of them already sadly three minutes
will not be enough to address all of the
concerns and all of the mistakes the
class that staff has made with respect
to this project I would welcome any
opportunity to speak with any of you
again relating to our concerns because
there are many but just to highlight a
few some have already been touched on
there was no grading and drainage
planned for this project before it
started
that created a trespass a diversion of
of drainage onto adjacent properties
because the town approved this
inappropriate project
the town approved the trespass onto
adjacent Lots
belatedly the town approved the gradient
and drainage plan
that will not retain the drainage in
fact the plan approved by the town
requires construction of a retaining
wall within the town's public water
easement that's not allowed
this is the same water easement that the
building is being built over
and when Town discovered that the
building was being built over the public
water easement rather than require the
building to be removed off the easement
Town staff apparently tried to secretly
give away a portion of the town's
easement
now in my approximately 20 years as a
litigation attorney representing public
entities my understanding is such a
decision would have to come before the
Town Council
again three minutes isn't enough I have
many other concerns and I would love to
address them with you I'd love to see
this item come up on a future agenda

mayor and Council thanks for your time
tonight my name is Nate laswear I live
at 2714 East Melrose Street so
directly next door to 2711 East Melrose
um my property has been flooding for
about a year and a half anytime it rains
any amount of rain
um
when when I brought this issue up in
January that my property was flooding
that when that is when it was discovered
by the council that there was no grading
and drainage plan the stop worker order
was put in place a grading and drainage
plan has been submitted
and my property continues to flood it
has not been implemented not not a
shovel full of dirt has been moved
I have hired a third party
or a independent engineering firm to
review
the grading and drainage plan and
it falls
800 cubic feet short and it doesn't
include the front half of the original
dwelling
so I'm here to ask for help
who would want to buy a property that
acts as water storage for their
neighbor's property
what do you think the value of my
property is now
and I'm asking for your help to please
implement
the code that is already in place not
only does the grading and drainage plan
fall short there is also requirement in
the town code that asks for three inches
of free board above a 50-year three-inch
rain event which our property all of our
properties need to retain water for and
it falls short of just a 50-year
three-inch rain event
let alone the three-inch free board that
is required and the front half of the
original structure
please help me
I felt like we were going to be helped
in January but
literally nothing has changed for about
a year and a half thank you

members I'm Allison dambrosio bones of
team for Travis with your permission I
brought some information to share
thank you for allowing me to speak again
with you about esplania awareness and
why what team for Travis does is so very
important
imagine if you will
what would happen if you're seemingly
perfectly healthy four-year-old son
became ill yet no one knew what was
wrong with him no one was able to
provide a diagnosis and then imagine
having to say goodbye to him just 20
hours after he first developed a fever
now imagine your shock at learning that
if someone had been able to detect your
child was born without a spleen and
missing a major part of their immune
system your child would likely still be
alive
over the last five years since Travis's
death
I've been interested with hundreds of
other rare disease patients stories
imagine if you will being a U.S army
veteran a registered nurse and a nursing
professor
due to changes in your insurance
coverage you must now be forced to
choose between paying thirteen hundred
dollars for your prescription medication
or feeding your family
Travis's story and my friend shawna's
story are just two examples of why I am
so passionate about advocating for rare
diseases like isolated congenital
esplania
earlier this year I had the privilege of
partnering with State congressman Steve
Montenegro to help pass Arizona House
Bill 2470 which calls for Medicaid
coverage of Rapid hole genome sequencing
to critically ill Arizona babies born in
our state's nicuse
if more comprehensive testing such as
this had existed when my son Travis was
born
it is likely he would still be here and
telling you his own story
I've spoken at three National Rare
disease conferences again telling
Travis's story and also helping other
rare disease patients learn how to tell
their stories and advocate for
themselves
tomorrow night is Travis's ninth
birthday your Gilbert water tower is
again going to be lit Orange in his
honor and for a Salini awareness
when you see it I ask that you think of
this little boy with the million dollar
megawatt smile
and share his story with everyone you
know
I also invite you to consider joining us

at the event our friend Drew Pearson
from the Dallas Cowboys will be
attending and we would love to see all

today we are going to discuss short-term
rental licensing fee this is
accompanying the ordinance that was
passed in June of this past year this is
just some overview information about the
licensing fee that we'd like to discuss
with you today
so quickly just what we'll cover um is
the short-term ordinance that was passed
earlier this summer as well as our
licensing fee proposal
just for a quick brief overview um the
ordinance that was passed June 20th of
this past summer
um a couple of these uh key items in
this ordinance included uh Property
Owners required to license with the town
of Gilbert uh them to submit an
emergency point of contact
the requirement of a neighbor
notification with an attestation of
completion included in that as well as
civil penalties that will be passed down
to the owner if anything were to happen
on that property these penalties are in
three-tiered systems so at the first at
250 second violation 500 third being one
thousand seven hundred and fifty dollars
and again this ordinance was passed June
20th and went into effect July 20th of
this year
what we'd like to discuss with you this
evening is a proposed license fee this
proposed license fee would include a
hundred dollar short-term rental license
fee as well as a hundred dollar rolling
annual life renewal fee which means that
the renewal fee would be due in the
month in which the property owner
originally registered
with the licensing fee um the reason
that we're asking for it is simply
because we believe that it will help
manage the new short-term rental
licensing process that we are
instituting this year resources included
in this process include an online
licensing portal that is available to
Property Owners as well as any managed
members owners for that property this
also includes a 24 7 hotline for
questions and complaints for residents
to access at any given time again this
will offset the cost associated with
managing this brand new process that
we're rolling out in September and we're
hopeful that it's going to be smooth
rolling fingers crossed
um the process like we've mentioned so
far in June uh June 15th um we included
the notice of intent to add the
licensing fee which was posted to the
public June 20th um you all passed our
ordinance for us and then September 15th
if it's approved the licensing fee will
be in effect

