are a few things to know the meeting
will be held in the council chambers
should additional seating be needed you
may watch from our lobby if you would
like to speak at today's meeting you'll
find both agendas and speaker cards at
the front counter in the lobby our staff
is here to assist you fill out the cards
and find the corresponding agenda items
all speaker cards from the public must
be submitted prior to the start of the
meeting the Town Council is committed to
providing an environment where
everyone's voice is heard during public
meetings in an effort to preserve order
and a quorum here are a few rules and
guidelines we ask everyone to follow
during the meeting you may bring signs
and similar items into the council
chambers but these items may not be held
above shoulder height or otherwise
obstruct the view or block the path of
members of the audience disruptions
impact the flow of discussion
potentially intimidate others and
detract from the purposes of the meeting
therefore disruptive behavior including
but not limited to cheering shouting
booing or the use of profanity is
prohibited Applause is only permissible
during the presentations and
proclamations portion of the agenda
threats directed toward any individual
or group are prohibited speakers may not
campaign or advocate for or against
candidates for office or ballot issues
or otherwise attempt to influence the
outcomes of Elections a full list of

2024 and we will begin this evening with
an invocation by Reverend Jay deskins of

the invit invite to uh bring the
invitation today my name is Reverend Jay
deskins and I'm the pastor of chalice
Christian Church Church Disciples of
Christ where we are going to be
listening to our community in order to
learn more about God so that we can
fully love our community and God even
more I'm happy to be here tonight in
this council meeting to bring our
invocation so I invite you to take a
deep breath in with
me and a deep breath
out as we join in
prayer God of many names we give you
thanks for this this day in which we are
gathered gathered to help the City of
Gilbert make decisions to make the lives
of our citizens better may we remember
that this is our purpose for Gathering
today and may we remember our calling to
be leaders in this community this one
place at this one time not of the nation
or the world or of future or of the
past keep in mind the keep the minds and
hearts focused on the task at hand and
not be distracted by all that is going
around Grant this Council wisdom to lead
with integrity and not just for the ones
who vot voted for them but for those who
voted against
them may you move this Council to be
unified across the AIS and may this
Council rise above the walls of division
our ever polarized Society is
building Holy One bless this time bless
this Council and those who make it up
and bless our community of
Gilbert may we be an example of what
your love looks like as a

proclamation declaring the month of
October as domestic violence awareness
month and will be presented by council
member Kathy tilky could the group with
the with the domestic violence please

thank you good evening on behalf of
Gilbert's domestic violence Awareness
Month committee it is a pleasure for us
to be here and highlight October as the
National Domestic Violence awareness
month which we are excited to promote
here in the town of
Gilbert my name is Keith parshaw and I'm
the counseling manager for Gilbert Youth
and adult resources a licens outpatient
counseling facility that operates as a
section within the Gilbert Police
Department it is my privileged to serve
as the committee chairman and work
alongside these dedicated committee
members who display a lot of
professional tenacity to combat domestic
violence and all of its adverse societal
derivatives as you can see our committee
is comprised of professionals from
several different departments within the
town of Gilbert each person playing a
critical
role in our objective to Foster greater
awareness about domestic violence in our
community successfully reducing domestic
violence requires a collaborative effort
between the town and its external
stakeholders who provide substantial
support education and res sources to
those who are victimized in our
community as we work collectively with
these Community agencies we have
developed professional
Partnerships which have maximized the
way we execute and deliver our services
and interventions in order to promote
safety and Achieve positive outcomes in
the lives of those directly affected by
domestic
violence the domestic violence movement
has come a long way since 1989 when
October became designated for federal
observance as National Domestic Violence
Awareness Month
however domestic violence is still the
antithesis to social equality and basic
human rights that should allow everyone
the opportunity for life liberty and the
pursuit of happiness what makes domestic
violence so challenging is how much of
the maladaptive behavior is shrouded in
secrecy and often behind closed doors
making detection extremely difficult
then once the Dynamics of domestic
violence gain momentum and the power and
control is surrendered to the other
person getting away from the clutches of
this traumatizing relationship will take
many attempts this is why we all need to
be more socially assertive and
courageous and asking questions and
speaking up when something appears to be
a
miss the domestic violence Awareness
Month theme for this month is or for
October is heal hold and Center it
emphasizes three components first how
culture and community help us all heal
second how we must hold a non-judgmental
space for victims where stma can be
eliminated and three how those who have
lived experience should be front and
center so we create a partnership with
them Guided by their voices experiences
and needs to better understand how to
put an end to domestic violence above
all this theme really extends Beyond
domestic violence and reminds us that we
should what we should do with anyone who
is disenfranchised by any form of
Oppression as October begins our
awareness campaign will kick off to
promote the proclamation and build
domestic violence awareness through
social media the utility payment portal
and other outlets so we can enlist the
people to this important cause
throughout the month we will have
physical donation stations throughout
the town and also online donation
oportunities for people to contribute in
meaningful ways to some of the community
agencies that directly help those
impacted by domestic
violence culminating our campaign for
awareness will be our domestic violence
awareness month event on October 24th at
5:00 p.m. right outside this building
where we'll have the privilege of
hearing from the mayor Chief soberg and
others who will share insight into ways
we can unify our efforts against
domestic violence and finally just to
conclude I want to briefly highlight our
forthcoming Gilbert family Advocacy
Center that breaks ground in January
2025 over the past couple of years it's
been my pleasure to participate in some
of the planning and design of this new
building which is been Innovative in the
way that has brought together trauma
informed care with trauma informed
design in fact back in March our
building project was accepted as a
proposed presentation at the
international Summit and exhibition on
health facility planning design and
construction in San Diego California
which garnered a lot of attention thanks
to the support of the Town Council and
the vision of Chief soberg and the
Command Staff we are very excited and
looking forward to having the Gilbert
family Advocacy Center coming soon which
will inevitably give us all new
possibilities in the way that we work
together to reduce domestic violence

hello it is okay I couldn't hear it
thanks thanks for joining us here today
um this is uh a really
important topic and a really important
time to acknowledge that even as the
safest second safest community in the
whole nation we still have domestic
violence that occurs within our
community within our families and I hope
through these awareness programs that we
will have more people come forward and
ask for help and we're going to be there
to answer the call and I think that's
the most important message tonight
um I'm going to read the proclamation
for domestic violence Awareness Month
whereas domestic violence affects over
12 million Americans each year across
all demographics including race age
gender sexuality religion education
level and economic status and the
Nationals Coalition of domestic violence
defining domestic violence as the
willful intimidation physical assault
battery sexual assault emotional and or
other abusive Behavior as part of a
systemic pattern of power and control
perpetrated by one intimate partner
against
another with
and whereas Arizona Arizona ranks as the
fifth highest state in America for
domestic violence and between September
1 2023 and September 1 2024 Gilbert's
Police Department has responded to more
than
1,800 calls for services related to
domestic violence and made
1,328 arrest and whereas the dedication
of Gilbert's Family Violence detectives
police counselors prosecutors and victim
Advocates on a multi-disciplinary team
that works collaborative collaboratively
to reduce risk for the survivors while
promoting Justice through Gilbert's
domestic violence specialty court that
empower survivors with a voice by
holding offenders accountable and
affording Rehabilitation through
court-mandated
counseling and whereas Gilbert actively
serves on the Maricopa Association of
government's domestic violence
subcommittee to ensure Regional
discussions efforts and policies support
domestic violence
survivors and whereas gobert is
committed to increasing awareness and
the resources available to reduce
domestic violence and incidences in our
community with the newest resource of
our family apy center to provide
trauma-informed care to include advocacy
therapy and forensic services to
domestic violence survivors breaking
ground in January
2025 and now therefore I Kathy tilky on
behalf of Bridget Peterson mayor of the
town of Gilbert do hereby proclaim the
month of October 2024 as domestic
Awareness Month mon in Gilbert Arizona
and invite all members of our community
to attend Gilbert's 2 annual domestic
violence awareness event at 5:00 p.m. on
Thursday October 24th held just outside
of town hall to learn more on how we can
eliminate domestic violence from our
community um thank you for the
presentation and thank you for the
tireless work that you all provide to
victims in our communities and their
families and I can't tell you how
excited I am for us to break ground on
our family Advocacy Center and the
impact that it will have on our
community so with that I'm going to
present this to you we're going to get a
photo taken but I would like to ask all
of the council members and mayor to join
us it was with unanimous support that
our aacy Center was placed as a priority
for our projects in the upcoming year
and so um we it's not something we can
do alone so so thank you very much
uh keep did you want to say anything
else okay thanks the mayor's the is the
professional here so I I'm still
learning but anyway um we're going to
have everybody introduce themselves and
what their role is on the committee real

she's with

before we move to the next award I'm
going to say something about domestic
violence
um the group came to our for our town
meeting in August and Jessica nicely
who's with um winged hope told her story
she wrote a book called all my friends
are zeros and I had no idea what that
meant until someone in the crowd asked
is that based on the aces test and Ace
stands for adverse childhood experience
and there's a quiz online that you can
go and take that tells you if you're a
zero and it only goes up to 10 and so
Jessica called her book all my friends
are zeros because in her life she's
definitely not a zero from all the
things that she's experienced but
because I had never heard of that quiz
that day I took
it and I and I recommend people go out
and take it and I'll be very vulnerable
right now and tell you that I'm not a
zero I'm probably a five or a six on
that list and think about that folks
that's out of 10 so that's everything
that you experienced as a child in your
life growing up and Jessica started that
story by asking everybody to think of a
time when they felt most safe in their
life as a child and she said she could
not think of one so I challenge you all
to make sure that you can think of a
time that you were safe as a child and
make sure that your kids can think of a
time that they're safe as a child in
their home I'll tell you I didn't feel
safe as an adult until I lived in
Gilbert Arizona
I think I was about 31 years old so
that's a testament to this community and
everything that you all do and thank you
for continuing to do that on a regular
basis Mar can you repeat that test it's
called Aces it's the aces quiz and it's
Advanced childhood experience thank you
and you can just Google Aces and it
should come up or Ace quiz or Aces quiz
and it should come up and I hope
everybody is a zero that's my
hope next up on our list of
presentations is a proclamation
declaring September 18th 2024 as pit
Hopkins syndrome Awareness Day vice
mayor will present to Sarah and Mark
Andrew and Martin and ay qu Amy quas if
you're here could you please come down
to the front of the
room I don't see anybody
moving oh that's disappointing I'm sorry
yes it is would you like to read the
proclamation vice mayor is this on
and as I uh gathered this is a very rare
disease I'd never heard of it before
this Proclamation and it's evident by
the proclamation here it says whereas
fewer than 1500 people worldwide have
been diagnosed with pit Hopkins syndrome
a rare and severe neurological genetic
disorder caused by a spontaneous
mutation or de deletion of the tcf4 gene
which affects brain and nervous system
development and is characterized by
intellectual disability and development
mental delay breathing problems
epilepsy uh gastrointestinal issues lack
of speech and distinctive facial
features and whereas the pit Hopkins
Research Foundation annually celebrates
September 18th as International pit
Hopkins syndrome awareness day to raise
awareness and funding for research this
state was chosen to highlight the root
of the disorder of spontaneous mutation
or deletion on the 18th chromosome
whereas children with pit Hopkins
syndrome typically have a happy
excitable demeanor with frequent smiling
and laughter and whereas the pit Hopkins
Research Foundation is a volunteer
organization of families and
professionals dedicated to F finding a
cure for pit Hopkins syndrome now
therefore I Scott Anderson acting for
Bridget Peterson mayor of the town of
Gilbert do hereby Proclaim September
18th 2024's pit Hopkins syndrome
awareness

is Erica Reed I'm the president of the
Gilbert Parks and Recreation Foundation
um I wanted to um take this opportunity
to thank the leadership of Gilbert for
aligning so well with the values of our
foundation um our generous Community has
come together to uh raise money every
year they they impress us and help us
raise more and more each year um
basically aligning with our values to
make sure that all the wonderful
facilities and activities that we have
available to us in Gilbert so that
there's no barriers that would keep
someone from taking advantage of those
be it Financial or physical so um you
know we trust and appreciate the
leadership of Gilbert to um use this
These funds that we've raised in the
community to um help us align with those
goals so um I would like to have the
rest of the board introduce themselves
as well so I'm going to pass this along
if you want to just say your name role
and maybe why you got involved
30 seconds my name is Alan mafara um I'm
a board member been a board member since
the deception um I I guess I just got
involved because I just wanted to find
way of of um helping the community
Bridge finances and make sure that all
the community have some kind of
assistance with the gap
program John Christensen I'm the
treasurer I I have the
checkbook uh I yeah I said yes after
taking uh leadership class 23 Gilbert
leadership through the uh chamber I tell
you if you haven't done it you need to
do it you'll learn a lot about the town
of Gilbert and uh then we were looking
for things to do and this was a great
one I I really enjoy working with the
parks and wreck uh on various
projects my name is Diane Arabia I am a
board member I join I think it was last
year I'm losing track now um and I
wanted to join because I started to
learn a lot more about Gilbert Parks and
Recreation due to my my job and my
career and honestly I just fell in love
with the town of Gilbert I fell in love
with the staff I fell in love with the
parks I fell in love with how passionate
everybody is and I just thought that
this would be a really good way for me
to give
back hi my name is Paul Gonzalez I'm a
board member um was appointed on the
parks re board before and after that I
served my term I still felt the passion
to to serve on Parks of Rex and and
getting involved with these people here
is uh and seeing their passion for what
we're doing for the community uh is a
great thing and I want to keep on doing
that going staff also uh Robert Caron
the director for parks recreation if I
could just take a quick second I'm when
we really talk about the foundation
board they are all volunteers and they
actually donate their own funds to be a
part of the uh Foundation board they do
not take any administrative fees every
dollar that they collect goes right back
to the community uh and they mentioned
the gap program the gap program is what
allows us to be able to provide
financial assistance for families that
cannot afford uh to be able to take
programs so everything from swim lessons
to be able to do drowning prevention to
being involved in our camps being
involved in our extracurricular
activities after school programs uh they
really do a tremendous job and this
check started off at about $155,000 if I
remember just a couple of years ago and
each year it continues to increase I
know we were at uh 20,000 last year so
if you think about all the work they
have done they have just doubled that uh
and the the sky is the the future for
the the amount of heart this group puts
into it so we are very appreciative to
be able to have a chance to work with
them hi I'm Laura young I'm a recreation
supervisor for the parks and rec
department and I have the honor of being
the department