well for complaints or whatever will
that be given to the adjoining neighbors
absolutely yes so a part of the neighbor
notification um that 24 7 hotline is
included in that it's also going to be
posted on our partners website as well
as gilbertaz.gov okay thank you of
course
where do business owners go to register
their short-term rentals absolutely um
so earlier this year you also um could
pass our contract with govern West who
are partnering with to register to
implement this new process
um gova West will be the house for this
portal so owners can access that at any
given time what they're going to do is
they're going to be sent like an
activation code that that they can use
to link their property online and again
at any point these the property owners
can go in and access this information
could you clarify that the property
owners will be determined based on
listings that are offered in existing
apps absolutely yeah so Governors the
luxury of this property as they do that
research for us so they find all of
these properties within Gilbert they
compile them on using public information
on Maricopa County Assessor's website
they Identify the property owners of
these of these properties and that's how
we'll contact these folks and ensure
that they are registering with Gilbert
as a short-term rental
will the fees be annual on a calendar
year or based on the initial
registration date on a digital
registration date so in the month that
the owners do register with Gilbert
it'll be rolling so if they enroll in
September their annual renewal will be
due in September of the following year

now that we will be collecting their
information if we can work with tourism
to give them information to give their
people who come to their homes about
what to do in Gilbert while they're here
absolutely councilmember that's already
in the works uh we're working with
economic development to uh to help give
them the data and the research they'd
like but we're also creating resources
for property owners as well as these
renters who are occupying these
properties to access Gilbert's resources
to ensure that they're you know
following HOA guidelines and that they
understand what our rules and
regulations are for Gilbert so those are
all in the works
would you please go over what the
violations are that the owners could
possibly face sure
um so with the violations again I'll go
back to the ordinance slide
so with the violations again these are
against the property owners themselves
so not the folks renting the properties
but the property owners um these can
include a couple of different things but
the violations need to be fairly intense
for us to pursue them
um is there something specifically that
you'd like me to cover with these this
again this was already in the ordinance
so it's already kind of in effect this
was just passed down from what was
passed To Us by model city tax code that
we I adopted as Gilbert
I'd like you to go over exactly what
they could be facing what they could be
facing so again these are broken down
into three tiers of violations for your
first violation um you'd be fined 250
second violation and these are
accumulating so if your second violation
you'd be fined an additional 500 on top
of the 250 you already would have paid
and then same thing with that third
violation
I I'm I'm so not being clear I'm sorry
uh what is a violation yeah like does
that mean I'm sure I'm not being clear
enough
yeah absolutely my apologies
um yeah so it would just be offenses in
which uh PD would need to be summoned
for those so um like noise complaints
um any issue that PD would need to be
involved in that would be a direct
violation of any of our laws or anything
within those neighborhoods is something
that we would consider a violation
fairly vague and that's so we can
determine what these violations could
mean they're again you know we we can
choose whether or not we want to pursue
them
um but every municipality every
ordinance has these violations and and
each of them is in the three-tiered
system
any other questions or comments
oh councilman Giovanni um is there a
point in time with continued violations
that they can lose their license
absolutely we can suspend a license for
up to 12 months at any given time
um and this can be for a variety of
different things but this would include
these violations
um and after that 12 months they could
be allowed to you know res submit an
application
um but it would be up to our decision
whether or not we'd like to accept that
but we could buy we could suspend these
licenses at any given time for 12 month
period
yeah
I had a situation in my neighborhood I
have a I have a short-term rental
diagonally behind me and about two
months ago My Neighbor Next Door texted
me first thing in the morning and she
said did you hear that really loud party
till four or five this morning
I sleep with headphones because my
husband's horse
and I didn't hear it and she was home
alone and she's currently fighting
cancer she couldn't get any sleep so she
texted me to know if I had a contact for
this person with a short-term rental and
I said I don't have a contact so I got
on one of those
apps and I found someone and I reached
out to her she gave me her name she
called me we talked I said you know
we're just having this situation and
these folks were actually going to be a
long-term rental after all so that was a
good news right
two weeks ago it happened again so my
neighbor reached out to me again they've
sold the house so now there's new owners
and now they've turned it into a
short-term rental so the info that I had
ended up going away pretty quickly so I
wouldn't be able to contact them anymore
so there were crazy situations going on
out there when we realized you think you
get ahead of it and you can contact the
person and you know who you can reach
out to and then you can't how often does
the Assessor's website get updated with
new owner information I'm curious about
that yeah a great question it's pretty
automatic I would say a couple of
business days maybe for that information
to be reflected
um the nice thing is especially with the
software system that we're using they do
this research about every three to five
days so we discover new properties new
short-term rentals in Gilbert every five
days which is really fantastic because
we're able to cover a lot of ground and
also be sure that we're capturing any
new rentals that are being popped up and
address them as quickly as we can and
are are we seeing an increase of steady
increase of those short-term rentals we
absolutely are I think right now our
figure is about 850 short-term rentals
in Gilbert and that's a pretty high jump
considering in about 2018 it was about
300 so we are seeing a pretty slight
increase I guess you could say yeah I
was thinking the first time maybe Jordan
came and presented to us maybe 450 500.
something like that so yes we are seeing
a pretty good increase as we're moving
along
um any other comments or questions on
this item I have for the public hearing
item I have one person that submitted a
comment online and they are in support
of this so I thought I would mention
that I also wanted to ask you is this
your first time presenting time it
absolutely is I thought so well welcome
welcome to the podium and you're doing a
great job thank you for that I don't
have any other public comments it looks
like we don't have any other comments up

from our residents and I appreciate

way that's easy not only for the owners
but those neighbors to understand how to
address any issues they have so with

something we've been talking about for
quite some time
moving on to our administrative items
we have item 31 Consul Administration
presentation and discussion of the
Performance Management program overview
McCarty hi Nikki
hi good evening mayor members of the
council while Nikki's getting her laptop
set up I'll give a quick quick
introduction to this topic
and then turn it over to her and police
chief Michael silverberg and Public
Works director Jessica Marlow so as
you're aware the city of the future
initiative that we have been under uh
which has been underway for several
years the overarching goal of this
program is really about maintaining the
quality of life that we enjoy in this
community now and well past build out
which we are in the last decade of in
addition to the many voter and Council
approved strategic plans geared towards
accomplishing this another critical tool
will be monitoring real time key
indicators that helps understand how our
community and organization is performing
in key areas of importance such as crime
water resiliency operational
efficiencies
this in turn will help us create greater
focus and transparency for the community
elected leadership and staff and better
inform our decision-making process for
programs initiatives and allocation of
scarce resources this multi-year effort
is now culminating in the launch of our
first performance dashboards into
departments police and public works and
over the next year and a half we'll work
our way through the rest of the
Departments and the divisions in this
town and so with that I'm going to turn
over to Nikki and she will walk through
the program and what's been done and
then we'll show you some of the
dashboards that have been created
thank you it's my first time in the new
Council chamber so very excited to be
here thank you mayor council Patrick
thank you for the introduction very
excited to be here tonight to share our
progress my name is Nikki McCarty I've
been lucky to serve in the roles Chief
performance officer since January of
2022 but I've been with the town about
10 years in various capacities so this
is my baby and I'm very excited on my
third baby I have two other human babies
but this is I'm very excited to share
tonight
um our overview give you a preview of
the dashboards and talk about have Chief
Solberg and our Public Works director
Jessica Marlow come up and share their
experience and some of the things
they're excited about so with that I'm
going to move quickly through the agenda
tonight I know it's the end of the
meeting I'll give a quick history and
overview of the Performance Management
program and then again I have Chief and
Jessica come up and talk about the pilot
programs and then there'll be some time
for feedback and discussion after we
show you a little glimpse of the
dashboards
so as Patrick mentioned this program
really does tie up to the city of the
future initiative as Chief performance
officer and and as being responsible for
overseeing some of the city of the
future initiatives
I get asked a lot how do we know if
we're on the right path and what does
that look like and so by analyzing data
establishing priorities Focus areas and
setting meaningful targets we're hoping
to be able to monitor our progress
towards this important initiative
and so we feel like this is a program is
very much in alignment with our mission
to anticipate create and help people
we'll be able to utilize data and
performance metrics to analyze our
Trends and make course adjustments to
our path we'll be an organization that
plans and acts on important items that
will help us achieve our goals and we'll
continue to work with our residents and
Community stakeholders to understand how
they're short and long-term needs fit
into the vision for Gilbert's future and
so the Performance Management program
really helps as a support our ability as
an organization to monitor areas of
significant importance achieve optimal
optimal performance across all service
lines achieve greater transparency for
our residents ensure operational
efficiencies and give us ability to
monitor Trends and metrics that help us
analyze our data and more efficiently
allocate resources where we see that
they're needed
so I know there's a lot of I'm sorry I'm
forgetting to click I know there is a
lot of text on this slide so I won't
show you or read all of this but I just
want to show you that this organization
has been committed to high performance
for a long time well before I was here
so back in 2000 Gilbert started
documenting our performance measures in
our budget book and they are still
updated in there annually we participate
in the international City Managers
Association Center Performance
Management since the early 2000s we
established the process you probably
heard of wigs our wildly important goals
that we set annually and we established
those back in 2010
we participate in the valley
benchmarking communities where we
Benchmark ourselves across all the other
great cities in our Valley again as
Patrick mentioned the city of the future
initiative was established in 2018 and a
lot of our goals and performance metrics
align with that initiative
and more recently we were we received
what works cities uh certification the
gold level in 2021 as part of that our
pilot program that you're going to see
tonight and have Jessica talk about
tonight was um that initiative that
Performance Management initiative with
what works cities and what work cities
just real quickly is a program that
celebrates local governments for their
exceptional use of data to inform policy
decisions allocate funding and deliver
services so it's an award that we're
really proud of and we've worked really
hard for and so again I've served in
this role as Chief performance officer
since 2022 and we have a core team of
about 20 members that is different team
members across the organization that
help support this initiative
and we've now had our Performance
Management program go through the first
pilot with Jessica and the Public Works
team and now a second pilot with our
police department and tonight we're
ready to preview the dashboards we
anticipate that within a couple of weeks
we'll be ready to publicly launch those
we have a plan to engage our media and
our reporters to talk through those
dashboards to talk through the program
and provide any answers that they might
have as they see these and this is not
new to local government there are a lot
of different performance dashboards
you'll see in different cities city of
San Diego is one we've looked closely at
and other organizations Across the
Nation but we're really proud of how
we're addressing is approaching this
very cautiously and and um and really
taking the time to dig in and to do this
the right what we feel is the right way
so
again I don't want to go into too many
levels about the program details but is
about 12 to 16 and gate week engagement
that we go through with each department
again we've gone through two but every
department will participate there's a
series of meetings goal setting
activities data inventory and quality
assessments that are done in order to
build and create these dashboards
and the benefits that our departments
see from this program and that public
works and and police have seen from this
program I believe are enhanced
transparency both within the department
and breaking down of silos of data that
might exist within divisions data that
is current and reliable a huge
initiative and a huge part of this
program is making sure that the data is
quality it's it's real time what we call
we don't like to say live but as real
time as possible Live Connections so
that there's not manual processes going
into updating these dashboards and this
data we've seen this with both pilot
programs employees are really engaged
they're learning from each other they
participate in a performance stat style
meeting structure where they talk
through the data and then analysis that
they're seeing the trends that they're
seeing and really help each other
identify problem-solving Solutions and
be more proactive and so we've we've got
to witness that as police and Public
Works have gone through that it's really
exciting to see we've been able to
identify problems early on and also as I
mentioned earlier rapidly deploy
resources where we see issues or
concerns
and so again uh in progress we put
Public Works in Police Department
because those this will be a continual
continuous Evolution we'll continue to
refine our dashboards to refine our data
analysis bring more people train more
people in the organization to better
understand our data analysis and so uh
with having two pilots under our belt we
now feel or Patrick Elise feels we're
ready to jump in and do three
departments at once and so next month
we'll kick off with courts development
services and economic development
department and then quickly through the
calendar year 2024 try to get through
the rest of our organization with that
Performance Management program at 12 to
6 weeks 12 to 16 week engagement I
talked about setting goals targets
helping them assess their data quality
and and that whole engagement so we're
really excited to get to everyone in the
organization and so with that I'm going
to pray that this works and hop over to
my laptop and show you a little preview
that looks promising but that's the