the

next we're going to have a presentation
of the valley Benchmark communities FY
2022 2023 Trend report by Janice from
Janice Hart from the management budget
Department you're technically the
management budget analyst right Janise
to thank
you all right good evening everyone so
this will be the valley Benchmark
community FY 2223 Trend
report and so Valley Benchmark
communities is a collective of the 13
largest cities within Maricopa County
and the purpose of our initiative is to
work to help improve local government
performance within Arizona through data
collaboration we do that in partnership
with ASU and the urban Innovation and
icma and so one of the things I'll just
quickly identify for you is that when
you're looking at our graphs all of our
data for the minimum will be reflected
in the yellow the median will be the
green the maximum will be the blue and
then Gilbert's individual data will be
outlined in the orange color and so as
we look at population percentage change
one thing I want to point out is that
for population for the trend report we
utilize the mag data is our population
number and so we can see here that for
Gilbert for fy22 23 the percentage
population has not really changed
significantly compared to the previous
year still hovering around 1% change
year-over-year
as we move into our median household
income we again see here as we look at
Gilbert's number reflected in the orange
we have increased that median household
income compared to others within the
valley but overall it is trending up for
the entire
Valley as we move through the fire
medical services and we look at service
calls per resident we do see here that
the calls per resident for fire very
closely aligns with our minimum which is
why you can't really see it on the graph
as presented but it is down to about
0.8 reflected based off of again that
population as we look at our Police
Service data and we look at property
crime per 1,000 residents again you
cannot really see the minimum because
Gilbert's data aligns directly with the
minimum in the graph and so we are again
holding steady temp .16 per 1,000
residents so again showing a significant
decrease as we maintain uh mirroring
that
minimum as we move on to our library
data and we look at our physical item
turnover again we are leading in this
area with regards to the entire Valley
measurement we're up at that
7.02 meaning that we are utilizing our
libraries and again we're showing
significant bounceback since covid it
across the valley as far as Library
usage and turnover was concerned
as we look at our parks and recck data
again we look at miles of trails
developed per 1,000 residents so again
we're holding steady here with the miles
per Trail for fy2 223 right down there a
little bit above the minimum or the
median excuse me but still above the
minimum but obviously some room for
improvement there if we want
to then when we look at our water sewer
and trash and we look at the combined
standard bill for water sewer on the low
use we come in just a little bit above
the minimum
$58.93 for FY
2223 again that minimum is the 5246 but
again still below the median average for
the entire Valley so still showing
significant uh low rates
there and then as we look at our water
sewer trash services for percentage of
single family waste diverted through
recycling we can see here that we have
had a little bit of a decrease in our
recycling but still up overall in the
valley as far as our efforts for
recycling are concerned maintaining
around 18% for our recycling for fy22
23 Now new this year we did for the
first time report out on some
development services metrics across the
valley and so one of the things the vbc
likes to do is gather three years worth
of data before we include a new metric
and so this metric is for the average
turnaround time for permits of single
family standard plans and business days
and so as you can see here if we look at
the Orange Line again representing where
we started back in 2020 2021 up through
22 23 we have made significant strides
to decrease the amount of time it takes
to turnaround permits with regards to
business uh excuse me single family plan
development and so if you're looking for
a copy of the report that's available on
our town and goodart website just go
through departments and then management
and budget benchmarks you'll be able to
find the valley Benchmark report for
fy22 23 as well as all the other
previous reports any questions
any
questions council member bani yeah can
you go back to the U property
crime yes so if I'm reading that right
is that to say we are like um the
average property crime is almost almost
two times what the Gilbert property
crime is did I read that
right so this property crime rate is for
property crimes reported per 10,000
resident and so
with regards to the rate that you're
seeing on here the 10.16 that reflects
um the FBI reporting for 22 so I don't
know which number you may have seen
previously well I'm seeing the green
line is that the average um that's the
median in there for all the cities yes
for all of the communities that are
reported within the valley Benchmark so
it's only the 13 that are identified in
the valley benchmarks of those cities
were're almost two times less yes

recognition of Larry Taylor who has been
plan review and inspection manager for
30 year and he has served 30 years with
the town of Gilbert and is retiring
Larry if you'd meet me down front
we had cake the other day but tonight we
get to the formal stuff Larry
congratulations Larry Taylor as mayor of
the town of Gilbert is my distinct
pleasure to express our heartfelt
congratulations to plan view plan review
and inspection manager Larry Taylor upon
his retirement from the town of Gilbert
for 30 years Larry has dedicated his
career to serving the town of Gilbert it
is with immense gratitude and
appreciation that we recognize and
commend Larry for his extensive and
valuable service to the community
Larry's exemplary career has been marked
by professionalism and dedication his
valuable insights and contributions to
Life Safety have helped to shape the
town through periods of rapid growth
when Larry started working for the town
in 1994 Gilbert's population was
approximately
48,000 now the town has grown to
approximately 290,000 residents Larry
has also served under seven Mayors in
the last 30 years Larry and his team
have been responsible to ensure that all
Construction in the town meets the
building and fire codes and is safe for
all our residents and visitors a very
important and responsible task during
Larry's tenure with the town he has
served as the Chief Building official
winning the building official of the
Year award twice from the Arizona
building officials organization in his
position he has overseen the issuance of
142,143
29 building and fire
inspections without his professionalism
dedication to life safety and his love
of Gilbert the town would not be the
Premier Place it has become Larry was
also awarded the excuse me employee of
the year in 2018 during the community
excellence awards I remember that Larry
served the building Community as
president of the central Arizona chapter
of the Arizona building officials and
chair and vice chair of Maricopa
Association of governments building
codes committee on behalf of the Town
Council and residents of our community
it is with respect and gratitude that I
convey our appreciation to plan review
and inspection manager Larry Taylor for
his professionalism and outstanding
contributions to the town his dedication
to his team will leave a lasting Legacy
that we will forever be grateful for and
which we are exceptionally proud of we
wish Larry all the best in his
retirement and future endeavors
congratulations Larry thank

you okay so so this is my fa oh the
picture of Larry was up there from 30
years ago when he started with the town
and it's just amazing to say oh there it
is yeah that's amazing to see and I'm
going to give you a second to talk but I
want to say we were here for Larry's
celebration last week and we had a
former Town manager we had a former
council member we had another former
mayor present but a current council
member stopped by I stopped by um it
shows that you have had an an impact on
us as a community and all of us that
have known you for many years I'm sure
that I have met you somewhere in in the
early 2000s as I was on the Planning
Commission I don't know exactly when but
to have the impact that you've had on
the community and not only the community
but the region and the state because I'm
going to call out Jackson from um Home
Builders Association of central Arizona
he said to you the other day I think you
were standing there but he at least said
it to me he said that whenever he had a
question on something no matter what
city or town he was working with he
would call you you were his go-to person
that he would call for advice and ask
you hey Larry is this something that I
should be concerned with or is this okay
am I should I get riled up about this or
or is it okay should it Fly is it is it
something that is okay for a city or
town to ask me to do and he always
relied on your answer for that so I
think that speaks volumes for the person
that you are that you're representing
not only the town of Gilbert and the
residents here but everyone really for
safety when it comes to the building
that they were doing in Maricopa County
or Central Arizona because Jackson
covers central Arizona so thank you for
all of that and all the time that you've
spent with the town do you want to say a
few words and we'll invite your family
up I know you're not that guy Larry I'm
going to make I'm not I know I left my
three pages of speech at
home um so my wife and I moved into
Gilbert in
1983 and we raised our family here in
1994 as you talked about is when I began
my career in Gilbert and I was thrilled
to be able to work for the city that I
lived in and so I had I never my 30-year
career has all been in Gilbert I have
never had any desire to work anywhere
else um my desire was to make a
difference in the in the city the town
that I worked in or that I lived in and
then raise my family in and I've had
great mentors and leaders over the years
um you know Kyle's here tonight I'm
quitting so I don't have to praise him
but he's been the best boss
ever so you know but but I I've it's
really been great working in Gilbert so
so thank you thank you um and who did
Greg tilky hire you when you came on I
did Greg hire Larry okay council member
tilki is shaking her head because Greg
tilki was also there at your retirement
last week and I just wanted to mention
that because you kind of remember the
people sometimes that hired you and
brought you in and you didn't just have
an impact like I just told the story you
didn't just have an impact on the town
of Gilbert you had an impact on Central
Arizona being a mentor to Jackson mul
since he's been here and I think it was
2011 that he started in that position so
thank you for all of that