um but it is going to live on the

um website which has recently been
revamped with updated information so um
we have links over here to the city of
the future initiative and different
Mission Vision Values so this will give
a residents a brief overview of the
program the city of the future
initiative talk about our what work
cities gold level certification that I
talked about and then this is where we
will build out as departments come on we
will build out the different department
websites and so you'll see this Legend
is important and so there's four
different categories again the goal is
to set targets goals performance metrics
around these dashboards but we do have
the category of monitoring and that's
important to note because some of this
these dashboards are very powerful but
some of this is new data to the
department that they need time to
analyze and look at before they
understand what the right target is or
write what the right goal is or what
trends they're seeing and so you'll see
again with the police department all
their dashboards right now are in the
status of monitoring part of the reason
for that is they changed over software
systems in about 18 months ago now in
Versa term and they don't have that
historical data yet embedded into these
dashboards so we're seeing a good amount
of data but maybe not enough to set
targets and goals around yet they
anticipate having that historical data
brought into the dashboards in I think
October last I heard and so you'll see
that some of these are around monitoring
public works on the other hand does have
some targets and goal sets so you'll see
some of those in the near Target or
needs Improvement category and then we
also have the meeting Target category so
that's kind of how we break down
these scorecards and so what you'll see
is a quick snapshot of the Gilbert PD
overview and we call these our
scorecards so this is again to kind of
give residents a quick glance how is
this department doing and we look at
these metrics in the the reason why they
made it to this level being on the
Performance Management dashboard as they
are issues of the utmost important to
our community and so across the top here
here you'll see different tabs that go
to different scorecards around mental
health digital forensic domestic
violence
and so right now again this is live data
that is feeding those numbers so it is
real time as cases are being put in the
system we'll see the number of crimes
change and one of the most robust
dashboards we have to show you is a part
one scorecard so what I'll show you is
ever as a resident you're looking at
these figures and you see current month
violent crimes seven if you click on
this this will take you over to our
ALEKS site which is our open data portal
and you'll see the again the legend and
again the summary of The Police
Department Performance Management
program these are hyperlinks to drop you
down but you can scroll through and then
this is where the real powerful data is
and again tabs to go through these and
these dashboards Change Daily our team
and the team in PD has been fantastic
about learning this very powerful
program called Tableau that is allowing
us to pull in from multiple data sources
live data connections and and make these
dashboards and so this one is just a
quick snapshot where we can compare
ourselves here we're comparing ourselves
to average violent crime rate per for a
hundred thousand across Arizona cities
and so you can see our crime rates
broken down by Central and Santan you
can filter by dates I don't want to
steal all of Chief's Thunder because he
wants to scroll through these with you
but we also built in storytelling pieces
to each of these dashboards so we think
that's really important to not just put
data out that can some residents
including me I'm not a data analysis
analyst needs a little bit more context
to the data and what they're looking at
and so we've worked hard to
um create these dashboards that in here
of course our digital government team
has really helped us put this together
and linked to some of the great videos
they've put on and so I want Chief to
get to scroll through those but before I
turn it over to him I'll just show you
there's also the Public Works drop down
here where they also have a scorecard
and it functions the same way where they
will click on and go over to their
Performance Management dashboards and
you'll see their different Trends so
right now we have seven dashboards that
are ready to go live in September for
police and three or four for public
works but we're actively working on
increasing those numbers and finalizing
some of those steps so if you don't have
any questions for me right now I'll turn
it over to Chief and Jessica and let
them share a little bit of feedback from
their end
any questions for Nikki at this time
thank you thank you Nikki
mayor council uh thank you for letting
me brag a little bit about everything
Nikki's done and all of my employees
part of the hardest thing with the
Performance Management is deciding
there's so much data of narrowing in not
only do we have some internal needs but
also for the public of educating them as
to what's going on in our community
Nikki gave you a little bit of a preview
as to the seven dashboards that we will
be going live with we actually have an
eighth that we have internally to
monitor overtime and the cause and the
location of the overtime
of these seven
um as Nikki mentioned they're all in the
monitoring phase uh the part one crimes
and uh the uh domestic violence that a
lot of that once we hopefully integrate
the old data from uh intergraph into
Versa term then we will be able to have
our 20 years of history of crime and
then we can start doing some better
comparisons and normally we look at a
three-year window for our crime of what
our crime rates are but with the the way
it's currently designed you get a good
idea and the public can play with this
and we encourage you to let us know if
you find any errors or see any issues
with it
but as we've talked about the majority
of our crime in Gilbert is property
crime and that's what you're seeing the
majority of these large pie graphs but
you can hit each one and dive deeper
into it a little bit of an explanation
as Nikki mentioned
but then you can get into
these graphs and you can select each
category and you can select what time so
if you just want to look at burglaries
commercial burglaries residential
burglaries you can go into these data
sets and you can toggle them off and on
depending on if you just want to look at
last month
um we look at it not only from so this
graph here shows frequencies the darker
the color the more calls for service
within that day and time so you can see
during the uh late afternoon early
evening is our highest area overnight
um about five o'clock in the morning
four o'clock in the morning depending on
what day it is is your slowest time so
we look this is just one system that we
look at when we look at our Patrol
deployment this will be another tool for
us not only to look at where do we need
our people and at what time but what
type of crimes are we seeing and and
experiencing but more importantly for
the community they can see this as well
we have the raw data in Alex but this
actually tells the story without having
to mine through the data yourself so
something uh positive about that I'm not
going to spend a lot of time on each one
because we'd be here a long time so
moving on to the mental health calls and
the crisis response team we started our
crisis response team last year it's been
about a year now since they've been live
and active
right now the other thing with looking
at data you realize what you're not
capturing or what you could capture