members of the council good
evening um I'll just give a a brief
presentation I'll try to fly through
these slides as quickly as I possibly
can
um and then answer questions at the end
of course so so the bellastoria
project
um located at the north of the northwest
corner of power and williamsfield road
was rezoned a couple of years ago now um
um and you can see the the aerial map in
front of you the subject site for this
p80 rezone is in is the portion
highlighted in yellow it's only the
single family portion of the development
um So based on the development plan here
that I'm going to show you um you can
see kind of the uses that that're
distributed across the whole development
it's about 73 acres in size six about um
60 Acres is residential but there's some
multifam imp Parcels B and C at the
North e at the north um East and the
southwest corners and then you have that
parcel a which is the residential and
that's what the project is about tonight
so that's about 229 lots and basically
all of they doing or proposing for this
and that was the old development plan
here and you can kind of see the
configuration see if you can memorize
that one and I'll flip to the next one
um so basically all they are doing with
this proposed pad amendment is the
single family zoning District which is
there's sfd zoning and SFA zoning
they're just proposing to kind of shift
it just a little bit if I showed you
this graphic here you will see the
comparison between the old plan and the
new plan the old development plan is
everything in red and the new design is
everything in Black so as you can see
that that SF um a boundary and sfd
boundary it's kind of Shifting so it
straightens itself up like it's more 90°
more um 90° angle um and they're doing
that because there were some engineering
challenges with the track B and C
retention basins and also it just makes
it just look more the street is
straighter it just looks better so
they're just trying to Shore that up and
then they changed a few small things in
the the development with they changed
some of the street L block lengths and
little things like that so that is
basically a nutshell is they're
proposing to do not not major changes
the acreages are all staying the same
and you can see in the staff report
there were just minor changes as far as
the acreage from One S one single family
District to the other and that's because
of that little shift is straightening
everything out other than that they're
really not doing much establishing a new
phasing plan and that is basically it in
a nutshell um we had neighborhood
meetings and there were no residents
that were concerned we had two people
that asked general questions and that is
all we've heard from the surrounding
neighbors so if if you have any other
questions for me I'd be happy to answer
them um so staff moves that you uh
approve uh the pad Amendment for bellor
for the parcel for the whole thing but
it just centers around parcel a thank
you thank you for the short presentation
Council M buy do you have a question
okay I think you might have answered my
question done just then but I you know
because it it is for a zoning change but
we're only changing
that five or 6 of an acre and we have to
do the zoning
change because of that or is it change
it's not changing the Zoning for the
entire project correct um mayor Peterson
council member Buckley correct it's only
those boundaries were originally that
you can see in readed on your screen
were originally approved by Council so
anytime any zoning boundary changes at
all no matter what you it has to come
back to council for a reapprovals
boundaries so that's basically all it is
so you're not really changing the
acreages it's just shifting the
boundaries the boundary kind of over and
straightening it up which kind of
changes the acreages a tiny bit but but
it's still the same amount of single
family zoning okay does that sense I
just wanted to clarify that because some
you know it it's I understood it
actually but I there were some residents
that didn't quite understand and I
thought it would it would be better to
to have you present it and uh so I'm
good with that thank you very much

Kowski hello you mentioned that the
phasing plan changed and I saw that the
single family is now phase one what what
did it change from because I think
typically we do to
encourage
um those landscaping and RightWay
improvements first so what is the change
here um mayor Peterson council member
Kowski the plan that's in front of you
was the originally approved phasing plan
and you can see phase one included some
more perimeter Landscaping um along
williamsfield and Power Road um Town
staff determined that and I'll show you
the new phasing plan
that we were okay with um allowing the
landscaping and some RightWay
improvements if if you drive along that
stretch today you'll notice that the
street improvements are already there
the curb gutter sidewalks are already
there the only thing that needs to be
installed is the landscaping and we were
okay with Phase 2 and phase three
development when they come in to install
the landscape aping in front of their
their uh projects we were okay with that
we're originally um we wanted them it to
be installed with phase one we're now
okay with it being installed in phase
two and phase three thank you for
explaining that you're welcome thanks
Keith is the applicant here I should
because it's public hearing ask them if
they'd like to say anything no need to
say anything because it sounds like the
questions were
answered um mayor Peterson I'm not quite
sure on that okay I don't see anybody

you good evening mayor and Council I can
just give you a quick overview of what
this item is uh as you're aware the town
is self-funded for our workers
compensation fund and at the end of the
year we have to have a report that's
done that looks at what are the claims
that have been uh incurred but not
reported yet we record that as an uh an
accounting entry and it just says we're
aware of some of the workers
claims that have likely happened but we
haven't paid them out yet and we need to
set money aside to be able to pay that
out if the fund were to stop now we're
not planning to stop the fund but it's
just part of the accounting practices
this year that report came back and it
was substantially higher than we
expected for a couple of reasons we have
a cancer claim um that's come on and
some changes with state law have changed
that now have the town responsible for
the first $2 million of those
presumptive cancer claims and so the
amount that we have to set aside is a
larger amount the council previously
approved an internal loan of $1.3
million because of problems with our
ibnr recording in the past this is a
relatively new fund started in 2001 or
2021 excuse me uh and so we'll need to
expand the loan by a million dollars we
are working to pay that back we had
saved up a good amount of money to be
able to work on that um but this will
put us a little further behind we'll
continue to work to set aside money in
this fund to meet the obligation
cover the ibr and return the money to
the general
fund any questions other than that

torguson what I'm hoping for is a
presentation on what the impact of this
is for us do we have anybody that can
talk about Gilbert's annual home funding
allocation where the money comes from
where it goes and what it what we what
are we're achieving with
it hi Melanie
good evening mayor and council members I
am Melanie Dyer I'm the volunteering
Community Resources manager and I can
give you a short presentation on our
home investment partnership
program uh what you are looking at
tonight are these are home funds and
they're designated to assist our local
government and nonprofits with the
creation and retention of affordable
housing for the community um there are a
couple activities that you can use home
funds for and the one that we have been
utilizing it is to help purchase and
rehabilitate units for rental housing so
we are it's considered the permanent
affordable rental program that we
utilize the funds
for so we receive these funds through
the home Consortium we are not eligible
to receive them independently so there
are as you can see Consortium members
make up this from Avendale Chandler um
Glendale piia Scottsdale surprise and
Tempe um and the May Copa Urban County
and through a formula we do receive our
allocation of funds and again the goal
is to preserve or create affordable
housing Within in the county and
specifically again we are applying this
for an affordable rental program here in
Gilbert our current allocation is
$5,499 for this next fiscal
year so again the overview is we're
looking to use it for permit affordable
rental housing These funds will be
purchasing one additional home in
Gilbert um in order to use these funds
you do work with someone we do contract
this out to a nonprofit organization
called armo save the family and they are
required to have a 25% match um to these
funds those who are able to move into
these homes um they are qualified on
income so they have an income
eligibility in order to uh be able to
rent the home so they do pay rent in
this home but again it's affordable um
and right now we have 21 homes in
Gilbert which have been purchased with
home funds uh we had had an additional
allocation of Home ARP funds which
allowed us to purchase um an additional
two homes actually we're in the
uh middle of finalizing that second
purchase so that'll bring us to a total
of 23 homes in Gilbert that are part of
the
program and again I know council member
Tuson You' like to know the obligations
and the strings attached and so with
these obviously our goal is we do need
to utilize the funds that we have been
allocated um with prior funds we did
have a little bit of fund rollover of
31,000 we are adding that into this
contract uh we do secure a deed of trust
in a promiser note and this is what
helps us keep that home and requirement
affordable because it is a 15-year
affordable period and then we do monitor
the income eligibility of the person
that is placed into the home so those
are some of the things that we're
obligated to Monitor and pay attention
to when we do uh this
program um so again today we're just
asking that you approve the IGA that we
have with Maricopa County which is what
we use to secure these funds and this
allocation that's been been provided to
us but we're also asking that you
approve our amendment to our contract um
with arm of save the family in order for
them to go out and look to purchase
Rehab the home and then rent to um
someone who income qualifies uh with
that I can answer any questions thanks
Melanie council member torguson at the
end of the 15-year period what are the
requirements for the home at that point
that the affordability period has been
completed the armac of the family can
ask us to release the deed of trust and
then it goes into their organization
portfolio thank you m I would say to
probably save another family in the
future yes they have been known
throughout the valley to continue this
program they are one of the only
organizations that do this type of model
and allow for permanent affordable
housing across the
valley I'm going to say I'm shocked that
you have funds from last year that you
could roll over into this this smidge
just depends on how it rolls out we
normally expend all of it but we have a
little bit uh which is great to just
boost that because our actually our
formula allocation was less this year
than we've received in the past so this
will help us hopefully secure um a home
here in
Gilbert any other questions for
Melanie seeing none thanks Melanie thank
you bring it back to the dis for a
discussion and or
motion M tenson my my only concern with
it I mean I understand that
there's there's a million ways to look
at it as far as uh
people's disposition about uh government
helping things but I had seen something
of this years ago where people were
doing this for a period of time whether
it was 10 15 or 20 years and at the end
of the the in this case an affordability
period the house was sold and the people
that were running the organization were
able to keep those funds is there
something that we should be considering
maybe we can't consider it right at this
moment
but in the future I don't want to see
this rolled over for a personal profit
if we're going to do this it needs to be
done that it is in
perpetuity because I there was an
organization I don't remember the name
of it I looked at it years ago where
they had ended up selling about 90 homes
and profiting from it and it wasn't put
to the the initial
uh purpose of what was happening it was
very much a profit thing so I'm I'm
concerned about where this ends up after
15 years now I know save the family's
been a good partner but what do we do to
ensure that it doesn't go that
direction and I think from our
perspective that would have to go
through Maricopa County and if you have
a suggestion that you would like to make
to Maricopa County because it does run
through the Maricopa County's human
services department so they would
control whatever the parameters are
around the program not the town of
Gilbert we're part of the Consortium
that's under Maricopa County so if you
have suggestions or recommendations or
if you'd like more information on how
that works and luckily save the family
is an organization that's been down
around for so long right I mean so long
it's one of those organizations but I
think it's very hard to say that in
perpetuity that they would be there
because everything goes away eventually
we've seen it in our lifetime um so I
think that's kind of hard to determine
but as long as there are parameters
around the program and maybe Melanie can
get you more information about that
before next year yeah Melanie just get
me something before next year you got

to um walk you through a brief
presentation uh about our relationship
with greater Phoenix Economic Council we
have Jennifer gra our deputy director
that oversees this contract and I'd love
for her to come up and uh share that
presentation with
you thank you Dan
all right well good evening mayor
members of council Jennifer Graves
deputy director for the Gilbert office
of Economic Development delighted to be
here tonight to talk to you about the
greater Phoenix Economic Council and our
relationship with them and so I thought
what I would do is start off with uh
discussing um gpc's Regional uh reach so
as an organization gc's been around
since
1989 and uh they work to grow and
attract business to the region and
advocate for the competi of greater
Phoenix we have been a partner with gek
since
1991 and had a relationship with them um
similar to the one you're seeing tonight
before you in this contract uh there are
22 member communities within jeek they
represent uh these 22 communities as
well as Maricopa and capano counties and
over 190 private investors what you also
have on this slide is a brief summary of
uh the last couple of years plus a
5-year total on some really key
performance metrics for Regional results
again the relationship with GP is
business attraction um growing quality
businesses for the region and obviously
specifically
Gilbert over the past 5 years this
represents the uh investment history um
with gek with our contracts with them uh
the rate that we pay within the contract
which is also in your Council
communication is based off of population
that's how um all 22 municipalities are
assessed in terms of our contract with g
and uh our rate represents just under 50
cents per capita it's how we come up
with um the past contract numbers as
well as what you see before you today
which is about
$137,000
contract through our partnership with
gpe they serve as an important business
attraction lead source for the office of
economic development for our team each
fiscal year and they Source between 30
to 40% of our new leads that we get each
fiscal year
over the past 5 years so between fiscal
20 and fiscal 24 we partnered with gek
on six successful locates into our
community these are new business
Investments um you see them those
businesses represented here and these
are uh many of them within our Target
Industries which is a key partnership
that we have with jeek um these
represent uh 411 jobs were announced um
through the G contract um $163 million
in capital investment and an announced
square footage of almost half a million
square feet of either new or expanded
space for these companies within our
community um I should note that with
jobs gek counts only the phase one jobs
that are provided we look at the full
totality of whatever was announced by
the company themselves and um in
addition on number two uh Gilbert
includes the value of the leases in our
capital investment numbers because
leases generate direct Revenue to the
town
and so if you look at that return on
investment over that 5-year period um
you have $36 in direct revenue for the
community generated for every dollar
that has been invested over that 5year
period $77 in total revenue so um for
every dollar that the town has invested
in gek over that 5-year period and that
represents 390 million in new consumer
spending and 23.5 million in direct
Revenue to Gilbert these numbers the
return on investment and impact
estimates are calculated by applied
economics using a regional uh economic
and fiscal impact model applied
economics as a note also has built the
model that we use um in the office of
Economic Development they are well
respected um in this space and they use
direct um input numbers from each
Community to be able to generate um
these estimates based off of the company
um parameters that they provide when
they announce their
projects within your packet you also
have the gek uh 2020 fiscal 2325
strategic plan um these are just the
three main goals um of gek for their
strategic plan so leading um a shared
vision for the Region's future enhancing
the foundation of the economy by
focusing on those emergency Innovative
driven industry sectors and um driving
the region forward through research and
data analytics
capabilities and the highlighted orange
items on this slide are just some of the
things that we partner with g on and we
serve on as both staff as well as
elected officials and our Business
Leaders within our community and that
involvement is within the healthare
Innovation Council the Community
Partnership program the economic
development director's team which Dan
and I um both attend and participate in
from directors across the region the
Mayors and supervisors Council I know
mayor Peterson is active within that
group as well as the board of directors
and we have two business representatives
from Gilbert serving on the board of
directors
so that again is just an overview of our
relationship with gek and the contract
and the benefits that we receive
directly supporting the mission of the
office of economic development through
our partnership with this important
Regional group and with that I'd
certainly be happy to take any questions

Representatives um that I recommended to
the gek boards which is from footprint
and from digity health and um they
represent the town of Gilbert and their
businesses so it's a twofer for them and
I picked healthcare because Healthcare
is so important to this region so I
wanted somebody from Healthcare and of
course footprint absolutely represents
the footprint Center in downtown Phoenix
and is a Gilbert business which I tell
people all the time so I think gek has
been as a as a mayor I have seen quite a
difference
in our relationship with gek than I did
as a council member and I know that this
contract com up every single year and it
has been pulled many times from um
council members in the past when I've
been a council member and so I
definitely see the benefit differently
as mayor thank you thank you mayor thank
you mayor members of council I'd be
remiss if I didn't mention that Tim
bouret is actually here from gek tonight
to support the contract supp
representative I just wanted to
acknowledge Him and appreciate his work
and and helping to be here to support us
tonight thank you thanks for being here

great job and he's funny he's funny too

good just got a quick question for you
um for the lease here it's a
approximately a 20-year lease Financial
impact of 7.9 million dollar correct
around there um is that a guaranteed
lease for 20
years there are op exit options out
right for unforeseen circumstances um
let's say a change in business that type
of thing um there's opt out Provisions
for both the town and for gigap power
but the term of the lease is 20 years
and then there are renewable terms
thereafter that are optional okay
because that was my question because 20
years ago I was on AOL on
dialup right and then we went to cable
and now we're going to fiber so you know
20 year agreement to me for this I mean
there may be lasers doing internet soon
in 10 years you know what I mean so I
just wanted to make sure we weren't
banking on a a a 20-year agreement on
this when we figured out the finances
with it you're absolutely right
councilman banani and you know this is a
little bit of a different type of
agreement for the town um it's a little
unique we did model it off of the
contracts that we utilize for our cell
phone tower leasing which are 20-year
terms um we do feel that fiber is
probably the tool of the future for the
delivery of Internet services um it is a
constantly evolving product as far as
the speed and quality of fiber um but we
are fairly confident in the 20-year
agreement and obviously if if lasers
come about we can yeah we can just find
a double check thank you thank you thank