better so right now the calls for
service that are showing on here are
emergency
mental health petitions where we get an
order from the court to take someone in
to for a mental health screening
um then we also have suicide calls
suicide threat calls and mental health
related calls but this isn't capturing
if we have a shoplifting call at a
business and the but it is a crime it's
a shot that but the person has a mental
health issue
this data currently isn't capturing that
so we're in the process of trying to
expand our data collection so that
regardless of the call type we can
select a mental health related box on
that call type and that'll greatly
expand our data set to look at what is
the mental health the calls for service
related to Mental Health
these are the ones that are definitely
specific to mental health but there's a
lot more that are related to other calls
for service that aren't categorized as a
mental health call or a suicidal subject
or or a court order to take someone into
the for treatment so that's something
that we're going to continue working on
you'll see the numbers greatly increase
but what this is showing
um is that once again the frequency of
the events the day and the time when we
see the most events and that's where we
base our crisis response team there's
currently only four of them in a
sergeant and uh currently they work
Monday through Thursday around eight to
six but those hours fluctuate but we
want to watch this data in this
dashboard to see if we're starting to
see an increase in cost for service at
night
um when you when you see the call the
calls in blue that's what's Patrol is
taking as opposed to what the crisis
response team and when you look
specifically at the team you can see we
started with two uh officers then
increased it to four and so you see
those numbers fluctuate increase as
they're available more and decrease as
some have been uh on either modified
duty or military deployment so we will
continue to monitor that but that's why
that is also still in a monitoring phase
because we want to get more precise data
when people ask what is the impact of
mental health on our community this will
give us a good gauge of what is what
Patrol what PD is seeing this doesn't
include fire calls they may be on some
of these but that is a separate data set
but right now it's the impact and then
as part of the storytelling we've got
the link in here to explain what the
crisis response team does and
um we will be thanks to your support we
will be adding a clinician to ride with
our
police officers on the crisis response
team to give us an expert in the field
they are highly trained but our this
clinician will give us an expert in the
field with us moving on to the next one
is digital forensics unit
um we've seen almost every crime has
some type of digital forensics because
every almost everybody has a cell phone
with them and that is a walking computer
in their back pocket and the amount of
uh increased uh requests for analysis
and extraction of data has continued to
increase and it continues to increase so
we're trying to gauge how much data are
we collecting how long does it take us
to collect it and what type of crimes
are they related to and what type of
devices are they captured from so that's
what that data set is explaining
the domestic violence calls we want to
gauge that especially as we move forward
with our Advocacy Center
obviously we want to reduce the
recidivism rate and make sure that uh
hopefully if someone unfortunately is a
victim that they aren't a victim again
in the future so we're monitoring our
current DV cases
and the amount of time it takes to clear
a case from the initial call to either
closing out a case or filing charges on
the case
the next one up is Criminal
investigations division there we are
focusing on how long does it take us to
clear a case so our the number of cases
that they have that becomes very
important when we look at budget and
looking at our resources to make sure
that we're proper properly servicing our
community for the calls for service
um beyond the Patrol's response this is
where we get into how long does it take
and and what are we doing with the cases
so we can break that down by unit and
how long it takes how many cases they
have and how long it takes them to clear
the cases
our volunteer program
the entire town went to a new software
which helps us
uniformly collect volunteer data so this
is extracting the hours from our
volunteers so we can put a not only a
quantity to how many volunteers do we
have how many hours are they doing but
what's the cost benefit to us that 134
000 that you see there is uh
what it would have cost us if we had
someone employed to be doing that we use
a standard rate for that
and then Telstra of activity this is one
where
um this data collection has helped us
refine our data collection because we
had very little data on what they did
some stuff they tracked Bond outs and
and interactions but these guys do a lot
of the the telephone reports uh they
answer the phone they have people
walking in all the time so we're trying
to collect the data to just
see the the sheer volume that they bring
in and what they're doing with it so we
do have a
um a Teleserve office down at the San
Tan we found that that is something we
need to work on a public education
because people drive all the way down
from Seville all the way up to the main
station they could cut their commute in
half and stop at the Santan station
Monday through Thursday it's only open
from eight to five but at the main
station is open 24 7. so looking at the
data of what they're doing and looking
for all the data that we have we're
looking for if efficiencies looking for
need do we need more resources is there
something that we're doing that really
we either don't have to do or it's a
waste of time then we we can eliminate
it and be more efficient in other ways
that is a very quick high level review
of The Seven dashboards that we will be
launching publicly I mentioned we have
an eighth already that we're going to be
working on internally but then we have a
total of 14 if I remember correctly we
started with 24 and we Whittle that down
to 14. but I have a long list of more I
want them to do and but this is great
for when it comes to budget when it's
when we're trying to open the doors to
our community to see what's going on if
they have an interest in a specific area
we more than likely have data we still
have all of our static reports available
as well on our transparency portal on
the PD page so this will be coexisting
and as we continue to evolve the data
hopefully we can eliminate some of those
static reports and go live with uh what
you see here for the rest of our data
but it'll be a long process but it's a
good evolution of from where we were to
where we are now any questions for me
before I pass it on to Jessica any
questions
seeing none Chief thank you thank you
good evening all right
all right okay so as Chief mentioned
when you when we started looking at the
data one of the most challenging things
we found was we have so much data we
have data we collect data on every
single line of service and on every
single employee that works in public
works and so trying to decide what we
were going to share what was the most
interesting to the residents what was
the most reflective of the level of
service we're providing to our residents
as well as just the community as a whole
so we only have we have three of our
seven divisions here represented so far
starting out with solid waste and
recycling and there's more dashboards to
come within Solid Waste and Recycling as
well but the ones we started with were
a number of missed cans per month and
then container maintenance and that's