this we've seen more change in
technology in the past probably 12 years
than we've seen in our lifetimes um and
in and conani makes a great point we
don't know what the future is going to

that long ago when I moved into my house
we didn't have a cable at our house our
neighborhood was too new and we didn't
have have cable there but new homes are
now being built with the fiber ready for
when it comes in the future and you and
I had to talk about Cat 5 versus cat 8
cat 8's out there new homes are being
built with Cat 5 so the new homes aren't
even keeping up with what's out there so
um I will bring it back to the dis for

uh so that I can be comfortable moving

is not me um appreciate this opportunity
mayor um council member Tuson um so this
change order in 2016 we did an
assessment on all the lakes in the town
of Gilbert um so part of this project
was to to take the the the money that
was within the FY 25 budget and to
update that that assessment so we
assessed all 13 Lakes um to see what the
the needs are of each Lake um the
irrigation systems um no dredging been
done the irrigation pipes are getting
old and so we wanted to do an assessment
to make sure um where we were at
currently with those improvements that
were needed um so that just completed um
so this change order now is to take the
the number one priority which is Cosmo
Lake um and actually start the design um
and postd Design Services to get that
into um to construction and so this
money is actually to design the
improvements that were found out as part
of the
assessment you're welcome Cosmo lake is
probably the most important Lake in the
town it is that that's the out of all
the 13 Lake that was the top priority of
all the Lakes Tammy Joe Peterson loves
Cosmo

you're speaking of the urban lakes that

condition of that or not um we could
probably get that information for you to
see if that was part of the part of this
assessment on what it looked like water

of different aspects that's part of that

information to you to

usually have divers go down in each of
the lake and make sure how everything's

Chief good evening so it's a a lot of
talking about you know grants Etc and
please just go through each one of these
for me but I do want to know uh about
the uh the the governor's office high
highway I just want to know that what
we're reporting back what we're required
to report back what the metrics are that
we are held accountable to Yes uh mayor
council uh you're asked to consider the
approval for the application and
acceptance of grant funding through the
Arizona uh government office of Highway
Safety These funds the DUI abatement
funds in simplistic terms come from uh
fees collected through the courts for
DUI convictions that money is then uh
used by the state throughout the state
given back to the lake local agencies
and the state and County agencies to
continue education and enforcement for
DUI related and traffic safety related
issues and so what you see before you
tonight is uh four separate grants uh to
get your question about reporting we
report quarterly of um the monies used
and the successes whether it be classes
attended classes taught um enforcement
and education you'll see in some of
these they are both education and
enforcement uh the first one being duy
enforcement that primarily takes care of
our dii task force that we do around the
holidays uh Christmas Thanksgiving uh
New Year's Eve and so on uh the PED
pedestrian and bicycle safety overtime
that funds overtime for us to do traffic
safety uh regarding bicycles in
conjunction with the fire department and
the uh transportation department in
Gilbert the third one is accident
investigation training related uh
material so making sure that our uh Rec
reconstructive uh detectives uh are up
to speed on the latest technology and
how to use that technology most of those
are serious injury and fatal accidents
that they respond to and then the last
is the seleced traffic enforcement
program uh that's enforcement program
for uh details uh similar to what we
have just concluded with on Val Vista
road we had uh a couple fatal motorcycle
accidents on Val Vista so folks is
seeing our traffic efforts on areas
where we're seeing an increase in red
light running uh serious and fatal
accidents and the last is um well that
is the last one for a total of 28,69596
change one way or the other but this is
the uh traditional grant that we see
each year at this
time are there any performance
requirements any of that sort of thing
other than reporting the money was not
in a quota sense we have to show
productivity that we're actually using
this money to do enforcement so we do
submit traffic stops number of arrests
DUIs uh so we do submit all of that data
if you would like to see a sample of
that I can provide you a copy I don't
have it with me uh but there are data uh
uh specific that we have to provide but
there's not a quota that we have to have
X number of DUIs or X number uh so
between the education and the
enforcement and the educational
opportunities we have to show that we're
productive but there's not a set number
that we have to
meet y any other questions for
chief seeing none thank you chief for

concise I like it bringing item number

from the community engagement engagement
task force council member tilky thank
you mayor uh since we last met on
Council we did um have our monthly
meeting we received a great report from
Maricopa County Attorney's office
regarding the report don't repost
Campaign which we shared last um meeting
we also learned about the county
attorney's interest in introducing at
next year's legislative session uh bills
regarding
swarming um which is kind of the
activity that we saw um this past uh
couple years moving it from a felony 6
to a felony 4 which allows more
punishment for those who participate in
group fighting against an individual as
well as others and so we're going to
hear a lot more about that but we just
got a a preview uh Dr Dustin Parini from
ASU presented Gilbert's result for the
annual
2024 uh Arizona Youth survey I believe
you all received a copy of it with all
the data he gave us an excellent
overview uh we worked with schools to
help promote teen involvement in the
survey geared towards 8th 10th and 12th
graders this is a self-reporting survey
based on the risk and protective Factor
model and community that care
survey Statewide
42,2 47 students from 255 schools across
all 15 counties participated Gilbert
student
participated participation increased
from 1,82 in 2020 to
4,684 in 2024 we hope to encourage more
District's Charter and private schools
to participate in the future each
council member re as I mentioned
received a copy of the report it's a lot
of data in that report and um we'll
continue to evaluate it at the task
force level as we develop our
recommendations the survey covers
various risk factor indicators such as
substance abuse gang involvement
delinquency and problem behaviors
adverse childhood experiences risk and
protective factors handgun use
victimization attitudes violence
exposure and dangerous dangerous driving
the good news is that gilbertt falls
below the state average in almost every
category but the reality is that we have
work to do as a community to help
families and children deal with these
risky situations and behaviors Dr Parini
provided several examples of
evidence-based programs that may assist
families and the importance of early
intervention so I want to um give a huge
thank you for Dr Pini and we hope to
call in his expertise as we examine some
of those opportunities for our Council
to consider in the future um it's
evident that our town of Gilbert will
need to partner with many other
organizations to address this issue um
our next meeting is on October
21st um I'd also like to give a shout
out to Kathleen daller with Dignity
Health who is serving as a facilitator
to help us gather all of the thoughts
from everybody so we don't lose that and
her leadership will help guide us
through a vetted process to meet our
December deadline and also a thank you
Alina left but Alina Bay uh was really
instrumental in organizing not only the
survey for us to get the results so fast
um but to um get Dr Parini to come out
and meet with us and so it was really a
great meeting October we we'll have a
presentation on um parks and recck
programs that we currently offer
students so we can identify if there's
um gaps in our community for uh teen
activities not just that the town can
provide but others and then we're going
to actually start pulling together
recommendations so we can meet your uh
December deadline so we're working hard
and we have a great group of people
thank you that's great thank you council
member tilki any questions for council
member tilki that I know that the report
don't repost campaign is specific for
teens and but boy I encourage all adults
to report and not repost on social media
I get tagged in so many things that
you're tagging me in it you got to be
reporting it to the police department
don't be just tagging don't be just
tagging the town or my social media in
it please make sure that you're
reporting anything that you see out
there because that is just that's a
problem right there if you're taking the
time to post it make sure you're
reporting it so my soap box for two
seconds on that one um thank you council