something that's important to the
residents because nobody wants to call
and say that they missed their garbage
can and we track that and we track that
on an individual employee level so that
we know is there one or two employees
that need more training is it you know
is there a new subdivision that hasn't
been put into that routing software yet
and so it's something that we're able to
to easily take a look at and see if
we're meeting that goal and we have a
goal of of less than half a percent
missed cans which we collect over 600
000 trash and recycle cans every single
month and we know we can meet the goal
that's currently showing not meeting the
goal but that's something that we track
and that's when we see we're not meeting
the goal we can dig into it and say why
aren't we why aren't we meeting that if
you remember this time last year we were
about 15 Solid Waste drivers short and
so we know that we're going to probably
see an increase in some of the Miss cans
and missed streets and and different
types of services like that as we have
new drivers that are training
and as Nikki mentioned you know this is
all live data so you can see for August
so far the total cans that we have is
way down here because it's only we're
only part way through the month and it
hasn't uh we haven't collected you know
everything that we need to collect for
that month month yet so some other
things that we'll be tracking on the
solid waste and recycling is our
diversion rate
um
and uh
I'm trying to remember I can't remember
the other one
um
and then on the street side
um our two dashboards that we're showing
right now are graffiti and pothole
graffiti removal and pothole repair and
this is something that we wanted to
share with the residents because it's
reflective of the aesthetic of the
community and we want to make sure that
we are responding to those reports and
removing that graffiti and repairing
those potholes in a timely manner this
is something that once the graffiti is
reported to PD first and then they do an
investigation documentation and then
this is once it comes over to us and our
goal is to remove 90 of all of the
graffiti within 48 hour period and we
only have a 90 goal because sometimes
it's inaccessible it's on a bridge it
requires special treat special equipment
to access it so we didn't want to set a
goal that wasn't achievable but as you
can see for the month of July down here
so far you can hover over this and we've
had 14 graffiti reports and only one of
them wasn't completed within 48 hours so
this is something that you can kind of
go month by month if you want you can go
year by year if you want and one thing
that if we had this dashboard actually
active last council meeting we had a a
call to the public where someone made a
comment about graffiti increasing in the
town but you can look at this data and
show that for 2022 we had
350 reports of graffiti and so far for
the the eight months of
2023 so far we've only had 150 so we've
actually seen a decrease in the amount
of graffiti that's that's showing up in
the town so
um and on the pothole side we have a
goal of
completing all those repairs within 100
of those repairs within 24 hours and
that's because we want to make sure that
once that gets reported we're mitigating
those safety concerns that are generated
with potholes popping up in the town
so one of the things we found here
actually is the way that we were
processing those requests through 311 we
were actually not meeting that goal at
all and then we realized that sometimes
it's not a pothole sometimes it's a
loose manhole lid sometimes it's a valve
cover that's missing and so we close it
out and send it over to a different
department and but it wasn't getting
closed out in the system so it was
showing that we weren't meeting that
goal so now that we have changed the way
that we process things in our in our
system
we are we are meeting that goal and so
it's just one way that by looking at the
data and visualizing it this way we say
why are we meeting it we're getting out
there we're doing this we know we're
repairing them and it's those ones it's
duplicates it's it's things that don't
end up being potholes and so we're able
to really
um
by looking at the data more closely kind
of answer some of those questions about
why aren't we why aren't we meeting that
goal the way we intended to so Jessica
if you scroll back down that's what to
the left is an actual pothole being
fixed and to the right it wasn't
actually a pothole that was the issue um
so to the left is the is repaired within
24 hours and to the right is not
repaired within 24 hours we can't see
the full bottom so I wasn't sure what
that yeah that's because there's only
there's only one in the not not repaired
so it's really on the scale of this it's
not really even showing up but we're
showing how quickly we get out there to
to actually make the repair of a
positive yeah and I'm not very good at
navigating this but but yes you can see
so here we had 11 and so 10 of them were
repaired within 24 hours for the month
of July and one of them was not thank
you so and then we also have a map on
this one we have a graffiti map and I
think we're going to have a pothole map
coming as well but you can see it's it's
everywhere it's all over town but I
would imagine that that might help
PD as well because then they can they
can see where the graffiti is
um I mean they're seeing it too so
and then the last one that we have is
our waste water
sewer cleaning and CCTV and this is
something that it's so critical for us
for the maintenance of our
infrastructure we have a goal of
cleaning
um 20 of the Town sewer lines every
single year and that helps us make sure
that we are minimizing our Santa tours
sewer overflows and just keep keeping
those lines flowing and keeping them
clean and so the this is kind of month
by month a number of miles of sewer that
are cleaned and then cumulative over
here you can see working towards the
goal
and again if we're not meeting the goal
why aren't we meeting the goal did we
have an equipment problem did we have a
staffing shortage or have we just added
so many more miles of sewer line in the
town because we're continuing to grow
that maybe we need another crew in order
to be able to meet that goal and
continue to inspect all of that
infrastructure and then we have a oh
do we not have the
oh here it is
the tab so then the other dashboard that
goes along with that is the CCTV which
is our actual camera inspection and the
goal for that is a little bit lower just
because it takes a little bit longer to
CCTV but that's really important for us
for inspecting because we've been able
to identify multiple issues where
there's cracks or root intrusion in the
lines or there's dips in the lines and
we're able to go in and do repairs and
create Capital Improvement projects for
these in order to hopefully stay ahead
of any catastrophic failures on that
system so this is a really important
internal metric for us but thought it
was also
um
you know valuable to for the residents
to see what we're doing to maintain and
protect the infrastructure that we have
in the town
and then the last one coming soon is
environmental compliance related to the
storm similar
similar goals around storm water
cleaning and inspection as well
and then still to come water more waste
water Fleet CIP traffic they're all
working on their dashboards we just kind
of
some of the data is a little bit easier
to get to than others and so we wanted
to have something to demonstrate here
but
um
yeah looking forward to just everything
we can share and and just you know tell
our story of all the great work that our
teams do
um as well as monitoring that um
a service to the community that we
provide