of ideas however it's essential that

is that it right there okay good evening
um I actually am appreciative that you
brought up the dynamic of teen
activities because that's one of the
things that we wanted to discuss
especially with um we appreciate the
Crackdown that's coming in um with uh
teens and curfew and um them staying out
late and everything but we do have a
problem with our teens not having
activities to do here in our town and
it's um so they are looking to get into
trouble they're looking for just places
to hang out right and so
um when they're looking for those places
to hang out it's not the right places
it's not the right things to do and then
ultimately like they get in trouble
right so in looking um at Park c um I9
is currently the only program that has
Sports offered um we have a lot of
families here in the community that
obviously can't afford Sports um because
they're very high-end Sports in high
schools are very very competitive um and
so at like even my kids own high school
took multiple state championships and
sports right so it's very hard to get
into them so these kids who are not
um who have not had the opportunities
that the kids who have had them in the
club sports um they're kind of left out
of those opportunities right to play
sports in high school and so looking at
I9 they currently only go up to seventh
through e8th grade but even at that it's
like $185 for a month of sports and not
a lot of families can afford that
especially in this economy and then you
get multiple kids going into there and
so um one of the things I guess that we
would ask that you take a look at then
is as we're working on on budget for
parks and this next month as well um and
that being presented is working on an
ability for our teenagers specifically
the junior high and high school students
to be able to get involved in some of
these activities um to help get them
back off of the streets because if we
create something affordable for them um
to where they feel like they can have
like something to really get involved in
it will help pull out some of these
dynamics of them getting into trouble on
the street so thank
you thank you Carissa next is uh Bridget
Vegas and Scott Myers has donated his
time so Bridget you have six
minutes good evening mayor and councel
yesterday as we honored and celebrated
Preston Lord's Life and Legacy for
Preston Lord day as his life was taken
too soon due to senseless acts of
violence it would have been a great
opportunity for the community task force
and Leadership to show their face for
the Youth and not one of you were
present thank you to the assistant chief
big segle and Lorenzo for showing up to
Preston Lord day it was a pleasure
connecting with you guys to work on
Partnerships to create a safer Community
with the
children we ask the town gets back in
front of the camera for weekly press
conferences as we continue to see
issues rise that plague our
communities we have seen School threats
swarm attacks violence and sexual
assault coverups within our town and
within our
schools as we've stated over the last 11
months it's time to be honest and
confront the uncomfortable truths within
our communities again we cannot turn to
Blind Eye to the struggles our teens
face from mental health issues to
societal pressures we must address the
underlying issues of Abandonment control
anger alcohol drug abuse that plague
families as we continue to watch
leadership point fingers at one another
about whose job it is to protect lead
and create a safe environment for the
children the children continue to get
bullied School threats swarming assaults
and again sexual assault the silence is
deafening I want to share some alarm
stats from the Arizona Youth survey
presented by the Gilbert count city
council
76.5% have high protection in their
neighborhoods and homes 65% of the
respondents reported that they saw drugs
as risky in that their parents would be
disappointed 30% have seen someone
choked punched or beaten up 12% have
been victims of choking punching and
being being beaten up 20% have been
harassed or made fun of online 16 to 20%
of the 4,000 kids reported it would be
easy to get a gun in their Town 20 or
sorry 26% admitted to taxing and driving
30% stole alcohol from their parents or
home with 41% of Gilbert eighth graders
doing so
61% of the eighth graders reported
stealing prescription pills from home
while 32 to 33% of the 10th and 12th
graders admitted the same almost 40% of
the 8th to 12th graders in Gilbert
admitted to buying Vapes from smoke
shops 64% of the youth reported a low
commitment to school which is a
perceived risk factor our parents not
only need to lock up the drugs and
alcohol but they need to re bring dinner
back to the table and have these
conversations at home by being present
with their children this is also a
parent issue we also need the sro's to
help bridge the gap with the schools to
provide resources especially when things
are reported so that children know that
they are seen and heard we need the
mayor and councel to take a firm stand
stating that this Behavior will not be
tolerated and a zero tolerance in in our
town we would like to see the teen
violence cases and website being
updated as it has not been updated since
February 22nd for the cases and the last
Chief statement was May 3rd of
2024 if we can partner on a community
safety event on teen violence as well as
address the proper steps for mandated
reporting and CPR training as we have
discussed the mandated reporting with
Rachel Mitchell she would act um love to
step in and help with our town and help
lead that if you guys are open to that
our children deserve better next we
asked that you Provide Capital Guard
Services the Security Management with
the non-emergency number a conversation
took place with one of the security
guards at the main garage and we had
asked him um what happens if someone's
up here loitering he said by the third
time he may or may not call the cops so
there had been someone with an open
container and I said so what happens in
that case especially with a glass
container and he said he did not know
who to call he has been instructed not
to call the police he was there to
deescalate so later shortly after
actually we went downstairs and talked
to a supervisor as well as uh two bike
unit and even that conversation the
supervisor was under the impression he
was to call all the non-emergency until
the bike cop stepped in and said no per
Chief this is supposed to go to the 911
so if we can get the communication
clarified between the police department
Capital Guard Services and what the
expectations are that would be very
helpful as there's a lot of
miscommunication um also lastly we would
like to address um thank you guys again
for the partnership with Mesa and Queen
Creek for the extra Patrol um but we
would also like to address the gang
issue as there are multiple gang there
are multiple gangs operating outside of
the Gilbert goons and the public has a
right to know that um including the
first day of break there is still
swarming attacks happening as well as I
reported something as far as s uh
Santan um just on Saturday at SanTan the
In-N-Out leaving there was a truck and
two trucks in a van that had ski mask on
I did call it in but then later on go
Gilbert at midnight another Community
member posted on go Gilbert and there
was two trucks and she was scared
because they were swimming her vehicle
and they did have ski mask on so if we
can just communication goes a long way
so again rise up Gilbert

whether to place an item on our future

scheduling follow-up study session
related to meet and confer we were
moving forward with scheduling a meet

council is open to that we don't have
another regular council meeting until
October 22nd or 24th a month from now so
we were suggesting one early in October
we had put out a date asking if people
were open to that council member Tuson
I'm sorry I my council member bonani you
were first um I'd like to see us delay
that to um the next Council seated um in
January since most of that issue will be
dealt with by us in the
future council member horgus I was
wanting to make sure that all the uh
issues that Kathy had brought forward
including what they weren't getting at
this point that would compel them to
want it all those issues would be
addressed so I don't I don't care when
it's addressed if it's addressed first
of the year I want to hear what's not
happening that would make it the right
thing to do and if everything is
happening then why do it would be the
question any other comments
I guess I'm curious as to holding it off
till next year
then what was the point of submitting it
in June of this
year um I wouldn't I wouldn't mind Ian I
definitely want to hear what uh counc
council member chil's questions were I
thought we already got them um from them
so
um yeah I I'm okay with doing that
um I just don't know how close I mean
after how close after that meeting do we
want to have a vote if we want to have a
vote um at that time I think the study
session was to decide whether or not it
would be brought forward for a vote and
nobody knows that until the study
session is done and I guess I'd be kind
of annoyed that I sat through almost an
hour and a half of a meeting
if to be honest I I you know I have a
lot of stuff going on it's not council
member submitted a lot of questions that
I would like to see in the respon I want
to see every question answered and so if
that could be the next meeting that we
have you know a study session there or
the one after whenever it is so every
question answered before sorry to cut
your off so we had put out a poll to do
a spe to a special study session and
it's only called special because it
wasn't on our original calendar not not
any other reason um for next week
October 2nd is that right I'm see
Kirsten's head nodding with me so are
you available for that was it the second
or the first the second second I
think I would be I I would expect that
if we have a special study session if
it's in October we're going to decide
then or not put it on the agenda which
may be at the beginning of the year
so we still have meeting still have
discussion we still have four meetings
for the rest of this year that's what
we'll have to decide that that special
study session when we want it to come
back MH if if it gets held to the first
of the year then the staff's time that
they've already spent to do the
presentation that they did a few weeks
ago they're going to have to go back and

they're going to have now six more
months to add on to it at least and they
have to come back and represent it all
because they're going to have new
members so they're going to be starting
at zero basically and having to come
back and re represent it all again if
you even move this vote to next year so
if you're going to do this study session
now and it gets moved to a vote it