just a comment um blown away I mean this
is incredible data and a lot of hard

that note um council member Bon Jovani I
just want to give a huge kudos to the
teams working on this I don't want to
miss anybody but Jessica's team being
our very rough initial Pilot We I
remember sitting in rooms with uh our
support from John Hopkins University and
what works cities and we're looking at
each other what are we facing and a lot
of trepidation
um you guys probably all know David
Fabiano Our Town engineer he is one of
our biggest champions of this program
and was one of those up front was like
what is this program how long is this
going to take this is a lot of effort it
is a huge effort that our staff is
undertaking but but I think you heard
from Jessica and chief they've really
seen the results of it we've seen
employees getting really excited but I
have to give a shout out to the core
performance management team the IT team
we wouldn't have these dashboards in
this um powerful program here without
them Patrick for his his vision and the
town manager's office for all their
support with this initiative and all of
our executive team it's been a huge
effort to get here and we're really
excited to be here tonight I'm excited
to launch with the public here in
September and answer any questions you
guys have and and show you more details
as this evolves again it's going to keep
growing it's going to keep changing
these dashboards alone changed up until
an hour ago there's some new features
that I didn't even see until tonight so
the teams are actively meeting daily
working on these dashboards so a lot
more to come on this I'll turn it over
to Patrick thank you Nikki yeah you know
you can't understand enough what a heavy
lift this has been uh parallel to this
effort is also a huge effort around data
governance an entire team working on
data governance and we have such a large
um and disparate set of systems that we
use in our various departments and
divisions and getting the data making
sure it's formatted properly making sure
it's accurate getting that connection so
it's live so that we don't have to do a
manual process to keep this information
up to date is is just a massive lift and
one that started even well before Nikki
assumed her role and we we assembled
these teams I won't try to Name by
individuals because there's been
probably over 100 individuals involved
in this and practically every employee
in the organization before all said and
done will be involved but Nikki and her
role as Chief performance officer the IT
team police and Public Works digital
government just a countless number of
people and what you've seen today is
just the tip of the iceberg with the
dashboards that will be created we'll
have this across all of our service
lines all of our departments so that not
only we can understand how we're doing
and look for operational efficiencies or
try to drill down and understand where
something we're not hitting a goal and
what's driving that but for our
residents and and how we're doing and
why it matters so that we have the
greatest transparency possible so when
we come forward with budget requests
we've got a lot of data behind that and
real data and accurate data to make
those decisions on why we're spending
the dollars that we are and where we're
doing it and we've learned a lot from
the organizations that have helped us
reach this point we've also looked to
other cities nationally and the various
programs they've employed but I don't
think I've ever seen anybody that's
doing it and will have done it to the
degree we're doing it and I'm just
excited a year and a half I thought
there was a lenient Nikki but over the
next year and a half we're going to roll
this out organization wide and I think
it's going to be one of the best things
we've done in one of the most
transformative things we've done for our
local government operations