item related to status update on General
obligation bonds this has been on our
agenda a couple of times that we've
mentioned from council member tilky a
just a reminder it's there just a
reminder next we have communications um
report from the town manager we have an
acting Town manager tonight and she
actually spoke at the Pod at the
microphone Mary Goodman it's nice to
have you up here thank you I apologize
in advance you're getting the C team but
we do have some recognitions to share uh
first and foremost I wanted to say a
congratulations to Larry Taylor on his
well-deserved retirement but also a
thank you to Kyle meis our development
services director for all the work that
you put into celebrating um his
retirement and a congratulations to ER
salala who some of you may know um who
will be uh taking on the role of
building official and uh plan review and
inspections manager as of September 30 I
believe so congrats to all of them um
first up we have a thank you to our
Gilbert Police Department uh we recently
received a citizen Commendation for two
officers in their care and handling a
delicate situation involving an
individual with autism specifically
officers Noah Willis and officer Gabriel
canana responded to a family need um and
were able to uh help and connect with
that individual in their time of need
and this and a family member of this
individual actually reached out um
shared the great service and this
exemplifies kind of the why behind why
the town took on um the autism
certification within the Police
Department fire department and our Parks
and Recreation so a big thank you to
those officers uh for meeting the
resident in their time of need um and to
all of our Frontline Personnel who have
gone through that training next up um um
congratulations to Mr D Derek Jordan for
receiving an EMS Commendation award from
The National Society of the sons of the
American Revolution Derek currently
leads our transportation division which
is a high performing team delivering
Leading Edge Services while treating our
customers with dignity and respect over
the past two years dererk has stepped
into the manager position after the
departure of our previous manager and
during that time he essentially
performed two positions while we could
recruit for his replacement despite
enormous pressures and workloads der
ensured that our ambulance ambulances
and Crews performed at a high level for
the for the community um and we
appreciate all of his work to continue
to keep Gilbert safe and provide that
excellent service to Gilbert residents
and last but not least um
congratulations to our Gilbert it
Department who recently was awarded the
2024 service service to the citizens
award in category 4 using Innovative
Technologies to deliver simple seamless
and secure
services and I believe we have a short
video uh that was put together by our
digital team that my favorite part way
department serves as Dynamic Community
is by adhering to the town's
mission to anticipate create and help
people we want to become the city of the
future and we do that by setting
realistic goals and plans that are
actionable our dispatch and EOC projects
were two Capital Improvement projects
that we had over the past couple of
years
and both of them really serve to enhance
our Public Safety delivery to the
community we doubled the capacity of the
Dispatch Center we added Next Generation
technology enhanced the radio
Services we use state-ofthe-art AV
technology that provides easy use and
stability for operators to provide the
best level of service to our citizens we
have recently upgraded our Municipal bu
building to include state-of-the-art
hybrid technology this allows us to live
stream Council meetings as well as to
increase the engagement of our citizens
with our public officials it in this
environment is a critical part of the
tool belt that we utilize to keep our
community
safe Central to achieving those goals it
has a road map that's built on five
strategic
pillars we want to Delight the customers
achieve economies of scale
Drive data informed decisions through
effective data management prioritize
projects and resources to optimize
outcomes and also build robust cyber
security and all of our it capabilities
and in today's world there's no way to
do it without the use of complex it
systems and Our IT department is
incredible in working to ensure that we
have state-of-the-art and sophisticated
systems that are reliable and resilient
when we need come to
be that was a great that was a great
video I know how much of those people
love being on camera

Development held a meeting with tourism
Action Group at ceville golf and country
club last week the meeting brought
together Gilbert tourism businesses and
included information on the economic
impact of the LPGA Ford championship and
upcoming events and
promotions um some some up coming events
in Gilbert include harvest in the
Heritage District kicking off in October
one of the economic development
director's favorite favorite times of
the year and project that he works
on the sound bites uh music and food
festival is on October 12th and small
business Saturday on Thanksgiving
weekend council member Capri

updates there's uh in the fall we have
so many different activities and events
coming up so just want to make everyone
aware of some events that might be
interested in Saturday October 12th the
Gilbert Symphony Orchestra will be
playing at the Higgly Center that's
Saturday October 12th at 300
p.m. and on um October 24th it's a
Thursday at 6:00 p.m. gilber Bert sister
cities will be hosting their night at
the Garden annual fundraising event
tickets are on sale now for that event
That's Thursday October
24th um upcoming we also have two Public
Works Advisory board meetings in October
that's October Monday October 14th at
300 p.m. and Monday October 28th at 3
p.m. and during those meetings the
Public Works Advisory Board will be
hearing presentations on uh potential
future Wastewater rates um the staff
reviews different rates in alternating
years um and then related to that
Council has our fall Retreat November
20th and 21st where those final
recommendations will be presented to
us thank you council member kosi anyone
else with updates from
Council then I'll move on to updates
from the mayor first I with the
discussion about public safety and
Technology I wanted to highlight an
email that um Chief Dugen sent to us
with um advancing technology division of
drones and robots with Gilbert Fire and
Rescue Department within the past two
months they have supported directly
supported the Phoenix fire department on
two significant events and the chief
sent us a great email with two emails
back from the city of Phoenix fire
department letting us know about how our
department supported them and just a
shout out to our our deputy chief Mike
Connor who began this program and has
watched it evolve and it is becoming the
leading drone robot robotics program in
the state of Arizona so we are always
advancing our community in different
ways and especially through um
technology and Public Safety moving on
to my report what do we have up 1
June thank you
we have our slide recognizing Sheila
Rogers ug jetti who was actually serving
as the president of the Gilbert Public
Schools governing board and passed away
very unexpectedly on Sunday September
15th Shera was a great friend to many of
us in this community and supported
public education through her life 40
years as you see there on the screen um
she actually was running for re-election
for the Gilbert Public Schools board and
her name will be on the general election
ballot in November showing you just how
sudden this passing of Sheila was and I
want to say um thank you to Tom blet
because he included in a story about
Sheila that the Gilbert Public Schools
is planning a public celebration of life
event for Sheila at 5:30 p.m. on October
16th in the Gilbert High School
auditorium all students staff families
and community members are welcome to
attend that and I know that we will all
remember Sheila fondly and I plan to
attend that event
myself great loss to our
community next I have my schedule that
I've been providing to show exactly what
I do over the past couple of weeks since
our last council meeting and I also
wanted to point out with all of the
events that are up there it doesn't
include any meetings that I have with
staff which would add eight more
meetings on to that list right there
just to give you an idea of the time
that is invested into this community and
the region um as you can see there I
make my way around for some of those
meetings Maricopa County gek um it's a
great honor to be able to represent the
community at those
and since this is our last meeting
before early voting begins and I'm going
to stick to very educational topics on
early voting please note that the
November 5th ballot is full four pages
long and I'm going to ask you to start
at the end of that ballot and work your
way back to the beginning there are two
Gilbert propositions there are School
District bonds and our overrides for the
three districts that we have here in the
town of Gilbert Gilbert Public Schools
Higley Unified School District and
Chandler Unified School District it will
be different on your ballot depending on
which district you live in there are 13
State measures on the ballot that you
will be asked to vote on and one Mar
County ballot measure that you will be
asked to vote on there's also one town
of Gilbert Council seat that is a runoff
that will appear on the general election
ballot so again I'm asking you to please
start at the end of your ballot and work
your way back I know everybody wants to
vote for president or maybe you don't um
that'll be the most election type thing
I say um but please start at the end and
work your way back because the important
issues facing us and our communities and
our state will be at the end of that
ballot and please please do your
homework before you vote but please vote
the entire ballot I know it's not common
to have such a long ballot but this is
where we find ourselves this year and
one last thing so I don't forget it is
council member tason's birthday on
Thursday I have the date right Thursday
of this week we have a card for you if
you would pass that down and we have
cookies for you and for everyone to
share if you would like to share I'm not
going to force you to um big 60 yes big
o and I only know that cuz we are
exactly two months apart in age council
member tarus and I September 26th
November 26th exactly the same age so
happy birthday sir and I will take a