community and Technology driven
community and I think this takes us
Leaps and Bounds ahead of where we've
been to where I think we want to be in
the future and I know that I go to our
website quite often to look things up
and
this will help that so much more and I
have residents asking me questions and I
usually when I say you need to go to our
website I just send them a link to
something because it's so much easier
for me to find the information most of
the time I appreciate all of the time
and work and effort that's gone into
this and we might be talking about this
on our upcoming trip so get ready

I just want to see how excited I am
about this I think I've asked Patrick
every time I've met with him in the last
two or three years when we're going to
actually roll this out
because the city of the future
initiative is the key to our future here
um
each of these dashboards ties to a
specific indicator in that initiative
which gives us data about that indicator
which identifies Trends and we can take
the action that's necessary so that we
don't become a typical municipality and
throughout the country and I'm really
excited to see the results of it and
keeping track of this I think we're
we're right on the right track thank you

we mentioned the city of the future
initiative quite a bit and I don't know
that our residents wrap their wrap their
minds around what that really means for
the town it's not that we're trying to
turn the town into a city by any means
we're just trying to make sure that we
don't have things happen to Gilbert in
the future that have happened to other
cities really the easiest simplest way
for me I think to put it is we're trying
to make sure that the town of Gilbert
advances into the future and doesn't
fall into a lot of the pitfalls that we
have seen other cities and towns happen
over the years in the past so we're
trying to learn from people's people's
issues and mistakes on the way to
Growing this town as we Face buildup
over the next
10 years maybe we'll see so thank you

negative trajectory and therefore
Gilbert will remain in stage one of our
local drop plan to continue to prepare
the community for a future with less

so I just mentioned that we won't be

congratulations to the new members of
the brand new Public Works Advisory
Board looking forward to the work that
that board will do Gilbert Fire and
Rescue Department held their annual back
to school shopping on this past Saturday
wanted to send out a very big thank you
to the Kohl's at Val Vista and Williams
Field they they hosted and sponsored
this event with 150 gift cards to
everyone in attendance
I think there was maybe double the
firefighters that there were kids and
families there because the fire
department comes out in full force to
support this and most of them are on
their own time when they come out for
this event on a Saturday morning and
bring their family members also want to
thank the American Legion Post 39
auxiliary for their donations for that
event our superintendent of schools for
Gilbert Public School Shane McCord was
there council member Buckley and I I
were both there it was a great event and
so much fun to watch the faces of the
families wanted to send out just a
message of condolence to the Peterson
Family emilita emelina Peterson Turley
the sister of our state senator Warren
Peterson and former council member and
vice mayor Victor Peterson emelina
passed away over the past couple of
weeks and late was laid to rest she was
only 51 years old and had a battle with
cancer for the past three and a half
years
um emelina and I got to be friends we we
ran for council at the same time we we
ran for re-election at the same time we
served as Vice Mayors at the same time
and she was just a wonderful lady and
will be greatly missed by the Peterson
family and the Queen Creek community
for our town I see it on some of the
monitors for our town is running a
teacher supply drive that will kick off
on September 1st and run through
September 21st a lot of local businesses
will be the donation locations for this
drive this drive is really for the
teachers we want to make sure that
anything that they need in their
classrooms is met and they usually spend
so much on their own classrooms there's
an Amazon wish list that is just the
best if you're interested there's a QR
code there the Amazon wishlist you can
purchase exactly the items that they're
looking for and they get shipped right
to a member of for our Town's home and
they bring them to be distributed to the
school districts last year they split
between Higley and Gilbert and they they
do it in proportion because Gilbert's
much larger than Higley so Gilbert gets
some more supplies than Higley does but
it was an amazing site to see and I
think that was all I had thank you oh no
one more thing today and I'm going to
put you all on the spot today is City
Hall selfie day
and we are going to take a selfie so
because I'm in the middle because the
last time I did this I was sitting in
council member Buckley seat and I got
the whole console so because I'm in the
middle I either have to take two or I
